Abstract

The research was conducted to find out the processes and factors supporting and inhibiting Collaborative Governance (CG) in the CFC in Madiun. The research uses the theories of Ansell and Gash and DeSeve with descriptive qualitative approaches. Data collected through interviews, observations, documentation. Studies show the CG process consists of face-to-face dialogue runs through meetings or coordination held; trust building involves stakeholders in activities, the existence of leadership support for CFC; commitment to process various parties to support and advance children’s rights in the city of Madiun despite different contribution levels; shared understanding. PPPA Social Service to conduct construction on CFC components; intermediate outcome, achieved Madiun’s achievements as CFC. Supporting factors and obstacles are: networked structure CFC of Madiun is self governance; commitment to a common purpose is constrained by information that is less fair and affordable by some parties and limited movement of activities because of COVID-19; trust among the participants, there is a lack of trust that the child’s voice is heard; governance, there are clear rules in the CFC; access to authority, the person in charge of the activity program is still dominated by OPD; distributive accountability/responsibility is carried out by each stakeholder under its duties and authorities; information sharing of nongovernmental organizations needs to be optimized; access to resources needs to increase the availability of infrastructure facilities and reduce regional revenues if there is a ban on cigarette advertising.

Abstract

Sesuai Perda Nomor 2 Tahun 2010 tentang Rencana Pembangunan Jangka Panjang Daerah (RPJPD) Kota Surakarta Tahun 2005-2025 pada misi ke-4 yaitu ‘Mewujudkan Perekonomian Daerah yang Mantap”, tahun 2017 Dinas Tenaga Kerja dan Perindustrian mempunyai  11 (sebelas) Program dan 33 (tiga puluh tiga) Kegiatan yang dituangkan dalam Renja Dinas Tenaga Kerja dan Perindustrian Tahun 2017. Hasil Rencana Kerja Dinas Tenaga Kerja dan Perindustrian Kota Surakarta adalah Program Tahunan sesuai dengan Tugas Pokok dan Fungsi, dan sasaran Program. Rencana Kerja menjadi acuan dalam pelaksanaan kegiatan selama Tahun 2017, selain dapat memberikan gambaran pelaksanaan kegiatan dengan Perencanaan dan Penganggaran yang berhasil dan berdaya guna bagi pembangunan Kota Surakarta, berfungsi pula memberikan umpan balik yang sangat diperlukan dalam pengambilan keputusan dan penyusunan rencana di masa mendatang sehingga akan diperoleh peningkatan kinerja ke arah yang lebih baik. Dalam pelaksanaannya pelayanan yang diberikan oleh dinas Tenaga Kerja dan Perindustrian dirasakan manfaatnya oleh masyarakat pelaku industri.Dalam artikel ini menggunakan penulisan deskriptif kualitatif. Teknik pengumpulan data dalam penelitian ini dilakukan dengan wawancara mendalam mengkaji dokumen dan observasi. Pemilihan informan dilakukan dengan teknik purposive sampling. Sedangkan uji validitas data yang digunakan penulis dalam penelitian ini adalah triangulasi metode dan untuk teknik analisis data menggunakan teknik analisis data interaktif.Dalam penelitian ini terlihat bahwa telah berjalannya kinerja pelayanan publik yang dilaksanakan oleh Dinas Tenaga Kerja dan Perindustrian Kota Surakarta dalam pengembangan Industri Kecil Menegah sesuai proses perencanaan yang menurut teori Sobandi ,2006  walau masih terdapat beberapa aspek yang menjadi kendala. Namun pemerintah Dinas Tenaga Kerja dan Perindustrian hingga saat ini masih terus melakukan perbaikan hingga mengembangkan konsep yang telah berjalan untuk dapat lebih baik lagi dalam memberikan pelayanan kepada masyarakat.

Abstract

The BPNT program in Kulon Progo Regency underwent a modification, which was implemented through PanganKu Innovation which aims to create an independent economy by utilizing local food resources through community empowerment. In 2016, based on the number of poor people in the categories of poor and very poor, Kapanewon Sentolo has the highest number in Kulon Progo Regency, which is 17% of the total population. The purpose of this study is to evaluate the implementation of the Food Innovation Program BPNT carried out by the implementor as an effort to improve the welfare of the community in reducing poverty in Kulon Progo Regency, especially in Kapanewon Sentolo. This research is a qualitative descriptive study. Data were obtained through interviews with purposive and snowball sampling techniques, as well as documentation, which were analyzed using Miles and Huberman's data analysis model. The results show that the implementation has been going well from the implementation aspect, the nature aspect of the administrative process, the compliance aspect with the policy, and the policy implementation impact aspect, although the impact has not been significantly felt by the community, especially those assisted by the related OPD, and the program has realized Kulon Progo Bela Beli Policy. The driving factors for the implementation of PanganKu Innovation include; (1) Standards and Policy Goals, (2) Inter-Organizational Communication (3) Characteristics of Implementing Agents, (4) Implementors' dispositions, and (5) Social, Economic and Political Conditions. While the inhibiting factor is Resources.
