Abstract

The BPNT program in Kulon Progo Regency underwent a modification, which was implemented through PanganKu Innovation which aims to create an independent economy by utilizing local food resources through community empowerment. In 2016, based on the number of poor people in the categories of poor and very poor, Kapanewon Sentolo has the highest number in Kulon Progo Regency, which is 17% of the total population. The purpose of this study is to evaluate the implementation of the Food Innovation Program BPNT carried out by the implementor as an effort to improve the welfare of the community in reducing poverty in Kulon Progo Regency, especially in Kapanewon Sentolo. This research is a qualitative descriptive study. Data were obtained through interviews with purposive and snowball sampling techniques, as well as documentation, which were analyzed using Miles and Huberman's data analysis model. The results show that the implementation has been going well from the implementation aspect, the nature aspect of the administrative process, the compliance aspect with the policy, and the policy implementation impact aspect, although the impact has not been significantly felt by the community, especially those assisted by the related OPD, and the program has realized Kulon Progo Bela Beli Policy. The driving factors for the implementation of PanganKu Innovation include; (1) Standards and Policy Goals, (2) Inter-Organizational Communication (3) Characteristics of Implementing Agents, (4) Implementors' dispositions, and (5) Social, Economic and Political Conditions. While the inhibiting factor is Resources.
