This research is entitled The Role of Community Leaders in the Election of the Village Consultative Body in Sipange Godang Village, South Tapanuli Regency. The problem in this research is how the role of community leaders in the election of members of the Village Consultative Body and the selection system for members of the Village Consultative Body. The formulation of the problem in this research is how the role of community leaders in the selection of members of the Village Consultative Body in Sipange Godang Village, Sayur Matinggi District, South Tapanuli Regency and how the system for selecting members of the Village Consultative Body in Sipange Godang Village, Sayur Matinggi District, South Tapanuli Regency. So the purpose of this research is to find out the role of community leaders in the election of members of the Village Consultative Body and the selection system for members of the Village Consultative Council. To obtain the results of this study, researchers used a type of field research (Field research) which is descriptive qualitative. The data collection used is interview technique, observation, and documentation data. While the data analysis technique was carried out using several steps, namely editing, verification, data analysis and drawing conclusions. Based on the results of the research, the role of community leaders in the selection of members of the Village Consultative Body (BPD) in Sipange Godang Village, Sayur Matinggi District, South Tapanuli Regency is as a motivator, dynamist, and as a social control. The election system for members of the Village Consultative Body is carried out by means of a consensus deliberation system, lobbying system, and voting system.

Based on the above background, the purpose of this study is to determine the implementation of the Padangsidimpuan City Regional Regulation Number 41 of 2003 Article 9 concerning the Prohibition of Selling on Public Roads. This research is motivated because there are lots of traders who sell who occupy places that have been determined by the Regional Government, but there are also traders who sell not in the right place or traders who sell in places that can disturb the community or other road users such as in sidewalk.The type of research used by the researcher is a qualitative research that is normative and empirical. the data used are primary and secondary data, data collection methods by observation, interviews and documents. The data collected were analyzed using editing, verification and analysis methods.Based on the results of the research above, it is obtained that the implementation of Regional Regulation Number 41 of 2003 Article 9 concerning the Prohibition of Selling on Public Road Agencies in Padangsidimpuan City has been running but not yet ideal. The Civil Service Police Unit has carried out raids, given warnings, provided sanctions in accordance with Article 9, but in the process of socializing and supervising street vendors who are still selling on Jalan Thamrin, it is not yet fully ideal, this can be seen by the number of street vendors selling on the street. Padangsidimpuan City Public Road Agency. And as for the obstacles/obstacles in this implementation: the lack of socialization of the Civil Service Police Unit to street vendors in the Public Road Agency, the lack of mindset of the street vendors in Padangsidimpuan City, and the lack of communication between the community and the Government. Judging from Fiqh Siyasah, that is actually the content of Regional Regulation Number 41 of 2003 Article 9 concerning the Prohibition of Selling in the Padangsidimpuan City Public Road Agency. Made for the benefit of the people, especially the public transport parties who do not feel the congestion anymore, pedestrians get comfort and space to walk comfortably

According to the theory of effectiveness, the findings found by researchers have not reached the benchmark for the effectiveness of protected forests as confirmed in Law 41 of 1999 Article 47 on Forest Protection. The problem that occurs is the problem that is the main supporter of achieving the effectiveness of forest protection. The background of this research problem is the effectiveness of the implementation of the Regional Regulation Number 7 of 2005. This of course has an impact on the lack of level of public understanding of local regulations regarding the prohibition of the sale and distribution of liquor, it causes more and more people to sell and distribute liquor. The formulation of the problem of this research is how the effectiveness of implementing the regional regulations of the City of Padangsidimpuan Number 7 of 2005 concerning the prohibition of the sale and distribution of liquor in the VII Environment of Batunadua Jae Village, Padangsidimpuan City and the factors that become obstacles in the implementation of the Padangsidimpuan City area Number 7 of 2005 concerning the prohibition of sales and distribution. liquor in the VII Ward of Batunadua Jae Urban Village, Padangsidimpuan City. This type of research used by researchers is field research (field research) which took place in the KelurahanBatunaduajae and the Office of the SATPOL PP Padangsidimpuan City. So to find out the results or the correctness of the problems in this study, researchers used data collection instruments by means of interviews and documentation. Meanwhile, data management is done by identification, category, analysis, and conclusions. The results obtained from this study indicate that the implementation of regional regulation number 7 of 2005 concerning the prohibition of the sale and distribution of liquor has not been effective, because there are still many fields that sell and distribute liquor in the VII Ward of Batunadua Jae Village, Padangsidimpuan City.

Karang Taruna ia a community organization as a means of developing every member of the community that grows and develops on the basis of awareness and responsibility. However in Muaratais II Village Angkola Muaratais sub district, south Tapanuli Regency, the fuction of the youth Organization is still experiencing various promlems, one of wich is the potential of the younger generation and the community, the lack of attention from youth organization to providers of education and training for the community, and the lack community empowerment providers, especially the younger generation and the environment in a comprehensively integrated and directed manner and still experiencing many promlems due to thee lack of a sense of responsibility of society as individuals who have the potential and have a strong social sprit. The purpose this study to implementation of the agreement between PT.MIR (MAJU INDO RAYA) and ampolu village community. This research is emprical Field Researeh. With data collection techniquedone by interview and observation. Data were analyzed using qualitative approach method. The result of the research shows that the implementation of the agreement between PT.MIR (MAJU INDO RAYA) and ampolu village community. Not in accordance with what was promised as well as violating the agreement that has been made by PT.MIR (MAJU INDO RAYA). Where PT.MIR (MAJU INDO RAYA) does not water the road three times a day, PT.MIR (MAJU INDO RAYA) does not fill the road with sertu and pare maintenance isnotcarried out.

The background of this research problem is article 48 of law number 22 of 2009 concerning road traffic and transportation, there are rules regarding technical requirements and roadworthiness of motorized vehicles, but vehicles provided by rickshaw drivers produce noisy sounds and turn signals or indicator lights. direction so that it can interfere with other motorists, so that this is contrary to law number 22 of 2009 article 48 concerning road traffic and transportation.The formulation of the problem of this research is how to implement Law No. 22 of 2009 article 48 concerning roadworthiness tests for public vehicles (pedicabs) in Padangsidimpuan City and what factors are the obstacles in implementing Law No. 22 of 2009 article 48 regarding vehicle road feasibility tests. public rickshaws in the city of Padangsidimpuan.The purpose of this research is to find out the implementation of Law No. 22 of 2009 Article 48 regarding the roadworthiness test of public vehicles (becak) in Padangsidimpuan City, and also to find out what factors are obstacles in the implementation of Law No. 22 of 2009 Article 48 concerning road feasibility test for public vehicles (becak) in Padangsidimpuan City.This type of research is qualitative research. Qualitative research is a research procedure that produces descriptive data in the form of written or spoken words and highly observed behavior, while the approach used by the researcher is a sociological approach or socio-legal research method, namely "a research approach that examines people's legal perceptions and behavior. (humans and legal entities) that occur in the field.The results obtained from this researcher are that the implementation of law number 22 of 2009 article 48 concerning the feasibility test of public vehicles (pedicabs) in the city of Padangsidimpuan has not run effectively this can be seen from the increasing number of pedicab drivers, and even the Department of Transportation as The implementer of the law admits that he has never implemented the law or has never tested the feasibility of a motorized tricycle.

This study discusses the implementation of the Minister of Energy and Mineral Resources Regulation No. 21 of 2017 Article 3 Paragraph (1) concerning the Management of Drill Mud and Drill Cutting Waste in Geothermal Drilling by the Mandailing Natal Regency Environmental Service. This research was motivated by complaints from residents of the village of Sibanggor Tonga, Puncak Sorik Marapi District, Mandailing Natal Regency about the waste flowing into the residents' agricultural land which resulted in the residents' rice plants not developing as usual, causing implementation that was not in accordance with existing regulations. This type of research is afield researchusing a qualitative descriptive analysis method. The method of collecting data for this research is by means of interviews and documentation in accordance with the provisions contained in the Regulation of the Minister of Energy and Mineral Resources Number 21 of 2017. The results of the study state that the implementation of the Minister of Energy and Mineral Resources Regulation Number 21 of 2017 Article 3 Paragraph (1) concerning the Management of Drill Mud and Drill Cutting Waste in Geothermal Drilling by the Mandailing Natal Regency Environmental Service has been implemented, this can be seen from the form of implementation that has been implemented by The Environment Agency is to carry out direct supervision of the location of the flow of waste, give warnings to geothermal energy companies if they have violated the provisions in the regulations and impose sanctions on the agency or company if they have violated applicable regulations or are not in accordance with the company's way of working.

Based on the above background, the purpose of this study is to find out how the implementation of Article 48 of the Minister of social Affairs Regulation Number 1 2018 concerning Evaluation of bebeficiaries of the family hope program in villages Ujung Gading, Sihapas Barumun subdistrict, Padang Lawas Regency and how implemation of the participation of the beneficiaries of the family hope program in graduation Ujung Gading Villlage Sihapas Barumun subdistrict Padang Lawas regency. The type of research used by researchers is descriptive qualitative research the data used are primary and secondary data, data collection methods are observation, interviews and documents. The data collected were analyzed using editing, verification and analysis methods. Based on the results of the research above, it is obtained that implementation minister of social affairs regulation number 1 of 2018 article 48 concerning the evaluation of beneficiaries of the family of hope program in Ujung Gading village, Padang Lawas District, I can be judged that the family of hope program has been successfully implemented in Ujung Gading village and every regulation and steps recommended by the government can be implemented according to with the regulations of the ministry of social affairs. The implementation of evaluation and participant graduation still has many shortcomings and irregularities, especially for PKH participants from the closest circle of the village head.
