Abstract

Anggaran Pendapatan dan Belanja Deerah (APBD) Provinsi Papua Barat dalam satu dekade terakhir terus mengalami peningkatan. Namun, persentase penduduk miskin di Provinsi Papua Barat masih berada pada peringkat ke-2 terbawah dalam periode yang sama. Penelitian ini bertujuan untuk melihat pengaruh belanja sektor pendidikan dan kesehatan terhadap kualitas sumberdaya manusia di Papua Barat. Data yang digunakan adalah data panel dari 12 kabupaten dan 1 kota di Provinsi Papua Barat dari tahun 2014-2019. Model regresi berganda dengan fixed effect level kabupaten/kota digunakan untuk mengestimasi data. Hasil analisis menunjukkan bahwa belanja sektor pendidikan dan kesehatan memiliki dampak yang positif bagi peningkatan kualitas sumberdaya manusia yang diukur dengan IPM. Variabel PDRB per kapita menunjukkan kontribusi yang positif bagi peningkatan IPM. PAD per kapita tidak memberikan kontribusi secara signifikan terhadap peningkatan IPM. Sedangkan variabel persentase penduduk miskin (P0) menunjukkan kontribusi yang negatif dan signifikan bagi IPM.

Abstract

Human resources are a major factor in determining organizational success. Competency-based performance management is essential as it connects employees' knowledge, skills, and attitudes to the achievement of strategic organizational goals. PLTMG MPP Manokwari 2, as an electricity provider in West Papua, faces significant human resource challenges, including employees working outside their fields of expertise, which impacts suboptimal performance achievement. This study aims to analyze the implementation of a competency-based performance management system for employees at PLTMG MPP Manokwari 2 in Manokwari Regency. The research employed a qualitative descriptive approach with data collected through observation, interviews, questionnaires, and documentation. Data analysis used the Miles & Huberman model (data reduction, data display, and conclusion drawing) and SWOT analysis to map strengths, weaknesses, opportunities, and threats. The findings indicate that performance planning, communication, and competency development have been applied relatively well, although competency measurement remains general and not detailed. SWOT analysis identified strengths in human resource quality and management support, weaknesses in competency indicators, opportunities from energy policy and technology, and threats from budget constraints and rigid work culture. The study concludes that competency-based performance management is being implemented but requires stronger indicators and more sustainable HR development programs.

Abstract

Background: Digital transformation has reshaped consumer behavior, encouraging cosmetics retailers to adopt omnichannel strategies and enhance customer experience. However, limited research has examined the mediating role of trust in the relationship between omnichannel strategy, customer experience, and purchase decisions within local cosmetics retail contexts. Objective: This study examines the effects of omnichannel strategy and customer experience on purchase decisions at Rain Cosmetic Stores, with trust as a mediating variable. Methods: A quantitative explanatory research design was employed. Data were collected from 100 Rain Cosmetic consumers using purposive sampling and analyzed using Structural Equation Modeling–Partial Least Squares (SEM-PLS) with SmartPLS 4.0 to evaluate direct and indirect relationships among variables. Results: Omnichannel strategy significantly influences trust (β = 0.354, p = 0.004) but does not significantly affect purchase decisions (β = 0.133, p = 0.340). Customer experience significantly affects trust (β = 0.518, p < 0.001) and purchase decisions (β = 0.559, p < 0.001). Trust does not have a significant effect on purchase decisions (β = 0.231, p = 0.059) and does not mediate the relationship between omnichannel strategy or customer experience and purchase decisions (p > 0.05). These findings indicate that customer experience is the primary driver of purchase decisions, whereas trust plays a limited mediating role. Conclusion: Customer experience is the strongest determinant of purchase decisions, while omnichannel strategy primarily contributes to trust development rather than directly influencing purchasing behavior. Trust does not significantly translate into purchase decisions, suggesting that experiential factors have a greater influence than perceived credibility in shaping consumer decisions within this context.
