Abstract

This study aims to (1) describe the programs held by BUMDes, (2) describe the implementation of the BUMDes District program in an effort to create employment opportunities for youth, (3) describe the obstacles and solutions that have been carried out while running the BUMDes District program. This research approach uses a qualitative case study. The research was conducted in Desa Jungjang, Kecamatan Arjawinangun, Kabupaten Cirebon. The research subjects were 7 people, consisting of 2 BUMDes implementers and 5 youths. There were 2 research informants, the Head of Hamlet V and the Village Secretary. Data collection techniques using observation, interviews, and documentation. Data analysis techniques are carried out by collecting data, reducing data, presenting data, and making conclusions. The validity of the data was tested using source triangulation and technical triangulation. The results of the study show (1) the programs organized by BUMDes Jungjang aim to improve the living standards of rural communities, (2) the implementation of the BUMDes District program in the form of a village business area that provides employment through empowerment of prospective workers, (3) implementation barriers include limited information dissemination. , empowerment activities are monotonous, and teaching materials do not match the abilities of participants, while the solutions implemented include instructing participants to disseminate information, holding empowerment activities in an informal, and bringing a professional educator.

Abstract

Penelitian ini bertujuan untuk (1) mendeskripsikan program-progam yang diselenggarakan BUMDes, (2) mendeskripsikan penerapan program Distrik BUMDes dalam upaya menciptakan lapangan kerja bagi pemuda, (3) mendeskripsikan hambatan dan solusi yang telah dilakukan selama menjalankan program Distrik BUMDes. Pendekatan penelitian ini menggunakan studi kasus kualitatif. Penelitian dilakukan di Desa Jungjang, Kecamatan Arjawinangun, Kabupaten Cirebon. Subjek penelitian berjumlah 7 orang, terdiri 2 pelaksana BUMDes dan 5 pemuda. Terdapat 2 informan penelitian, Kepala Dusun V dan Sekretaris Desa. Teknik pengumpulan data menggunakan observasi, wawancara, dan dokumentasi. Teknik analisis data dilakukan dengan pengumpulan data, reduksi data, penyajian data, dan simpulan. Keabsahan data diuji menggunakan triangulasi sumber dan triangulasi teknik. Hasil penelitian menunjukkan (1) program-program yang diselenggarakan BUMDes Jungjang bertujuan meningkatkan taraf kehidupan masyarakat desa, (2) implementasi program Distrik BUMDes berbentuk kawasan usaha desa yang menyediakan lapangan kerja melalui kegiatan pemberdayaan calon pekerja, (3) hambatan pelaksanaan meliputi keterbatasan penyebaran informasi, kegiatan pemberdayaan bersifat monoton, dan kurang sesuainya bahan ajar dengan kemampuan partisipan, sedangkan solusi yang diterapkan antara lain menginstruksikan partisipan untuk menyebarluaskan informasi, mengadakan kegiatan pemberdayaan dengan suasana informal, dan mendatangkan tenaga ajar profesional.

Abstract

The school committee, school principal and teachers are the key role in schools that implement school-based management. This research aims to develop a model of empowerment of school committees in the implementation of school-based management by developing networks of social capital.This research uses research and development approach with the school committee members and all components of the school as the subjects. The interview records and documents are analyzed qualitative-descriptivephenomenologycallyand inferential statistically. The finding is the performance of the school committee is still not good. This is caused by the lack of cooperation between school committee and school component. There are no bound by norms of solidarity and trust among them to carry out school management. School committees empowerment by establishing effective networks of social capital, effectively improves school comitte‟s performance by 13.75 points. There are consistent changes between social capital intensity and qualification performance of the school committee. The school committee should behave and act proactively, and also more creative to foster the trust of the school. Keywords: school-based management, empowerment, school committees, social capital.
