Abstract

Masalah dalam penelitian ini adalah bahwa program asuransi pertanian di kabupaten purwakarta tidak berjalan sesuai ekspektasi yang diharapkan dikarenakan partisipasi masyarakat tani di kabupaten tersebut masih sangat sedikit. Padahal kebijakan tentang asuransi pertanian di purwakarta sudah diterapkan berdasarkan perundang-undangan yang berlaku. Tujuan dari penelitian ini adalah untuk mengetahui implementasi kebijakan asuransi pertanian di Kabupaten Purwakarta dan mengidentifikasi faktor pendorong dan faktor penghambat dalam implementasi kebijakan asuransi pertanian. Selain itu, penelitian ini juga akan merumuskan strategi implementasi kebijakan asuransi pertanian. Metode yang digunakan adalah metode penelitian kualitatif deskriptif. Adapun sampel pada penelitian ini berlokasi di Kabupaten Purwakarta. Hasil dari penelitian ini menunjukkan bahwa faktor program fasilitasi pembayaran premi untuk usaha tani padi, dukungan eksekutif dan legislatif dalam mengembangkan asuransi pertanian dan penggunaan teknologi informasi (SIAP) merupakan faktor yang sangat mendukung pencapaian tujuan dan faktor penghambat yang dinilai sangat menghambat adalah belum adanya regulasi operasioanl, tidak ada tim teknis tingkat kabupaten, dan belum ada target dalam pencapaian tujuan. Sementara untuk rumusan strategi dalam implementasi asuransi pertanian di Kabupaten Purwakarta adalah dengan menjadikan program asuransi pertanian menjadi program utama pertanian, menghidupkan kelompok tani yang sudah ada serta mengoptimalkan Balai Penyuluh Pertanian di Kabupaten Purwakarta sebagai pusat sosialisasi.

Abstract

The problem that have established in this paper is the program of farm insurance in Purwakarta district cannot reach the expectation because the total of farmer in participating on this program is extremely low eventhough policy maker has created the policy about it. Furthermore, the purpose of this study is to identify driving and inhibiting factors in the implementation of agricultural insurance policies. In addition, this research possibly also formulate a strategy for implementing agricultural insurance policies. The method used is descriptive qualitative research methods. Furthermore, the sample in this study is located in Purwakarta Regency. The results of this study indicate that the factors of the premium payment facilitation program for rice farming, executive and legislative support in developing agricultural insurance, and the use of information technology are factors that strongly encourage the achievement of goals. Meanwhile, the inhibiting factor which is considered extremely hindering is the absence of operational regulations, there is no districtlevel technical team, and there are no targets in achieving the objectives. Moreover, the formula itself is to turn the agricultural insurance program into an agricultural program, revive existing farmer associations, and utilizing Balai Penyuluh Pertanian in Purwakarta Regency as a socialization center.

Abstract

This study aims to analyze the performance appraisal model of the Local Neighborhood Leader (RW Head) in improving the realization of development in Cikondang Village, Citamiang District, Sukabumi City. This research evaluates the effectiveness of the RW Head's performance in realizing community-based development and identifies key aspects that need improvement for optimal program implementation. The research is expected to enhance administrative management and leadership capacity at the RW or local neighborhood level. This study uses a qualitative method to assess the performance of the Local Neighborhood Leader in Cikondang Village, Sukabumi, with a purposive sampling approach. Primary data was collected through interviews, observations, and documents. Analysis was conducted descriptively and through content analysis to ensure the validity of findings through triangulation. This study developed a performance appraisal model for the Local Neighborhood Leader in Cikondang Village, Sukabumi, with a multi-dimensional and multi-stakeholder approach. The model evaluates quality, quantity, timeliness, cost-effectiveness, independence, and interpersonal impact in leadership. The findings indicate that leadership quality is the dominant factor influencing performance, with recommendations to strengthen competence, digitalize reporting, and improve communication and community participation to enhance development effectiveness at the community level. Additionally, it identifies key factors affecting the performance of the Local Neighborhood Leader in Cikondang, emphasizing leadership quality, resource management, and challenges in reporting and coordination, while providing recommendations for capacity building and digitalization.
