Abstract

Kelurahan Pasirjati berdasarkan indeks kepuasan masyarakat dan Elektronik Kepuasan Masyarakat Pemerintah Kota Bandung. Dalam upaya peningkatan kualitas pelayanan administrasi umum tersebut di perlukan strategi berdasar atas analisis internal dan eksternal lingkungan sebagai acuan. Penelitian ini menggunakan pendekatan kualitatif deskriptif analitik. Oleh Fred R. David digunakan perumusan strategi yang tepat melalui pendekatan dengan tahapan menganalisis matriks IFE dan EFE, kuadran IFE dan EFE, dan Quantitative Strategic Planning Matrix (QSPM). Dari hasil analisis rating dan bobot IFE-EFE, kuadran SWOT, matriks SWOT dan Quantitative Strategy Planning Matrix (QSPM) yang sudah dilakukan, hasilnya strategi yang dilakukan adalah Strategi Agresif (SO) peningkatan kualitas pelayanan administrasi umum di Kelurahan Pasirjati yaitu perluasan akses distribusi pelayanan dan pelayanan mobile.

Abstract

The purpose of this study was to determine the general administration services in Pasirjati Village based on the community satisfaction index and the Electronic Community Satisfaction of the Bandung City Government. In an effort to improve the quality of public administration services, a strategy based on internal and external environmental analysis is needed as a reference. This study uses a descriptive analytic qualitative approach. (Fred David:2015) used the right strategy formulation through an approach with the stages of analyzing the IFE and EFE matrices, the IFE and EFE quadrants, and the Quantitative Strategic Planning Matrix (QSPM). From the results of the IFE-EFE rating and weight analysis, SWOT quadrant, SWOT matrix and Quantitative Strategy Planning Matrix (QSPM) that have been carried out, the results of the strategy carried out are Aggressive Strategies (SO) to improve the quality of public administration services in Pasirjati Village, namely expanding access to service distribution and mobile services.

Abstract

This paper explores the political economy angels entail in the land conflict between the government and the local people. Land conflict between the government and the local people has been popular phenomenon in Indonesia. In the case of the local government in Indonesia, particularly in the Bandung City development, previous researchers have studied this issue by investigating the conflict either through institutional approach or people perspective.  However, have they failed to investigate the political and economic aspects inherent in the land conflict. This political economy dimension is missing from their studies.  By using the political economy approach proposed by Hughes and Hutchison who understand the material and political dimensions underlying the land conflict, the study contributes to the debate on studies of the land conflict.  The political economy aspect is important in unrevealing the economic and political reasons behind the surface of the conflict. In Investigating the phenomenon, the research uses qualitative method by interviewing the people of Tamansari area, the government officials, and the civil society organization. The research findings suggests that the political economy aspect is useful in understanding and mapping the political economy actors involved. The political economy perspective also contributes to the Bandung City Government in making the local government aware to the interests of the wider community, especially those affected by the conflict.

Abstract

This research examines about the implementation of auditor competence assessment policy at the Audit Board of the Republik of Indonesia (BPK) to assess the competence of auditors in conducting audit that produce high quality and provide recommendations for the managements and accountability of state finances in achieving national goals. The objectives of this research are to analyzing the implementation of auditor competence assessments policy at the Representative Office in West Java, analyzing the factors that support and hinder the implementation and provide an alternative implementation model for improving the success of the auditor competence assessment policy implementation. The research approach used is a qualitative approach with data collection techniques including observation, interviews, and secondary data and the data validity is tested through source triangulation. The results of the research show that there are factors that hinder the implementation, including the limited number of classes used for role training, the timing of role training that may not be suitable, and the lack of understanding between examiners and auditors in explaining audit experiences. These hindering factors can be addressed through the utilization of digital media like online classes and involving senior auditors as a mentor for the examination team to explain the alternative audit procedures.
