Abstract

The phenomenon that made the object of this research is the role of government bureaucracy in providing licensing services to the community in the city of Banjarmasin in which the agency used as a locus of research is in the Integrated  Licensing Agency and Investment Banjarmasin. The purpose of this study was to obtain a new concept regarding the role of government bureaucracy in providing licensing services as a contribution to advancing the science of government.      This research uses qualitative research approach with a purposive sampling technique. Secondary data collection using literature studies, studies of documents and observations. Primary data collection using interviewing techniques. Processing of data using descriptive analysis method.      The conclusion of the discussion of research results are as follows: The role of government bureaucracy  in granting permits in the city of Banjarmasin servant namely: the regulator under the legislation, the initiator of the policy, internal bureaucratic desire for power, security and compliance.      In this study discovered a new concept, that the role of government bureaucracy in licensing service delivery does not match the expectations of the public because of government bureaucracy has not been characterized by the organizational structure-adaptive, resulting in e more important service personal and group interest rather than society, and accurs dualism of service in the bureaucracy. Then the government bureaucracy in providing licensing services to communities affected by environmental factors, both internal and external.

Abstract

Over time, performance measurement in government agencies has changed orientation, namely performance measurement, which is input-oriented (more specifically budget), shifting to performance measurement result-oriented. This study aims to evaluate the problems and factors that are involved. Affect the effectiveness of the implementation of the Accountability System Performance of Government Institutions (SAKIP) in the Tanah Bumbu Regency government. This study also explores the classification level of implementation and the leading performance indicators in SAKIP in the SKPD Tanah Bumbu Regency to determine the obstacles in implementing SAKIP. This research is a qualitative-quantitative study (mix method) using a case study approach. The approach used is a case study approach that focuses intensively on a particular object that studies it as a case. Meanwhile, the Likert scale's quantitative approach describes the urgency in the form of tables and percentages. The data strengthened by a qualitative narrative that adapts to identifying weaknesses based on quantitative analysis. The weaknesses found in this study cover all aspects, starting from understanding and elaborating the vision and mission and strategic plans of Tanah Bumbu Regency. Mapping of performance targets, a stipulation of performance planning documents, implementation of policies, programs and activities; performance evaluation, performance control, and improved performance.

Abstract

Studies on political ecology problems always start from justice, poverty, resource inequality, population spikes, and environmental damage. This condition tends to only analyze from the side of causality. This causality explanation has a weakness in answering what allows this condition to occur. The problems in these areas are pretty interesting to study further because regional autonomy is a practice. The Provincial Government and Regency Governments play an essential role in the management and regulation of environmental policies. The purpose of this study is to analyze the political ecology related to the interaction between policy (regulation) and environmental management on social and economic conditions from the perspective of regional autonomy. This study uses a descriptive qualitative research approach. This study's data collection techniques are observation (observation), in-depth interviews, and literature study. The types of data in this study include ecological, economic, and social components of environmental ecosystems. The primary assumption in political ecology is that environmental change is not neutral. Instead, it is a form of a politicalized environment that involves many interested actors. Ecology-politics can be interpreted as a political study that understands human relations with environmental changes resulting from political processes. The political ecology perspective emphasizes that internal problems in the environment rather than external influences, namely due to political and economic pressures outside of itself, including the policy of regional autonomy (decentralization) of natural resources, is not just a technical problem. There are socio-political problems related to access to use and control over natural resources (power and authority). Environmental management problems are caused primarily not by technical failures but also by political failures. This means that the approach in environmental management is sectoral, technocratic, exclusive, and elitist, without considering the economic, social, and political forces that are the leading causes of the destruction of natural resources.

Abstract

Micro, Small, and Medium Enterprises (MSMEs) have a contribution to the economy and safety net, especially for low-income people to productive economic activities. MSMEs are faced with several problems, namely the low quality of resources, capital, and product results. The pattern of the partnership between the business world and Micro, Small, and Medium Enterprises (MSMEs) conducted by the Investment Office and One Door Integrated Service of South Kalimantan Province is a form of government responsibility to empower and business development by facilitating business partnerships and MSMEs. This study aims to analyze the partnership strategy and the inhibiting factors of partnership based on a SWOT analysis conducted at the Office of Investment and One-Stop Integrated Services, Kalimantan Province. South. The research method is descriptive qualitative and the data sources used are primary data and secondary data. Data collection techniques are observation, interviews, and documentation, while the analytical tool used is the SWOT analysis. The results of the study show that the partnership pattern strategy has been running optimally with the principles of partnership, namely equality, transparency, and mutual benefit. The obstacles faced are the low quality of human resources, capital, and MSME products themselves. After using the SWOT analysis, the researcher proposes that the partnership budget be a priority scale for the budget for official activities, collaborate with other Regional Apparatus Organizations (OPD) and investment companies so that partnership programs are sustainable, and provide training to improve the quality of people and MSME products.

Abstract

The purpose of this study is to find out and explain the causes of low voter participation in the election of the head and deputy regional head of Banjarmasin City in 2020 during the covid 19 pandemic. This study uses a qualitative approach with descriptive research type, data collection techniques using interviews and documentation, data analysis techniques data reduction, data presentation, conclusion drawing or verification, and the validity of the data source triangulation, technique mastulation and time triangulation. The results showed that the low voter participation in the election of the Head and Deputy Regional Head of Banjarmasin City in 2020 during the Covid 19 Pandemic was influenced by factors, namely the covid 19 factor, the weather/rain factor, the administrative factor, the work factor, and the habit factor. The low participation was due to not achieving the target set by the general election commission of the Republic of Indonesia, namely 77.5%, the target of the general election commission of Banjarmasin city of 75% was only achieved by 57.63% This research is expected to be a suggestion to election organizers to increase public awareness of the importance of voter participation in the 2020 Banjarmasin City Head and Deputy Regional Head Elections in the Covid 19 Pandemic Period in order to achieve the set targets.

Abstract

At the beginning of the year, high rainfall triggered overflows of river water which, in flooding, one of which was in Sungai Tabuk Village, Simpang Empat District, Banjar Regency. The purpose of this service is to provide knowledge about potential disasters, characteristics, impacts, and cycles of flood disaster management for the village government and the people of Sungai Tabuk Village. The methodology used to provide understanding and increase awareness and improve communication between communities is through the Socialization of Flood Disaster Resilient. The stages in this service activity are the preparation stage, the stage of implementing online socialization and the stage of achieving the target. From this activity, it will increase public understanding and awareness to know the threat of disasters in their area so that they are able to organize and reduce disaster risk to reduce vulnerability to disasters with preparedness and make efforts to prevent and recover post-floods.

Abstract

One of the most important parts of an election process is the participation of the community. The purpose of this study is to analyze the level of community participation that did not reach the national target in the 2019 simultaneous general election in Tanah Bumbu district of South Kalimantan province. Public political participation in the general election of members of the Regency / City DPRD in Tanah Bumbu Regency did not reach the national target because the public did not understand the importance of the election by preferring to carry out their economic activities rather than attending invitations to polling stations. The behavior of voters with profit and loss considerations has a great effect on the absence. The next stage requires socialization carried out by candidates from competing parties regarding their vision and mission in building the region.

Abstract

Penelitian ini bertujuan untuk menganalisis implementasi kebijakan “revolusi hijau” Paman Biring di Kalimantan Selatan. Penelitian ini dilakukan dengan menggunakan metode kualitatif dengan metode pengumpulan data menggunakan wawancara dan studi dokumen.Peneliti mewawancarai 10 informan kunci yang memahami dan terlibat dalam kebijakan lingkungan hidup di Provinsi Kalimantan Selatan. Metode analisis data yang digunakan adalah metode kualitatif interpretative. Penelitian ini mengidentifikasi hasil riset sebagi berikut. a. Bahwa tujuan digalakkan revolusi hijau, demi menjaga lingkungan ke depan serta peningkatan kesejahteraan masyarakat, b. Memberikan lapangan kerja bagi para petani maupun buruh pertanian, c. berupaya melakukan pemulihan kerusakan kawasan hutan dan lahan ini sebagai bagian dari upaya menjadikan daerah Kalimantan Selatan sebagai salah satu paru-paru dunia, d. selaku Gubernur Kalimantan Selatan selalu memberikan dukungan dan apresiasi yang tinggi pada setiap ada kegiatan penghijauan, baik yang dilaksanakan oleh Pemerintah Kabupaten dan SKPD terkait maupun LSM serta masyarakat, e. melakukan revitalisasi persemaian permanen untuk dimanfaatkan agar generasi milenial dapat melakukan edukasi pembibitan dan mendukung Revolusi Hijau di Kalimantan Selatan, f. Memperbaharui diri dengan gerakan menanam sejuta pohon harus terus menerus digalakkan dan terpelihara. Pembangunan kehutanan harus makin diarahkan untuk meningkatkan pemanfaatan hutan bagi industri dalam negeri, sehingga dapat menghasilkan nilai tambah dan menciptakan lapangan kerja yang sebesar-besarnya.
