Gunung Putih is a Regional Tourism Strategic Area (KSPD) in Bulungan Regency, North Kalimantan, with a well-preserved karst landscape. However, the site is currently unmanaged and most of its facilities are damaged. Domestic tourist arrivals in Bulungan Regency fluctuated, declining from 9,186 visitors in 2019 to 2,982 in 2022. This study aims to formulate strategies and development stages for special interest tourism at Gunung Putih based on sustainable tourism principles. A descriptive approach was applied, using primary data from field observation, questionnaires, and documentation, and secondary data from relevant agencies and literature studies. The data were analyzed using SWOT analysis and a benchmarking study of Dago Dreampark and Bukit Citatah. The results identify two main strengths, namely the authenticity of the karst landscape and good accessibility (15 minutes from Tanjung Selor Port and located along the national road), and three weaknesses, namely limited human resources, low community understanding of participatory management, and the absence of non-governmental organizations' involvement. The strategy is structured into three missions (enhancing economic impact, increasing community participation, and ensuring sustainable management) with 13 derived strategies, implemented in three development stages from 2025 to 2029. Gunung Putih should be developed gradually through area revitalization, the establishment of a management institution, community empowerment, and promotion integrated with other destinations in Bulungan Regency, so that it has the potential to become a national-level tourism destination.
