Abstract

BPJS Kesehatan di luncurkan pada awal tahun 2014, namun pada pelaksanaannya masih banyak terdapat kendala terutama pada provider tingkat lanjutan (Rumah Sakit) yang belum maksimal memberikan pelayanan kesehatan. Penelitian ini bertujuan untuk mengetahui Implementasi Kebijakan Badan BPJS Kesehatan di Rumah Sakit Ibnu Sina Kota Makassar. Jenis penelitian ini adalah penelitian kualitatif. Informan dalam penelitian ini adalah Verifikator BPJS Kesehatan, Penanggung Jawab BPJS Kesehatan, Kepala Bagian Farmasi, serta Petugas BPJS Kesehatan Hasil Penelitian menunjukkan bahwa Implementasi BPJS Kesehatan di Rumah Sakit Ibnu Sina Kota Makassar belum maksimal dalam pelaksanaan, terutama dalam hal SDM administrasi yang masih kurang , Masih terjadi kekurangan obat, Teknologi Informasi yang sering mengalami gangguan sehingga memperlambat proses pelayanan BPJS Kesehatan. Disarankan Rumah Sakit Ibnu Sina Kota Makassar agar meningkatan performa penyelenggaraan BPJS Kesehatan di Rumah sakit, dalam hal perhitungan proporsi SDM non-medis, serta peningkatan kapasitas manajemen rumah sakit. Kata Kunci : BPJS, Implementasi, Rumah Sakit Abstract BPJS Health was launched in early 2014, but in its implementation there are still many obstacles, especially for advanced level providers (hospitals) that have not been optimal in providing health services. This study aims to determine the implementation of BPJS Health Agency policies at Ibnu Sina Hospital, Makassar City. This type of research is qualitative research. The informants in this study were the BPJS Health Verifier, the Person in Charge of BPJS Health, the Head of the Pharmacy Section, and the BPJS Health Officer. The results showed that the implementation of BPJS Health at the Ibnu Sina Hospital in Makassar City was not optimal in its implementation, especially in terms of administrative human resources that were still lacking, there was still a shortage of drugs, Information Technology which often experienced interference so that it slowed down the BPJS Health service process. It is recommended that the Ibnu Sina Hospital of Makassar City improve the performance of BPJS Health in hospitals, in terms of calculating the proportion of non-medical human resources, as well as increasing hospital management capacity. Abstract

The quality of service in hospitals cannot be separated from the problem of nurse performance. This is related to the presence of nurses who are on duty 24 hours a day to serve patients. Therefore, hospitals must have nurses who perform well who will support hospital performance so that customer or patient satisfaction is achieved. Nurse performance makes a major contribution in influencing patient satisfaction, considering that nurses are medical personnel who are in direct contact with patients. The aim of this research is to determine the performance of nurses at Ibnu Sina Hospital, Makassar City  based on work stress, work relationships and work discipline. This research is a descriptive study with sampling using the total sampling method on 162 nurses. The results of the study showed that the performance of nurses in carrying out maintenance tasks obtained quite good performance (100%), the work stress of nurses obtained that nurses were quite stressed (48%), the work relationship in obtaining quite good results (100%), work discipline was included in the category of sufficient work discipline ( 100%). The conclusion of this research is that the performance of nurses at Ibnu Sina Hospital, Makassar City was in the quite good category.
