Abstract

Scholars, the ICT community, and policy experts argue that ICT benefits have not been harnessed by most citizens in developing countries, particularly Botswana, due to lack of indigenous software applications for e-commerce, health, customer services, and mismanagement of the ICT infrastructures. Considering the huge investment of public funds on broadband fibre hub, acquization of ICT infrastructures, various committees and sub-committees setup for the management of these infrastructures, it should be expected the the country is well equipped to become the centre for ICT hub in Africa, which unfortunately is not so. Thus, researchers and the media have decried the lack of ICT infrastructure utilization and lack of software applications to utilize the vast infrastructures. To ascertain these reports and better understand the situation, there is a need to holistically research into the ICT project's activities. The mixed research methodology was used in this research which comprised qualitative and quantitative methods for data collection and analysis to gain an in-depth understanding of the broadband development services and users' experiences in Botswana. Also used is the Object-Oriented Analysis and Design (OOAD) methodology with a specific method known as Rapid Application Development (RAD), which enables the researchers to develop software prototypes for Children quickly -Parents Immunisation Alert, License Examination Booking System, and End-user query register as a consequent of the survey conducted that identified these applications as urgently needed to turn around the service delivery and improve on ICT access across the country. The local software developed in this research is expected to boost economic activities and provides a platform for users to adequately utilize the facilities and thus turn the ICT project of Botswana into the type that benefits its populace and creates employment for its youth.

Abstract

The focus on COVID-19 pandemic has led doctors to reduce consultation and restrict hospital visitations by patients, a decision that has resulted in the increased cases of obesity coupled with restrictions on movement and exercises. Obesity places the health of people in danger, since it is associated with poor mental health, reduce quality of life, increases the risk of diabetes, heart disease, stroke and introduces certain types of cancer. The aim of this study therefore is to design and develop a face-to-BMI mobile application that enable people to learn about their Body Mass Index (BMI), get their obesity status, as well as receive doctor recommendations (or counsel) from the comfort of their homes using their mobile devices. The design science research methodology was used in the design and development of the mobile application for obesity assessment. A mobile phone is required to take the face photo of the users after which the algorithm will perform face detection, looking for all possible facial features such as the width-to-upper facial height ratio (WHR), cheek-to-jaw width (WJWR), perimeter of area ratio (PAR), lower face to face height ratio (FW/FH), mean of eyebrow height (MEH) using facial measurements such as the iris, mouth corners, eyebrows, and nostril. The algorithm then performs Active Shape Model (ASM) fitting. The mobile app was tested with five (5) participants and the results have shown significant improvement in obesity detection and ease of use

Abstract

Elevated rates of child mortality in many developing contries can be attributed to a complex interplay of poverty, malnutrition, and a host of preventable and non-preventable diseases. While vaccines for many of these diseases have been widely disseminated in developed countries through efforts from organizations such as WHO, UNICEF, and the Bill & Melinda Gates Foundation, adherence to vaccination schedules remains suboptimal in less affluent nations. This shortfall is largely due to the challenges parents and guardians face in scheduling and maintaining vaccine appointments for their children. To address this gap, our study employed the Design Science Research Process (DSRP) model to develop an integrated booking and SMS reminder system aimed at simplifying the immunization process. The application was engineered using Object-Oriented Agile methodologies and incorporates a prototype for client testing and early-stage implementation. As immunization stands as a cornerstone for managing vaccine-preventable diseases, this system offers a crucial solution to enhance child healthcare. It not only aids in reducing mortality rates but also simplifies the documentation and archival of vaccination records, thereby improving their accessibility. This system introduces an innovative approach that allows parents to book their child’s vaccination appointments online, thereby eliminating the need for physical presence at healthcare facilities. The implementation of this system is expected to alleviate congestion in clinics and hospitals, streamlining the vaccination process and potentially improving overall public health.

Abstract

The digital transformation in Botswana has placed strong emphasis on e-government initiatives aimed at improving public service delivery. However, these projects continue to face low success rates due to challenges such as inadequate and reactive risk management practices, limited technical expertise, and fragmented implementation. This study proposes an integrated risk assessment framework (RAF) that combines Scrum methodology with computer-aided software engineering (CASE) tools that allows for the development of an automated, proactive, and iterative approach to risk management that is specific to the socioeconomic circumstance of Botswana. A quantitative survey was conducted with 32 project management specialists involved in e-government projects to assess their familiarity with agile methods and CASE tools, perceptions of traditional risk management approaches, and acceptance of the proposed model. The results revealed that 90.6% of respondents were familiar with Scrum, 78.1% had used CASE tools, and 81.25% supported the new framework, highlighting the urgent need for real-time risk tracking and continuous stakeholder engagement. The proposed e-government risk assessment framework (e-GRAF) model offers a flexible and adaptive solution to strengthen risk management processes, increase the success rate of e-government projects, and improve the quality and resilience of digital governance systems in Botswana.

Abstract

Effective anomaly detection is critical for protecting organizational networks against increasingly sophisticated cyber threats. However, most machine learning-based intrusion detection models are developed and validated using public benchmark datasets, which may not reflect the operational characteristics, traffic behavior, and threat patterns of real institutional networks. In the case of Umalusi, there is currently no anomaly detection model customized and validated using Umalusi-specific network traffic, creating a practical gap in deployable cybersecurity capability. This study proposes a hybrid machine learning framework tailored to support accurate, efficient, and operationally relevant anomaly detection. Using knowledge discovery in databases (KDD) process, network traffic data were collected and pre-processed through normalization, label encoding, missing value treatment, and dimensionality reduction using principal component analysis (PCA). The 16 hybrid models integrating unsupervised anomaly detection with supervised classification were implemented and comparatively evaluated. Experimental findings indicate that the density-based spatial clustering of applications databasescan (DBSCAN) + random forest (RF) model achieved 99.92% accuracy while maintaining a low false positive (FP) cost, making it suitable for a security operations centre (SOC). In addition, a Flask-based web application was developed to enable real-time deployment by sniffing live network traffic, executing inference, and persisting results in an SQLite database.

Abstract

This research paper presents a risk assessment framework developed through the integration of the Scrum process with a Computer-Aided Software Engineering (CASE) tool, specifically Microsoft Excel. The framework aims to automate risk assessment processes, facilitating more accurate calculations of risk based on impact and probability using a matrix system. Initially, data is collected and recorded in the Risk Register, serving as the foundation for risk evaluation. The integration of the CASE tool enhances the efficiency and effectiveness of the process, allowing for real-time updates and tracking of risks. As updates occur within the Risk Register, a real-time dashboard is generated, providing stakeholders with an immediate overview of the risk landscape. The dashboard feature significantly improves decision making capabilities by presenting visual insights into risk levels and potential impacts on the projects. This dynamic monitoring tool is crucial for effective decision-making and timely responses to emerging risks. By leveraging agile methodologies design, this framework not only streamlines the risk management process but also ensures that relevant data is readily accessible to project teams. The findings from this research contribute to the fields of project management and software engineering by demonstrating the benefits of incorporating agile approaches with automated tools in risk assessment. The potential implications of this framework extend beyond individual projects, offering a model that can be adopted by various organizations seeking to enhance their risk management practices in a streamlined and efficient manner.
