Abstract

With the enactment of Law Number 25 of 2009 concerning Public Services, all local governments are trying to improve the quality of services provided. In the Act it is explained that service standards are benchmarks used as guidelines for the implementation of public services. One of the institutions that has succeeded in providing public services is the Solok City Police, this study aims to describe and analyze whether the Solok City Police in realizing its success has interpreted the philosophy of science by using the values of the traditional philosophy of basandi syarak' syarak' basandi kitaullah. This research was motivated by the Solok City Police as a Project Pilot in the implementation of public services in West Sumatra in 2019, then to see how far the Solok City Police implemented the ABS-SBK values in realizing this success, because long before the service principles were established, ABS-SBK values have long existed in public service matters. In this study, the researcher used qualitative research methods, the data that the researchers used were primary and secondary which were collected by interview, documentation and observation methods. The results of the study indicate that the Solok City Police in implementing public services have interpreted the traditional philosophy of basandi syarak' syarak' basandi Kitabullah.Keywords: Philosophy of Science, Indigenous Basandi syarak', syarak' basandi Kitabullah, Public Service

Abstract

Kebijakan kegiatan TNI Manunggal Membangun Desa (TMMD) merupakan program yang bertujuan untuk membangun daerah tertinggal atau terisolir di Indonesia. Program ini merupakan keterpaduan antara TNI dan Pemerintah Daerah dalam rangka Sistem Pertahanan Keamanan Rakyat Semesta (Sishankamrata) untuk meningkatkan kesejahteraan rakyat. Namun, terdapat beberapa permasalahan yang terkait dengan pelaksanaan program TMMD dalam konteks Sishankamrata, antara lain masalah koordinasi, pemilihan sasaran, konflik, dan keberlanjutan program. Oleh karena itu, diperlukan koordinasi yang baik antara TNI dan Pemerintah Daerah, serta pemerataan pembangunan yang lebih baik dengan memperhatikan kebutuhan dan potensi daerah yang berbeda-beda. Partisipasi aktif masyarakat dan peningkatan kesadaran akan pentingnya pembangunan yang berkelanjutan juga sangat penting untuk menjamin keberhasilan program TMMD dalam mencapai tujuan Sishankamrata. Oleh karena itu, perlu dilakukan evaluasi secara berkala terhadap pelaksanaan program TMMD untuk memastikan keberhasilan dan efektivitasnya dalam mencapai tujuan Sishankamrata.

Abstract

A good organizational culture can have a positive influence on the implementation of the TMMD program in the District, increase collaboration and coordination between team members, increase creativity and innovation, increase accountability and transparency, and increase public trust and participation. Therefore, government agencies and the community need to continue to encourage good organizational culture in implementing the TMMD program in the District. The influence of public organizational culture on the TMMD program can have a very important impact in improving the quality, effectiveness and efficiency of programs as well as providing great benefits to the community. Therefore, government agencies and the community need to continue to encourage good organizational culture and provide support for programs that can provide benefits to society. A successful and transparent TMMD program can increase public trust in the government and program implementing agencies. Improving the image of program implementing agencies. TMMD programs that provide great benefits to the community can improve the image of program implementing agencies in the public eye.
