Abstract

ASEAN is facing criticism in its journey towards a regional organization that involves civil society participation based on Vision 2020 which was first introduced on 15 December 1997. Whereas after the regional financial crisis in 1997-1998, ASEAN leaders began to promote people-oriented ideas in Southeast Asia. Thus, this paper aims to explain the mechanism for involving civil society in ASEAN governance. The logic of appropriateness about the involvement of civil society in the policy-making process at global institutions becomes a theoretical framework for understanding implementation in regional organizations. This study applies a qualitative analysis method. The technique of collecting data is through literature study that relies on research publications, government reports, and internet-based literature. The results of the study understand that the ASEAN Charter and Guidelines for Affiliation of Civil Society Organizations 2012 are official documents that contain rules for ASEAN in opening up space for civil society involvement in governance in ASEAN. There are three mechanisms for involving civil society in ASEAN governance, namely affiliates, ad hoc consultations and GO-NGO forums. The contribution of civil society is adjusted to the prevailing institutional objectives. However, these three participation mechanisms serve to limit civil society organizations from using these channels to challenge policies or propose alternative agendas.

Abstract

In general, regional integration takes the form of political economy initiatives focused on commercial interests to achieve broader socio-political and security goals. The Association of Southeast Asian Nations (ASEAN) is a regional organization in Southeast Asia. After the end of the Cold War, ASEAN underwent changes, especially in terms of norms, governance, and collective identity. This article aims to explain the institutional reform and transformation of ASEAN's identity as a regional organization after the end of Cold War era. Using Alexander Wendt's concept of Collective Identity, this article argues that the 1997-1998 crisis and political dynamics in Southeast Asia unraveled the weaknesses of ASEAN's traditional principles as a regional organization. This led to skepticism towards the credibility and function of ASEAN. In order to restore its image and credibility, ASEAN conducted institutional reform in some stages. The institutional reform started with conceptualizing shared ideas through the establishment of the ASEAN Community, which was then institutionalized in a set of norms through the ASEAN Charter. These institutional reforms gave birth to a common set of ideas and norms for the member states. These shared ideas and norms indicate the transformation of ASEAN's collective identity as a regional organization that is more in line with universal norms such as human rights, democracy, and good governance.

Abstract

Sebagai sebuah konsep atau gagasan, nasionalisme seringkali dipahami secara berbeda oleh para cendekiawan maupun tokoh pergerakan. Oleh karena itu, pandangan akan nasionalisme juga beragam, terdapat golongan yang menerima namun terdapat pula yang menolak konsep tersebut. Tulisan ini membahas tentang komparasi antara pemikiran politik Islam dengan pemikiran barat mengenai nasionalisme. Diawali dengan mengelaborasi pemikiran politik Islam mengenai konsep ummah, kelompok etnis, definisi dari nation, pendekatan Islam klasik, serta pendekatan Islam modern yang didalamnya terdapat golongan yang mendukung serta yang menolak nasionalisme. Analisis komparasi dilakukan dengan membandingkan pemahaman dan pemikiran antara perspektif Islam dengan Barat mengenai nation, nasionalisme, serta menganalisis pandangan golongan cendekiawan muslim yang menerima nasionalisme dengan menggunakan teori imagined community oleh Benedict Anderson. Hasil komparasi menunjukkan terdapat perbedaan yang mencolok di antara perspektif Islam dengan Barat dalam cara pandangnya terhadap nasionalisme, namun hal tersebut tidak berarti bahwa nasionalisme tidak kompatibel bila digunakan dalam politik Islam.
