Abstract

Abstrak Hubungan antara regionalisme dan kompleksitas Laut China Selatan (LCS) jelas penting untuk diteliti lebih lanjut. Hal ini karena dampak dari sengketa LCS jelas berpengaruh terhadap stabilitas politik dan keamanan di Asia Tenggara. Tujuan utama artikel ini adalah untuk memahami konflik, latar belakang dan dampak dari sengketa LCS di negara-negara kawasan tersebut. Artikel ini dibagi menjadi enam bagian yaitu regionalisme dan LCS, sejarah konflik LCS, profil negara pengklaim, regionalisme dan solusi perdamaian, LCS dan keamanan regional dan kesimpulan. Penelitian ini juga dilengkapi dengan beberapa visualisasi untuk mengajak pembaca dalam sebuah imajinasi mendalam tentang LCS. Penulis menyimpulkan bahwa regionalisme Asia Tenggara menghadapi tantangan serius di tengah ancaman China yang berhasil mengambil keuntungan dari lemahnya multilateral ASEAN terkait masalah tersebut.Kata kunci: keamanan, konflik, Laut China Selatan, regionalisme,Abstract The relationship between regionalism and the complexity of the South China Sea (SCS) issues is obviously critical to be examined. This is because the impact of the SCS disputes are clearly influence to the political and security stability in Southeast Asia. The primary objective of this article is to understand the conflicts, background and impact of the SCS disputes on the regional member states. This article is divided into six sections namely regionalism and the SCS, history of SCS conflicts, profile of claimant states, regionalism and peace solutions, SCS and regional security and conclusion. This study is also supplemented by some visualizations to engage the readers in deep imagination on the SCS. The author concludes that Southeast Asian regionalism was facing serious challenges vis-à-vis China which successfully took benefit from the ASEAN's weak multilateral approach on this issue.Keywords: conflict, security, South China Sea, regionalism

Abstract

Based on empirical findings, this article concludes that the influx of Chinese migrant workers is a serious threat against Indonesian local and migrant workers in the overseas, amidst the high number of unemployment. The local and migrant workers have struggled to seek for a better job under uncertain situation in Indonesia. The Indonesian government attempts to create more job vacancies, yet the government has welcomed more migrant workers especially from China. Furthermore, Indonesian migrant workers are also recognized as the highest contributor for Indonesian remittance for many years. The influx of Chinese migrant workers blatantly hit both Indonesian local and migrant workers. In addition, this was a humiliation against Indonesian workers, which have struggled to migrate overseas through illegal and very risky ways. Conversely, a large number of Chinese migrant workers have been deployed in various projects, which basically can be handled by local workers. The arrival of Chinese migrant workers, of course, became a controversial issue especially among Indonesian local and migrant workers, who have faced difficult situation such as exploitation, humiliation, and contract abuses. This is a qualitative research enriched with semi-structured interviews with some key respondents specifically those who have experiences and expertise on migrant workers issues.

Abstract

Resolution 1325 on Women, Peace and Security (WPS Agenda) has been recognized as a landmark in the history of global efforts to maintain international peace and security by centering women on the agenda. Indonesia has shown its commitment to WPS Agenda by adopting its first National Action Plan (NAP) in 2014. On top of that, Indonesia is also committed to increasing the number of female peacekeepers in the UN peacekeeping missions. This research aims to examine how WPS Agenda as a global normative framework diffuses and is internalized in Indonesia. This research employed a feminist institutionalist approach and a qualitative method. Using the concept of ‘velvet triangles’ by Alison Woodward (2004) as our theoretical framework, we argue that the triangular network of velvet actors—consisting of feminist bureaucrats, civil society organizations’ activists, and gender experts—plays a critical role in making a considerably important space for the diffusion of WPS Agenda within Indonesia’s domestic politics and foreign policy debates. In concluding the article, we propose two considerations taking into account the formal and informal arrangement of the velvet constellation and the transnational scale of the network’s actors to provide a more nuanced conceptual definition of velvet triangles.

Abstract

This book examines the relationship between Indonesia and Malaysia. This book was decended from the dissertation at the University of Western Australia. The aim of this book was to understand Malaysian foreign policy towards Indonesia from the perspective of constructivism. The author argued that non-material elements are crucial in explaining the relationship between two countries. Abstract

The role of migrant workers is frequently marginalized amid industrial development, labor shortages, and the domination of state to state arrangements. In fact, the position of migrant workers should be considered as a primary factor in bilateral relations and trade agreements, notably between Indonesia and Taiwan. The reason is that the influx of migrant workers has undoubtedly given many benefits to both Indonesia and Taiwan governments. The Indonesian government considered that in the midst of insufficient job opportunities, migrant workers working in Taiwan indirectly lowered the unemployment rate. In addition, Indonesia acknowledged the high contribution of migrant workers by remittances to national income. At the same time, Taiwan recognized the importance of Indonesian migrant workers in the national economy, as well as strengthening Taiwan’s second-track diplomacy with Indonesia vis-à-vis China. This article argues the dynamics of Indonesian migrant workers in Taiwan, influenced by two factors: (1) the state dilemma and (2) people’s realities, affecting the international relations between Indonesia and Taiwan. Therefore, this paper aims to explore possible answers by discussing the state dilemma and peoples’ realities from the perspective of Indonesian workers in Taiwan. This study represents qualitative research supplemented by data obtained from interviews with Indonesian workers in Taiwan. The authors are also intensively contacted and involved through activities with Indonesian workers and communities.

Abstract

This article attempts to understand the source of the reunification process in the Korean Peninsula. This is descriptive qualitative research using secondary data and utilizes a constructivism approach that offers norms and identity as the source of international relations. In addition, this article also using realism theory since the two countries often using hard strategies. In this preliminary studies found that the failure of Korean reunification is due to the difference of interest combined with the complexity of political identity between the two countries. Therefore, this is an important topic to examine at least to understand the construction of identity during the reunification process.

Abstract

Artikel ini bertujuan untuk memberikan gambaran tentang pelaksanaan pengabdian masyarakat yang dilakukan Tim Prodi Hubungan Internasional dan Prodi Ilmu Hukum, Universitas Muhammadiyah Yogyakarta, bekerjasama dengan Lembaga Penelitian dan Pengembangan Aisyiyah (LPPA). Pilihan Kerjasama dilakukan dengan LPPA karena salah satu tugas LPPA adalah meningkatkan kajian tentang isu sosial dan politik, terutama yang terkait dengan perempuan. Tujuan pengabdian ini adalah meningkatkan ketertarikan dan kesadaran kader Aisyiyah akan perlunya kehadiran perempuan dalam politik. Hingga saat ini rendahnya keterwakilan perempuan di parlemen dan eksekutif merupakan masalah klasik yang belum teratasi. Meski secara umum trend nya sudah mengalami peningkatan, tetapi jumlah perempuan di parlemen masih dibawah target kuota, serendah-rendahnya 30 persen. Sesungguhnya tujuan utama keterwakilan perempuan bukan hanya sekedar meningkatkan jumlahnya saja, tetapi kehadiran perempuan di parlemen dan eksekutif diharapkan akan berani menjadikan isu pemberdayaan perempuan dan gender mainstreaming sebagai program prioritas. Kehadiran perempuan di parlemen diharapkan dapat membuat perundang-undangan yang memahami dan mengakomodir kebutuhan perempuan. Rendahnya keterwakilan perempuan dapat sangat berbahaya, terbukti sampai dengan saat ini masih banyak Undang-undang, Rancangan Undang-undang, dan Peraturan Daerah yang diskriminatif terhadap perempuan. Target yang dituju adalah kader Aisyiyah di Jawa Barat, sehingga pengabdian masyarakat ini juga bekerjasama dengan Pengurus Wilayah Aisyiyah Jawa Barat. Hasil diskusi dalam pengabdian masyarakat ini menunjukkan bahwa Aisyiyah melakukan serangkaian strategi untuk meningkatkan kehadiran perempuan dalam politik. Pertama, Aisyiyah membangun konsep Perempuan Islam Berkemajuan. Konsep ini menjadi sebuah norma yang mendasari kiprah kader Aisyiyah. Kedua, Aisyiyah melakukan Pendidikan politik bagi kader Aisyiyah. Ketiga, menjelang Pemilihan Kepala Daerah dan Pemilihan Legeslatif, Aisyiyah melakukan serangkaian advokasi agar calon yang terpilih mengakomodir kebutuhan perempuan. Saran yang disampaikan oleh para kader ialah bahwa Aisyiyah perlu mempersiapkan kader-kader yang berpotensi untuk aktif mencalonkan diri dalam pemilihan umum, mengadakan training dan mentoring untuk para bakal calon anggota DPR, DPRD, DPD, Kepala Daerah.

Abstract

Young people are the largest group of voters in Sabah compared to the adults and the elderly. Therefore, the percentage of votes of young people has a great influence on the victory of a certain party. Understanding the political demands of young voters will give an advantage to a political party during the election period and the process of governing a state or country. Thus, this study aims to identify the political demands of young voters in Sabah based on the zone and parliament boundaries. A total of 1609 voters in Sabah aged 21 to 40 were interviewed through survey methods. Raw data obtained were then analyzed using Principal Component Analysis (PCA) techniques presented in the form of thematic maps using the Geography Informatics System (GIS) application. From the analysis, it was found that there are five political demands required among young voters in Sabah according to ranks, i.e., the provision of welfare assistance, high-caliber local leaders, space for political involvement, state stability, and territorial equality rights. The rankings of each of these political demands are found to vary according to the zone and parliament boundaries. For Inland Zones, especially Tenom and Pensiangan Parliaments, the ranking of political demands among young voters in this area is more focused on the aspect of providing welfare assistance. In contrast, the young voters in the Central West Zone, especially in Penampang and Putatan Parliaments, are more focused on the Regional territorial equality rights.

Abstract

This study analyzes the efforts of the United States in encouraging the denuclearization process of North Korea in 2017-2020. The United States as a Super Power country has an important role in overcoming the North Korean nuclear problem. As one of the countries with growing nuclear possessions, the international scope feels threatened, so efforts are needed to encourage North Korea to immediately denuclearize. Seeing this, the United States has made efforts that are considered to be able to encourage the denuclearization of North Korea. In this study, the author uses Strategies and Tactics in Negotiation in the form of Contending and Problem-solving strategies to see what efforts the United States has made in promoting the denuclearization of North Korea. Does this study answer why the United States (US) efforts in pushing for the 2017-2020 denuclearization of North Korea in the Donald Trump era failed?

Abstract

This article discusses the results of advocacy on conflict management based on urban community organizations, especially the organization 'Aisyiyah, Wirobrajan Branch, Yogyakarta City. This is important considering that the trend of conflict between religious organizations in Yogyakarta City shows serious concerns. This is because in a survey conducted in 2016, the conflict index for the City of Yogyakarta had the highest score, namely 1.4 compared to the other four districts. Thus, this dedication becomes important so that it is expected to reduce the level of conflict within the organization as an effort to self-retraint (restraint) in the Social Constructivism Theory initiated by Alexander Wendt. In this study, the authors conducted a survey which was divided into two periods, namely pre-test before mentoring and post-test after mentoring. As a result, an interesting trend emerged, namely an increase in understanding of governance before and after the material. The ability to internalize conflict management is influenced by several factors, one of which is urban locations that tend to have open discourses and attitudes in society
