Abstract

A good level of health enables everyone to live socially and economically productive lives. The government has determined the acceleration of stunting reduction as the main project because the proportion of stunted children under five is a very important parameter for the development of human and national capital. Based on data, the Province of East Nusa Tenggara (NTT) is the area with the highest prevalence of stunting in Indonesia but the second lowest Information Technology Development Index in Indonesia. Therefore, the purpose of this research is to design and build applications for promotion and services for maternal and child health to overcome stunting in the province of NTT, so that improving the quality of health promotions and services, can have an impact on changes in public health services. The design and development of this application use a spiral model so that the application can later be adopted for use within the scope of the NTT Province and continue to be improved and developed in the future. This application is built using Code Igniter 4 framework and MySQL database. In this web-based application for promotion and maternal and child health services, it will be easier for people in NTT Province to get information about immunization schedules, location of health facilities, learning articles, and local government publications related to maternal and child health within the scope of NTT Province. Abstract

This research aims to analyze the level of e-government maturity in Kupang City using the Layne and Lee and Hiller and Belanger models and combine them with the SPBE model to provide a more comprehensive approach. The method used to develop an audit model involves a literature study to understand the e-government maturity model, identification of specific objectives for analysis of the Kupang City Population and Civil Registration Service (DUKCAPIL) website, determination of scope based on the SPBE model, determination of design audit criteria and benchmarks, collection and data synthesis from the Kupang City DUKCAPIL e-Government site, as well as analysis of audit findings, and using the GT Metrix tool for performance analysis and evaluation of the Kupang City DUKCAPIL website. The research results show that the lowest rating is F out of six, which indicates poor service performance. The Layne and Lee Model assessment gives a score of 18, indicating the technology's lack of integration and complexity. Hiller and Belanger's Model assessment gives a value of 13, indicating an immature level. These findings highlight significant gaps between the models evaluated. Recommendations based on research are to increase citizen participation by improving the Kupang City DUKCAPIL website based on a maturity model and the need for regular audits and ongoing evaluations to improve public services in Kupang City in e-government maturity. In conclusion, this research provides a new contribution to the field of e-government by highlighting the need for audits using several e-government maturity models to improve public services in Kupang City.

Abstract

Blockchain technology enables users to connect without the need for a third party or central server. This is achieved through the use of a decentralized system, ensuring that all data and information transacted are encrypted, verified, validated, and stored using mathematical consensus algorithms. This leads to blockchain being recognized as a technology characterized by decentralization, security, anonymity, transparency, immutable data, and trust. Blockchain is frequently associated with digital currency, although digital currency is just one of the outcomes of applying blockchain technology, resulting in cryptocurrencies. Currently, blockchain technology is a trend among academics and practitioners who are researching and developing blockchain technology for application in various domains, including government. Government systems and public servants often encounter issues related to data security. Hence, the research has the purpose to offer comprehension and perspectives on implementing blockchain technology within the government sector to enhance public service information security. The research was carried out by reviewing Scopus-indexed international articles published between 2019 and 2023, which are relevant to frameworks, consensus algorithms, and applications employed in the governmental domain. The research outcomes revealed that the Hyperledger Fabric framework, coupled with the Practical Byzantine Fault Tolerance (PBFT) algorithm, is the most suitable option for potentially developing blockchain-based government or public service applications for future implementation. Regarding this research, there are future challenges in the form of constructing prototypes and evaluating their effectiveness and efficiency. Therefore, further research and development efforts are essential to ensure that the application of blockchain technology in the government sector can be realized as required in the future.

Abstract

Teknologi informasi sangat membantu dalam membuat, mengubah, meyimpan, mengkomunikasikan dan menyebarkan informasi. Penerapan pada dunia bisnis dalam perusahaan khususnya dibidang manajemen proyek bermanfaat untuk mengelola, mengorganisasi, merencanaan hingga memaksimalkan pencapaian tujuan proyek. PT Lingkar Inovasi Nusantara merupakan perusahaan konsultan yang bergerak dibidang teknologi informasi (TI) dan berdomisili di Kota Kupang, Provinsi Nusa Tenggara Timur. Dalam melakukan kegiatan manajemen proyek di perusahaan belum menggunakan sistem informasi yang terintegrasi, sehingga pelaksanaan tugas suatu proyek belum maksimal seperti kesulitan dalam perencanaan, pemantauan, visibilitas dan koordinasi. Enterprise Architecture Planing (EAP) digunakan sebagai metode dalam perencanaan pembuatan sistem informasi terintegrasi berbasis website menggunakan perangkat lunak Odoo untuk manajemen proyek di PT Lingkar Inovasi Nusantara. Penerapan EAP pada perusahaan diharapkan dapat membantu organisasi dalam mengelola dan mengembangkan arsitektur yang sesuai dengan kebutuhan bisnis, memberikan panduan yang jelas untuk pengembangan sistem dan teknologi, dan memaksimalkan kemampuan perusahaan melalui penggunaan sumber daya yang efektif.

Abstract

Background: Blockchain can improve the security and efficiency of government information systems. However, the adoption of this technology in Indonesia is still limited, especially in the government sector. Previous studies have emphasized the importance of regulatory and legal aspects in blockchain implementation. This condition is a challenge and an opportunity to examine the factors that influence the diffusion of blockchain innovation in the Indonesian government.  Objective: This study aims to identify and analyze the factors that influence the diffusion of blockchain technology in the Indonesian government through hypothesis testing and conceptual model development, as well as to determine the current stage of blockchain technology diffusion in the Indonesian government.  Methods: This study uses data from a questionnaire survey of 24 government agencies in Indonesia, representing various levels of central, provincial, district, and city, and focusing on the technology sector. A total of 192 responses were successfully collected. The collected data were analyzed using SmartPLS software to test the validity and reliability of the instrument, research hypothesis, and proposed conceptual model, and the results of the hypothesis test were used to determine the current stage of blockchain technology diffusion in the Indonesian government.  Results: The study's results indicate that the research instruments used are valid and reliable and meet the requirements for use in this study. Of the eight hypotheses proposed, three were accepted, and five were rejected. The tested conceptual model showed good agreement with the empirical data.  Conclusion: This study concludes that relative advantage and stakeholder roles are key factors significantly influencing the Indonesian government's intention to adopt blockchain technology. In contrast, complexity, regulation, top management support, and competence do not significantly influence adoption intentions. The diffusion of blockchain technology in the Indonesian government is still in the knowledge stage, so the decision to adopt it has not been reached. The implication is that the government needs to prioritize blockchain advantages and actively involve stakeholders, such as experts and developers, in efforts to adopt this technology.  Keywords: Diffusion of Innovation, Blockchain, Information Systems, E-Government, Information Technology Management
