Abstract

The purpose of this study was to describe and determine the implementation of the Rice Farming Business Insurance Program (AUTP) in Kedungpring District, Lamongan Regency. The theory used in this research is the implementation model theory by Edward III. This type of research uses descriptive qualitative. The results of this study indicate that: (1) The focus of communication in the implementation of the Rice Farmer Business Insurance Program (AUTP) in Kedungpring District, Lamongan Regency has not been implemented properly. This happens because there are still inconsistencies in the coordination and communication of the Office of Food Crops, Horticulture, and Plantations of Lamongan Regency to Field Extension Officers and to the community in Kedungpring District; (2) Resources are well implemented; (3) the disposition in the implementation of the Rice Farming Business Insurance Program (AUTP) in Kedungpring District, Lamongan Regency can be said to have been implemented well; (4) the bureaucratic structure in the implementation of the AUTP program in Kedungpring District can be said to have not been implemented properly because there is no work flow arrangement for field officers.

Abstract

As a maritime country, Indonesia is highly dependent on marine resources for food, livelihoods and cultural values. Most people, especially those on the coast, choose a profession as a fisherman for their livelihood. However, the welfare of fishermen has not received maximum attention from the government, one of which is the fishermen in Banjar Kemuning Village, Sedati District, Sidoarjo Regency. This study aims to determine the empowerment of fishermen in coastal areas by the Banjar Kemuning Village Government, Sedati District, Sidoarjo Regency. The research method used in this research is descriptive qualitative with data collection techniques in the form of interviews, documentation and observation. The focus of research in this study uses 4 (four) of 6 (six) concepts according to Mardikanto's theory (2014). The results showed that: 1) Institutional improvements carried out by the Banjar Kemuning Village Government were rebuilding KUB, developing business partnership networks, and being a liaison between fishermen and the agency to obtain capital assistance. 2) Improvements of business carried out by the Banjar Kemuning Village Government, namely forming a new business unit in KUB, namely Vannamei shrimp cultivation, but in this activity the participation of fishermen is still lacking. 3) The improvement in income is only limited to become a mediator for get assistance and capital loans. 4) Environmental improvement carried out is establishing a "Healthy Village House", but it has not been maximized in improving the physical environment because disposal of waste shells and shellfish stripping sites have not been properly and adequately repaired. Abstract

Upaya perlindungan dan pemberdayaan petani bisa dilakukan dengan berbagai cara, salah satunya melalui collaboration governance. Karena Pemerintah memiliki keterbatasan peran sehingga membutuhkan adanya keterlibatan dari pihak lain. Dalam konsep ini aktor publik (pemerintah) dan aktor privat (swasta) merupakan satu kesatuan yang bekerjasama dan tidak dapat dipisahkan untuk kepentingan masyarakat. Tujuan dari penelitian ini yaitu untuk mendeskripsikan dan menganalisis keberhasilan pengembangan kawasan jagung berbasis korporasi petani di Kecamatan Jatirogo Kabupaten Tuban dalam perspektif kolaborasi (collaboration governance). Penelitian ini dianalisis melalui teori dari Ansell dan Gash (2007) yang menyatakan bahwa terdapat empat kriteris keberhasilan collaborative governance. Jenis penelitian ini termasuk penelitian kualitatif deskriptif. Hasil penelitian ini menunjukkan bahwa praktik collaborative governance dalam pengembangan kawasan jagung berbasis korporasi petani di Kecamatan Jatirogo Kabupaten Tuban menjadikan petani mandiri menjualkan hasil produk taninya. Selain itu dengan adanya praktik collaborative governance ini, petani terhindar dari permasalahan-permasalahan pertanian. Seperti permodalan, lahan pertanian, permainan tengkulak, teknologi, penanganan pasca panen, dan manajerial dalam mengelola usaha taninya. Keberhasilan pengembangan tersebut telah sesuai dengan empat kriteria keberhasilan collaborative governance, diantaranya yaitu kondisi awal, desain kelembagaan, kepemimpinan fasilitatif, dan proses kolaborasi.

Abstract

The city of Surabaya is the second largest city in Indonesia with a fairly high level of population density, with the existence of this population density causing residential density that can cause slums and have an impact on fires. This is the responsibility and commitment of the Surabaya City (DPKP) in providing firefighting handling services to the community. This study is intended to describe how the strategy of the Surabaya City DPKP in firefighting handling services. This research method uses qualitative methods with interview data collection techniques, observation and documentation. The theory used in this study is strategy management by Fred R David (2019) based on three focus indicators, namely strategy formulation, strategy implementation and srateg evaluation. The results of this study show that the strategy used by the Surabaya City DPKP can be said to be succeeded by getting the Commendable Public Innovation award in 2022 through a 7-minute response time program with the support of the vision and mission, the strength of human resources and infrastructure.

Abstract

This study aims to describe the efforts of the Department of Cooperatives and SMEs in empowering tempe chips SMEs in Karangtengah Prandon Village, Ngawi Regency. The research method used in this research is descriptive qualitative research. This research focuses on the efforts of the Department of Cooperatives and SMEs service in empowering tempe chips SMEs in Karangtengah Prandon Village, Ngawi Regency using the basic theory of empowerment according to Mardikanto and Soebianto. Data collection techniques in this study were through observation, in-depth interviews and documentation review. The results showed that the Department of Cooperatives and SMEs in Ngawi Regency had made efforts related to empowering tempe chips SMEs in Karangtengah Prandon Village properly by the main efforts of empowerment according to the theory of Mardikanto and Soebianto namely Human Development, Business Development, Community Development and Institutional Development. Efforts made by the Department of Cooperatives and SMEs in empowerment, namely through various activities so that tempe chips can be more independent and can develop their business. Although in reality, tempe chip SMEs still do not take advantage of the facilities provided by the Department of Cooperatives and SMEs in the context of business development.

Abstract

This research aims to find out, analyze, and explain the effectiveness of the Pesak Mera program organized by Dispendukcapil Bangkalan. The focus of this research uses aspects, including resources, funds, facilities and infrastructure; the quantity and quality of services produced; the predetermined time limit; and the service procedures that must be taken. This research uses a descriptive qualitative approach with data collection techniques using interviews, documentation, and field observations. The results show that the effectiveness of the Pesak Mera program organized by Dispendukcapil Bangkalan has been running effectively in accordance with the program's objectives. Resources, facilities, and funds have been well fulfilled, although there are still obstacles in facilities and infrastructure when there is a power outage, but such incidents are very rare. The quantity and quality of services produced have increased, including the number of population and civil registration services. The predetermined time limit has been successfully met, which is directly proportional to the upward trend in the number of services. The service procedures that must be taken have not changed much, except for the addition of door-to-door and pick-up services.
