Abstract

 The short story "Gerimis yang Sederhana" by Eka Kurniawan is an interesting literary work to be studied, through hegemony and structuration approaches. This short story presents a psychological impact (trauma) after the violence that occurred in the Chinese community in 1998, especially for victims of 1998 who chose to stay abroad. In the context of ideology, there are four ideologies in this short story, namely: the ideology of tyranny, humanism, conservatives, and liberalism. Tyrannical and conservative ideologies became the dominant group. The ideology of liberalism becomes ideological negotiation. The ideology of liberalism also reflects the author's ideology. Regarding the application of the structuration theory, Eka Kurniawan responded to the condition of the victims of 1998, who were still traumatized. This condition has an impact on their lack of participation in public spaces. The ideology of liberalism is expected to encourage that. As a result, five years later there was a deputy governor (subsequently governor) who was directly elected by the people to lead Jakarta from the Chinese community. That is, there is an influence between the agent (author) with the structure of society

Abstract

Women's economic empowerment is one of the indicators of an increasing development index. Three actual problems faced by women MSMEs include patriarchal social construction, infrastructure, women's access and ability to access technology, and low financial literacy and inclusion for women. The number of women MSMEs reached 60 per cent of the 519 MSMEs studied in the Yogyakarta area, but MSMEs managed by women are still subsistence in nature. The research objectives are to analyse the strengthening of access to links and networks for women in the productive economic sector based on gender strengthening, analyse the strengthening of women's roles in gaining experience and challenges in the productive economic sector based on gender strengthening and analyse the independence of women's roles in decision making in strengthening in the productive economic sector based on gender strengthening in Yogyakarta. The research method uses exploratory sequential researchers first start with the quantitative research phase. The results of this study are 1) The trend of workers in Yogyakarta City has decreased between August 2021 and August 2022; 2) Strengthening access to wider links/networks or relationships still needs to be facilitated; 3) Strengthening of gaining experience even though activities have been carried out in the form of training for skill development; 4) Business actors are still not independent in making decisions in developing their business; 5) Strengthening structuration agents who become agents of change so that they can play a role in developing their business groups and 6) The stages in the formation of structuration agents are divided into several phases. Pemberdayaan ekonomi perempuan menjadi salah satu indikator peningkatan indeks pembangunan. Tiga masalah aktual yang dihadapi oleh UMKM perempuan adalah konstruksi sosial yang patriarkis, infrastruktur, akses dan kemampuan perempuan dalam mengakses teknologi, serta rendahnya literasi dan inklusi keuangan perempuan. Jumlah UMKM perempuan mencapai 60% dari 519 UMKM yang diteliti di wilayah Yogyakarta, namun UMKM yang dikelola perempuan masih bersifat subsisten. Tujuan penelitian ini adalah untuk menganalisis penguatan akses terhadap link dan jaringan bagi perempuan di sektor ekonomi produktif berbasis penguatan gender, menganalisis penguatan peran perempuan dalam memperoleh pengalaman dan tantangan di sektor ekonomi produktif berbasis penguatan gender, dan menganalisis kemandirian peran perempuan dalam pengambilan keputusan dalam penguatan di sektor ekonomi produktif berbasis penguatan gender di Yogyakarta. Metode penelitian menggunakan eksploratori sekuensial yang diawali dengan tahap penelitian kuantitatif. Hasil dari penelitian ini adalah 1) Tren tenaga kerja di Kota Yogyakarta mengalami penurunan pada periode Agustus 2021 hingga Agustus 2022; 2) Penguatan akses link/jaringan atau relasi yang lebih luas masih perlu difasilitasi; 3) Penguatan untuk mendapatkan pengalaman meskipun sudah dilakukan kegiatan berupa pelatihan untuk pengembangan skill; 4) Pelaku usaha masih belum mandiri dalam mengambil keputusan dalam mengembangkan usahanya; 5) Penguatan structuration agent yang menjadi agen perubahan sehingga dapat berperan dalam mengembangkan kelompok usahanya dan 6) Tahapan dalam pembentukan structuration agent dibagi menjadi beberapa fase.

Abstract

The management of cultural facilities and infrastructure grants is very important for preserving culture and improving community welfare. Unfortunately, currently this management still targets a single recipient, so the economic results obtained are not yet optimal. The purpose of this study is to examine how culture grant management based on cultural centres can improve community welfare. This study uses a mixed approach and collects data through document analysis and focus group discussions. The research sample was determined using purposive sampling, involving cultural centre managers and related parties. The results of the study show that cultural grant management that is not yet carried out collaboratively limits the potential of grants to have an impact on the economy and community welfare. This study recommends a cultural grant management model based on a collaborative ecosystem. This model involves cultural centres and partner management institutions with the aim of strengthening the cultural value chain and increasing the public benefits of cultural grants.

Abstract

The implementation of Social Welfare Service Standards (SPM) is a very important policy tool to ensure that the basic rights of Social Welfare Service Recipients (PPKS) are fulfilled. However, in practice, the implementation of these standards still faces many problems, especially those related to human resources. The purpose of this study is to analyse the imbalance of competencies and challenges that exist in human resources when implementing Social Welfare Service Standards in the Special Region of Yogyakarta.The approach used in this study is qualitative with a descriptive evaluative method, which applies the Context, Input, Process, and Product (CIPP) evaluation model. Data were obtained through in-depth interviews, observations, and document analysis using purposive sampling techniques from key informants directly involved in the implementation of social welfare services. The results of this study indicate a significant difference between the competency standards set in the regulations and the actual capabilities of human resources in the field. Several contributing factors are the limited number of professionals, lack of specialisation, minimal continuing training, and an unbalanced distribution of workloads, resulting in high workloads and overlapping tasks. As a result, the services provided tend to be administrative and reactive in nature, which means that the social rehabilitation objectives in the areas of social function recovery and independence of service recipients have not been optimally achieved. Therefore, improving competencies through systematic training, regulating workloads based on needs analysis, and developing a professional human resource management system are important for improving the quality and effectiveness of social welfare services.
