Abstract

Road infrastructure is an important part of economic development. Problem related to land transport today are safety issues and ineffectively of road infrastructure to boost economic growth. To address the issue of road safety and enhancing the role of road infrastructure in develeping economic sector, appropriate infrastructure is needed, one of them is through providing rest area with roadside service station concept. To reduce the accident number due to driver fatique and vehicle problem, and to to support the Kamojang geo-tourism sector, Government of Bandung Regency intends to provide rest area at Cukang Monteng Ibun road segments. This study aims to analyze the suitability of site selection and fulfillment of the criteria that has set in the guideline of Planning Rest Area on Public Roads. The method used to analysis are Method of Context Analysis and Comparative Analysis.From the analysis result obtained the conclusion that the choice of rest area location was appropiate, but the were still some criteria that need to be followed up in order the providing of rest area optimaly and sustainable

Abstract

Research and development in the roads sector is one of the coaching tasks of roads authority. To disseminate the results of research or technology that has been developed required the transfer of technology which one of them through technology implementation project. In the Year 2015-2017 Institute of Road Engineering has carried out the technology transfer process through limited project of implementation technology  by using Design and Build contract. In the implementation project there are some constraints or factors that affect the implementation performance so that the resulting output is not optimal. The purpose of the study is to identify the critical determinants of project success of technology implementation with Design and Build contract and to give weighting. The method used in the study is descriptive qualitative analysis using data collection tools in the form of interviews and questionnaires to further analyzed by Analytical Hierarchy Process method. The results of the study showed that the factors that affect the successful of implementation technology projects is qualification of providers. The sub aspect that is considered has big influence is the financial ability for the qualification aspect, and the basic knowledge to the technology developed for technical aspect.

Abstract

Mudik is an annual community activity in Indonesia that is carried out simultaneously and in a short time. The government has made various physical or non-physical efforts to reduce the negative impacts arising from Mudik activity. One effort is by providing information related to the condition of Mudik routes. Study of preferences of travelers for changing Mudik routes after obtaining information is needed to anticipate these differences in decisions. The method used in the study is quantitative and qualitative descriptive analysis and uses non-parametric statistical analysis with McNemar and ChiSquare K free samples test to determine whether there are differences in decisions after providing information and differences in preferences for route changes based on factors. The study results show that the factors that cause the same route decisions for travelers who regularly Mudik with private vehicles are the fastest route, and there is no other route choice. The analysis shows that for both factors there is a preference of travelers to change the route by 68.5%, uncertainty by 15%, and not change the route by 16.5%. This study also shows there are differences in decisions after providing information, and there are no differences in route change preferences based on factors.

Abstract

The Peak Hour Factor (PHF) is an important variable for determining road capacity. The value of PHF will vary greatly depending on location characteristics and classification of road functions. This study aims to obtain the estimated value of PHF in the urban road network system with variations in the classification of functions and types of roads. In addition this study also aims to obtain a method of approaching the PHF value near to fluctuations in traffic flow which has limited resources for surveys based on the duration specified in the traffic survey guidelines in Indonesia. The method used is descriptive statistical analysis and parametric test using Independent T sample test. The PHF is calculated based on Fixed Hourly Interval and Moving Hourly Interval and their inverse. The results of the study show the value of PHF in the road network system in urban areas for variations function and type of road that is in the range of 0.79 to 0.98 with an average of 0.91. Other findings show that the inverse method of Moving Hourly Interval can be used as an approach to obtain the PHF value under conditions of resource constraints

Abstract

Infrastruktur jalan merupakan bagian penting dalam pembangunan ekonomi. Permasalahan terkait transportasi jalan yang dihadapi saat ini yaitu isu keselamatan dan kurang efektifnya infrastruktur jalan untuk mendorong pertumbuhan ekonomi. Untuk mengatasi permasalahan tersebut perlu dibangun prasarana yang tepat salah satunya yaitu melalui penyediaan tempat istirahat dengan konsep Anjungan Pelayanan Jalan. pada tahun 2016. Pusat Litbang Jalan dan Jembatan telah menyusun pedoman perencanaan tempat istirahat dengan konsep Anjungan Pelayanan Jalan dan memberikan pendampingan teknis untuk implementasi konsep tersebut pada ruas jalan Cukang Monteng Ibun Kabupaten Bandung. Salah satu poin penting dalam pedoman tersebut, yaitu terkait pemilihan lokasi dan rencana pengembangan tempat istirahat. Studi ini bertujuan untuk menganalisis kesesuaian pemilihan lokasi dan rencana pengembangan tempat istirahat dengan kriteria atau prinsip yang telah ditetapkan dalam pedoman perencanaan tempat istirahat pada jalan umum. Metode yang digunakan untuk melakukan analisis yaitu dengan metode Context Analysis dan Comparative Analysis. Dari hasil analisis diperoleh kesimpulan bahwa pemilihan lokasi dan rencana pengembangan tempat istirahat telah sesuai dengan kriteria yang telah ditetapkan dalam pedoman.

Abstract

Road infrastructure is an important element that must be well planned where in its implementation it is faced with limited resources. Therefore, traffic surveys conducted for a full year to obtain the Average Annual Daily Traffic (AADT) value used in road planning and design are difficult to obtain. To overcome these obstacles, the government has set the number of survey days for two days and seven days depending on its designation. This study aims to determine the error in estimating the Average Daily Traffic (ADT) based on the number of survey days. Data were obtained through field surveys using an automatic vehicle counter with a tool error value of 10%. The errors calculated include MAE, MAPE, RMSE, and Bias. The results of the study show that the number of survey days affects the magnitude of the error and the range of ADT Bias in predicting the AADT value. The number of survey days for two days, three days, and seven days showed good predictions. The Bias Range as a correction factor for the estimated AADT value is influenced by traffic conditions during the year. The correction factor with 95% CI based on the recommended research results for Road Type 4/2T or 2/1 is in the interval (1.40;-1.59) for a 2-day survey, and (3.92;1.17) for a 7-day survey.
