Abstract

Abstract. Social forestry has shifted the forestry development paradigm from conventional forest management to community-based forest management. The history of community-based forest management in Java began with the Dutch colonial policy on forest production in 1873 and today it has grown widely, both within and outside forest areas. However, social forestry has not been able to overcome population pressure problems in the form of deforestation and forest degradation. Therefore, it is crucial to recognize and elevate the role of local communities in forest management. Success of social forestry can be achieved by developing cooperation through capacity building of local communities with community-based forest management. To develop community capacity, it is necessary to understand the basic concept of community capacity building in the social forestry system. A review of community capacity in social forestry is useful for developing a conceptual framework of local community capacity in the development of the social forestry system. Community capacity in the social forestry system is developed to realize forest sustainability and community welfare around the forest.Keywords: Community, capacity building, social forestry.Abstrak. Konsep perhutanan sosial telah menggeser paradigma pembangunan hutan dari pengelolaan hutan secara konvensional ke pengelolaan hutan dengan berbasis masyarakat. Sejarah pengelolaan hutan berbasis masyarakat di Jawa dimulai dengan adanya kebijakan kolonial Belanda tentang produksi hutan pada tahun 1873 dan saat ini kebijakan tersebut telah tumbuh secara luas, baik di dalam maupun di luar kawasan hutan. Namun, kehutanan sosial belum mampu mengatasi masalah kehutanan yang disebabkan oleh tingginya permintaan seperti deforestasi dan degradasi hutan. Oleh karena itu, mengenali dan meningkatkan peran serta masyarakat lokal dalam pengelolaan hutan perlu dilakukan. Keberhasilan kehutanan sosial dapat dicapai dengan mengembangkan kerjasama melalui pembangunan kapasitas masyarakat lokal melalui pengelolaan hutan berbasis masyarakat. Untuk mengembangkan kapasitas masyarakat, pemahaman tentang konsep dasar peningkatan kapasitas masyarakat dalam sistem kehutanan sosial diperlukan. Tinjauan kapasitas masyarakat dalam kehutanan sosial berguna untuk mengembangkan kerangka kerja konseptual kapasitas masyarakat lokal dalam pengembangan sistem kehutanan sosial. Kapasitas masyarakat dalam sistem kehutanan sosial dikembangkan untuk mewujudkan kelestarian dan keberlanjutan hutan, serta kesejahteraan masyarakat di sekitar hutan.Kata kunci: Komunitas, peningkatan kapasitas, perhutanan sosial.

Abstract

This study is generated by the limited understanding of the actor's power on village-level deliberation. In community-level deliberation, especially for villagers, planning struggles with unbalanced power from involved actors to avoid potential failures due to inappropriate implementation and waste of state finances. Problems from policy formulation results have distorted the consensus. Community-based planning faces different power characteristics displayed by involved actors. However, it seems that this matter's understanding is mostly obtained in Western urban areas context and few have studied it in the rural context, even more, sourced from non-Western and global south practices. Questions arise on the power capabilities each actor has and its implications for the planning formulation results. This article aims to provide an understanding of the actor's position and their source of power. It investigates the power identities of involved actors on the community-level deliberation through a power cube approach. Community-level deliberation in Pematang Tengah village, Indonesian, is used as the case study. Primary data were obtained from interviews with twenty-one respondents, observation, and document analysis during 2018-2020. The result shows that each actor displays a specific power characteristic driving their influences on the planning formulation results. This condition has implications for the construction of the power holder's influence in dominating the deliberation process.

Abstract

Managing land contaminated with mercury due to artisanal small-scale gold mining (ASGM) in Indonesia generally follows an engineering approach. Meanwhile, there is a high level of community dependence on the contaminated land and the gold mining activities using mercury, directly and indirectly. Therefore, an engineering approach cannot solve the complex problem of managing mercury in Indonesia. Moreover, engineering approaches do not address the root problems of ASGM, i.e., poverty and the need for jobs that offer a higher income than agriculture. The implication of this is that the implementation of land restoration may not succeed without a comprehensive study of socio-economic and regional aspects. This is because of the chance that communities will reject the transition from mercury-based livelihoods. To deal with this problem, this study assessed the management of mercury using a transdisciplinary approach and participatory action research (PAR), involving multi-disciplinary experts in developing mercury restoration plans based on an integrated model that considers engineering, socio-economic, regional, and legal aspects. The empirical part of this study was based on a survey in Lebak Regency, one of the regions in Indonesia with the most mercury contamination. The comprehensive research produced a plan for social change, a mercury-free economic plan, and policy recommendations.
