Abstract

In recent years, the rise of intolerant and transnational Islamist groups has challenged the nature of moderate Southeast Asian Muslims. Far away from the center of Islam in Mecca, Muslim communities in the area of Southeast Asia possess diverse traditions within –by encompassing different ethnic groups and languages –and could live together with other religions for centuries. Accordingly, Muslim communities contribute to the stability of this region amidst the acute social unrest in other Muslim worlds, especially in the Middle East and West Africa. Scholars depict the nature of moderate Southeast Asian Muslims as wasaṭīyah (middle path); some call smiling Islam, civil Islam, or flowery Islam. Indonesia, the largest Muslim nation, chose Pancasila as a national consensus –instead of an Islamic state –to accommodate religious plurality.

Abstract

Penelitian ini mengkaji realisasi travel bubble sebagai strategi pemulihan sektor pariwisata yang mengalami penurunan akibat pandemi COVID-19, melalui kolaborasi bilateral antara Indonesia dan Singapura. Dampak pandemi ini termanifestasi dalam penurunan kunjungan wisatawan mancanegara dan penurunan pertumbuhan ekonomi. Sebagai respons terhadap tantangan ini, Pemerintah Indonesia mengambil langkah strategis dengan menerbitkan Surat Edaran (SE) Nomor 3 Tahun 2022, yang mengatur Protokol Kesehatan Pelaku Perjalanan Luar Negeri (PPLN) dalam konteks travel bubble, khususnya di kawasan Batam, Bintan, dan Singapura. Penelitian ini bertujuan untuk mengkaji dampak konkret yang timbul dari realisasi travel bubble dalam upaya bersama memulihkan sektor antara Indonesia dan Singapura. Metode penelitian yang diterapkan adalah deskriptif kualitatif analitik, dengan data yang dikumpulkan melalui studi pustaka dari buku, literatur, jurnal, dan artikel terkait realisasi skema travel bubble Indonesia-Singapura.

Abstract

This research examines the Indications of Human Rights Violations in the Memorandum of Understanding (MoU) on Cooperation on Development, Combatting Illegal Immigration, Human Trafficking and Smuggling, and on Strengthening Border Security Between Italy and Libya for the 2017-2019 Period. The 2017-2019 period was chosen because the period shows the running of the agreement which was then extended in 2020, and uses descriptive qualitative research methods. This research is conducted through literature studies sourced from official documents, books journal articles, publications, articles that can be accessed through the internet, and other references. This research uses the concepts of International Human Rights Law and Human Security to answer various findings related to indications of human rights violations in the MoU on migration cooperation between Italy and Libya. The study found that there are indications of human rights violations against migrants and refugees including violations of the principle of non-refoulement, prevention and restriction of inflows that have the potential for continuing violations in the form of threats of arrest and detention without going through a fair process, to not fulfilling aspects of Human Security.
