Abstract

This study aims to test and analyse the phenomenon of flypaper effect of local expenditure in Sulawesi province by using SEM and PLS model. Secondary data types use panel data from 81 regencies/municipalities in the period 2016-2017. The specific target of this research is to re-test the symptoms of flypaper effect by using SEM and PLS model. The results showed that by using different analysis model, it still found the flypaper effect of local expenditure shown by the coefficient of influence of transfer fund which is bigger than the coefficient of the influence of Original Income and the influence of indigenous income which is not significant to the expenditure of regency/municipality in Sulawesi. Other local own source revenue is the greatest factor affecting the local own source revenue while the transfer fund is a general allocation fund. Keywords: Flypaper Effect, SEM AND PLS ModelsJEL Classification: H72; C33

Abstract

The purpose of this study is to test and analyze the influence of fiscal decentralization on development performance in Indonesia using the structural equation model approach. The data uses panel data, from 34 provinces and in 2015-2019 sourced from the Ministry of Finance of the Republic of Indonesia and the Central Bureau of Statistics (BPS). Data analysis using structural equation model approach with the help of Smart-PLS 3.3.3 software. The outer model evaluation results concluded that all indicators of fiscal decentralization variables and economic development performance variables are valid. The most powerful indicator reflecting the latent variable of fiscal decentralization is the ratio of regional income and economic development performance is an indicator of economic growth.  The results of the evaluation of the inner model found that fiscal decentralization performance has a positive and significant influence on development performance. The existence of fiscal inequality among provinces in Indonesia causes uneven ratios of capital expenditures and public incomes as seen from the low indicator in reflecting decentralization of fiscal and economic performance

Abstract

The Classical and Keynesian debate over the equilibrium of the open economy continues today. This research uses Keynes's theory of income and Cobb-Douglas's theory of production. The purpose of this study is to examine and analyze the partial effect of consumption expenditure, government expenditure, investment, and net exports on employment opportunities in Indonesia. In particular, this study knows the dominant factors that affect employment opportunities in Indonesia. The data type uses panel data from 33 provinces and the period 2010-2022. Data analysis using panel data regression and selection variables and stepwise least square forward.The results found that the best panel data regression estimation model is the "Fixed Effect Model (FEM)". The results of the influence test found that consumption expenditure, government spending, investment, and net exports were significant to employment opportunities. Only the variable direction of influence of government spending is negative. Of the four predictor variables, the consumption expenditure variable is the most dominant in influencing employment opportunities in provinces in Indonesia in 2010-2022.

Abstract

The purpose of this study is to examine and analyze the role of export and foreign debt mediation in the effect of exchange rate on foreign exchange reserves. And test and analyze the effect of exchange rate on exports, foreign debt and foreign exchange reserves and the effect of exports and foreign debt on foreign exchange reserves in Indonesian in 1999-2015. The type of research data is secondary data sourced from Bank Indonesian and Central Bureau of Statistics. Data analysis with path analysis using AMOS 18.0.The results of the analysis and discussion concluded that in the period of 1999-2015, export and foreign debt play a role mediate the effect of exchange rate on foreign exchange reserves in Indonesia. The significance test results conclude that the effect mediation of export and foreign debt is significant on foreign exchange reserves. Other results conclude that exchange rate has significant effect on export, foreign debt and foreign exchange reserves. Export and foreign debt have a significant effect on foreign exchange reserves in Indonesian.

Abstract

A central puzzle in fiscal federalism is why large intergovernmental transfers and public investment can coexist with persistent spatial inequality. This study tests whether fiscal policy has differential effects on provincial inequality across Indonesia’s east–west core–periphery divide. We compile a balanced province–year panel of 33 provinces over 2010–2024 (N = 495) from official fiscal and socioeconomic statistics and apply two complementary strategies: (i) dynamic System GMM with region–fiscal interaction terms to address inequality persistence and potential endogeneity of fiscal variables, and (ii) a difference-in-differences design treating the post-2015 fiscal expansion as a quasi-experiment. Descriptive comparisons show statistically significant east–west disparities in inequality, poverty, GRDP, and human development. In dynamic models, inequality is highly persistent (preferred ρ = 0.8456), while capital expenditure, fiscal transfers, and their interaction terms with the Eastern indicator are statistically insignificant across five GMM specifications. Difference-in-differences estimates likewise show no differential post-2015 inequality reduction in Eastern provinces (λ ≈ −0.005; p ≈ 0.51–0.55). The novelty is a joint, region-heterogeneity test under dynamic identification combined with a policy-timing validation. The results imply that measurable fiscal equalization may depend on implementation capacity, spending composition, and longer adjustment horizons than annual provincial aggregates can capture.
