Abstract

The purpose of this study is to assess the Implementation of Community Activity Restrictions (PPKM) in Cimahi City, as well as the variables that promote and limit its implementation. This research employs a qualitative, descriptive method. Through interviews, observations, and documentation, data were gathered. Emergency PPKM was implemented in Cimahi City from 3 to 20 July 2021 as a follow-up to Micro PPKM, including the phases of socialization, preparation, implementation, and assessment. Emergency PPKM in Cimahi City includes the following: restrictions in the workplace, implementation of online teaching and learning activities, regulation of operating hours in various essential sectors, restrictions on activities and operating hours for restaurants/warung/ and similar businesses, restrictions on the capacity of places of worship, enforcement of strict health protocols in public facilities and social activities, and continued implementation of the 5M Health Practise. The supporting factors for the implementation of Emergency PPKM in Cimahi City are the existence of a PPKM derivative based on Minister of Home Affairs No. 15 of 2021 into a Decree of the Mayor of Cimahi, which regulates the Cimahi City Covid-19 Task Force, the availability of a budget based on Perwali No. 44 of 2021, the availability of human resources, and the public's willingness to comply with health protocols. The inhibiting factors for implementing Emergency PPKM in Cimahi City are the existence of the Cimahi City area as a transit city, the presence of travel agents, and the level of community saturation with PPKM rules.

Abstract

DKI Jakarta is one of the pioneers in implementing the programme. In fact, the Governor of DKI Jakarta passed a special regulation for this program, which is contained in Governor Regulation Number 32 of 2019 concerning Revitalisation of Vocational High Schools. Therefore, this study aims to analyse the implementation of good governance principles in the implementation of the Vocational High School Revitalisation program by the DKI Jakarta Provincial Government. The research method used is a descriptive method with a qualitative approach. The theory of good governance is the analytical framework in this research. The data collection technique was conducted using a literature study of several literatures, such as journal articles, online news, and official government publications. Data were analysed using three stages, namely data reduction, data presentation, and conclusion drawing. The findings of this study show that the DKI Jakarta Provincial Government has well implemented the principles of transparency as well as the principles of effectiveness and efficiency in the implementation of the DKI Jakarta Vocational Revitalisation program. Meanwhile, the principle of participation has been fulfilled quite well. The principles of accountability and fairness cannot be assessed further. This is due to the lack of progressive reports from the DKI Jakarta Provincial Government regarding the implementation of Revitalisation of Vocational Schools. However, based on the available data, the principle of justice has been implemented quite well. In contrast to the principle of accountability, which seems to be less considered by the DKI Jakarta Provincial Government.

Abstract

Abstract

The transformation of public sector human resource management requires the implementation of an objective and professional merit-based system; however, its implementation in Indonesia—particularly regarding the use of Assessment Centers—still faces various challenges. This study aims to analyze the implementation of a merit-based Assessment Center in the selection process for the position of Head of Community Relations (Kasat Binmas) at the Central Java Regional Police Headquarters and to identify the factors influencing it. The study employs a descriptive qualitative approach through a literature review of relevant scientific sources and policy documents. The results indicate that, normatively, the Assessment Center has been conducted in accordance with meritocratic principles using comprehensive instruments; however, empirically, its effectiveness remains suboptimal, marked by a predominance of candidates in the intermediate competency category and a scarcity of candidates with outstanding qualifications. Major obstacles include low applicant interest, budget constraints, low assessor capacity, limited digital literacy among candidates, as well as potential bias and interference in the selection process. The implications of this study underscore the need for institutional capacity building, enhanced human resource competencies, and the optimization of transparent and accountable governance to realize an effective and sustainable merit-based system in the management of the Indonesian National Police’s human resources.

Abstract

This research examines the adoption of Indonesia’s Personal Data Protection (PDP) Bill using the Multiple Streams Framework (MSF), with particular attention to how the 2022 Bjorka data breach catalyzed the convergence of the problem, policy, and political streams. Although this incident created a policy window, the subsequent stream coupling was largely reactive and premature, shaped more by symbolic political urgency than by institutional or policy readiness. The analysis demonstrates that the bill’s enactment proceeded without adequate groundwork for implementation, as evidenced by delayed regulatory development and unresolved issues concerning the establishment of an independent data protection authority. The study contributes to understanding digital governance reform in transitional political contexts, highlighting the pitfalls of crisis- driven convergence and symbolic legislative adoption. It underscores the critical need for institutional coherence, context-sensitive policy adaptation, and forward-looking governance in achieving substantive and sustainable digital policy outcomes.

Abstract

This study aims to analyze the direct influence between supervisor support and job performance on LPSE operators of UO Mabes TNI Work Unit, and to analyze the direct influence between co-worker support and job performance on LPSE operators of UO Mabes TNI Work Unit. This study also aims to analyze the direct influence between supervisor support and work engagement on LPSE operators of UO Mabes TNI Work Unit, and the direct influence between co-worker support and work engagement on LPSE operators of UO Mabes TNI Work Unit. In addition, this study aims to analyze the direct influence of work engagement on job performance on LPSE operators of UO Mabes TNI Work Unit. Another objective is to analyze the indirect influence between supervisor support and job performance mediated by work engagement on LPSE operators of UO Mabes TNI Work Unit, and to analyze the indirect influence between co-worker support and job performance mediated by work engagement on LPSE operators of UO Mabes TNI Work Unit. This study adopts a positivist paradigm that focuses on finding the truth through an empirical and measurable approach, with an ontological view of realism that believes that reality can be expressed with clear evidence and can be tested scientifically. The methodology used is mixed methods, which combines quantitative and qualitative approaches to obtain more comprehensive and valid data. This study adopts an explanatory research type to explain the causal relationship between the variables studied and test existing theories. Based on this study, it is concluded that the results of the research data analysis show several important findings. First, there is no direct influence between support from superiors (supervisor support) and job performance on LPSE operators in the UO Mabes TNI Work Unit environment. Likewise, there is no direct influence between co-worker support and job performance on the same LPSE operators. However, support from superiors is proven to have a direct influence on the work engagement of LPSE operators, as well as support from co-workers which has a direct effect on the level of work engagement. In addition, it was found that work engagement has a significant direct effect on the job performance of LPSE operators. Furthermore, the results of the study also showed an indirect effect between support from superiors on job performance mediated by work engagement. The same thing was also found in co-worker support, which has an indirect effect on job performance, with work engagement as the mediator.
