Abstract

Research this aims to analyze how the effectiveness of the implementation of the Jogo Tonggo Program in Mojosongo Village in an effort to handle the spread of Covid-19 in Mojosongo Village. So far, there are very few studies that discuss the Jogo Tonggo Program. Especially in Central Java Province, only one article was found that specifically discussed the Jogo Tonggo Program in an area. Even in the city of Surakarta, there is no research that examines the Jogo Tonggo Program. So that this research becomes a novelty as a recommendation for policy makers. The research method uses a descriptive-analytic approach. Sources of data used are primary and secondary data. Primary data were obtained through interviews with research informants. Secondary data is obtained from documents such as books, journals and annual documents. Checking the validity of the data is done using triangulation technique. Data analysis used Miles and Hurberman's interactive analysis technique which consisted of data reduction, data presentation, and drawing conclusions. The theory in this study is to use the Implementation Effectiveness Theory by Riant Nugroho to determine the effectiveness of the implementation of the Jogo Tonggo Program in dealing with Covid-19. In this research, the results show that the indicators of policy implementation have been effective, indicators of appropriate implementation have not been effective, indicators of appropriate targets have been effective, environmental indicators have not been effective, and indicators of appropriate processes have not been effective. So that the results obtained that the implementation of the Jogo Tonggo Program in Mojosongo Village is said to be still not effective.

Abstract

This study aims to determine the implementation of the strategy carried out and its suitability with the Strategic Plan of the Sukoharjo Regency Environmental Service in waste management during the Covid-19 pandemic.This is due to a significant increase in the volume of waste, so the Department of the Environment needs a special strategy to manage it. In this study, referring to the indicators of waste reduction and handling strategies according to Presidential Regulation No. 97 of 2017 concerning National Policies and Strategies for the Management of Household Waste and Waste Similar to Household Waste. This research is a qualitative descriptive study. Data collection techniques used are interviews and observation. In this study using data analysis techniques ranging from data reduction, data presentation, to drawing conclusions. The results showed that the strategy for implementing waste management carried out by the Sukoharjo Regency Environmental Service during the Covid-19 pandemic was in accordance with the recommendations in the 2016-2021 DLH Strategic Plan for Sukoharjo Regency which included strategies for reducing and handling waste. The waste reduction strategy includes activities for destroying, recycling, and reusing waste. Meanwhile, waste management strategies include sorting, collecting, transporting, processing and final processing.

Abstract

Indonesian Police department as a public service provider always will to make some innovation in his public service. One of the innovation that done was make the conventional ticket to become e-ticket. In Surakarta City, e-ticket has taken effect on March, 23 2021, so this policy is still classified as a recently implemented policy. Therefore, this study aims to see how e-ticketing works, and see who is involved and what are their roles in this policy, as seen from collaborative governance aspect. and to see what factors that influence the implementation of e-ticketing in Surakarta City. This research is a qualitative research and using interview, observation, and documentation methods. This study found that there were five actors who played a role in the implementation of e-tickets, including the Surakarta Department Police, the Surakarta City District Court, the Surakarta City District Attorney, PT Melayani Cakrawala Nusantara, and PT Pos Indonesia. The five actors have their own roles in the implementation of e-tickets in Surakarta City. And in its implementation there are factors that will affect its implementation. This study uses George Edward III's theory which states that there are four factors that influence policy implementation, which are communication, resources, disposition, and bureaucratic structure. In implementing the e-ticketing policy in Surakarta City, these four factors are factors that support the implementation of e-tickets and and not distrub the policy implementation progress.
