Abstract

This article aims to describe waste management training for students, especially students of the FISIP Administration Study Program, Bosowa University Makassar. In addition, this training also introduces various alternatives for students in finding alternative solutions in overcoming problems around their environment (urban) which is surrounded by garbage as well as training their sensitivity to the environment. This paper uses a quantitative research method with a sample of 50 students with a total sampling technique. Data collection techniques using questionnaires, observations, and documentation studies. The data analysis technique used is frequency and percentage tabulation. The results of the study were obtained as follows: (1) introducing waste processing techniques through the introduction of concepts and theories and their types. (2) waste management practices in which each training participant practices waste processing techniques using tools. The recommendation for this service is that it is necessary to conduct training and involvement of environmental watchdog institutions in managing urban waste

Abstract

Peneltian ini di kembangkan untuk mengetahui dampak dan kemampuan UPTD Dinas Pendidikan Di kecamatan, akibat dari adanya perubahan status. Baik secara positif dan ataupun negative. Metode yang digunakan dalam penelitian ini adalah deskriptif kualitatif dengan proses pengumpulan datan melalui wawancara, observasi terhadap informan kunci, Dengan aktivitas dalam proses analisis data seperti data reduction (Reduksi data), display data (Penyajian) dan Conclusion (penarikan kesimpulan). Hasil penelitian ini menunjukkan bahwa dampak dari adanya perubahan status dari UPTD menjadi kordinator wilayah memiliki dampak negative dan positif. Dari segi positif dampanya adalah pemnangkasan birokrasi, efisiensi pendanaan, serta proses penyelesaian masalah. Kemudian dari segi negative yakni rentang kendali dalam pengawasan, penataan ulang kepegawaian, kurang optimalnya pelayanan serta dampak terhadap proses belajar mengajar.

Abstract

This study aims to analyze the transformation of the economic behavior of indigenous coastal communities within the tourism life cycle of Tanjung Bira by examining changes in livelihood strategies, participation in the informal tourism economy, access to coastal spaces, the role of social capital, adaptive capacity, maritime identity, and local entrepreneurial orientation. The study employed a qualitative approach with an exploratory case study design. Data were collected through in-depth interviews, field observations, documentation, and literature review, and were then analyzed thematically to identify patterns of economic change, forms of adaptation, and the relationship between tourism opportunities and community responses. The findings show that the economic transformation of coastal communities has occurred gradually, nonlinearly, and without completely replacing maritime occupations. Indigenous residents have diversified their livelihoods by combining maritime work, tourism services, informal trade, marine recreation management, and small-scale coastal businesses. These changes are influenced by access to strategic economic locations, family networks, social trust, service skills, work experience in the tourism sector, and the ability to respond to market shifts. Maritime identity is maintained and even converted into cultural capital for developing local tourism products. The study concludes that tourism in Tanjung Bira has created a new economic cycle linking informal work, livelihood diversification, capital accumulation, and the sustainable growth of indigenous coastal entrepreneurship.

Abstract

Digital transformation of local governments is often introduced through the development of electronic platforms. Still, its success is largely determined by the ability of public organizations to manage innovation, create effective work processes, and prioritize citizen-centered services. This study aims to analyze the innovation management capacity of local governments in the digital transformation of public services in Makassar City, Indonesia. The study used a qualitative approach with an exploratory case study design. Data were collected through semi-structured interviews, observations of service practices, and analysis of relevant documents, including digital service procedures, internal reports, policy documents, and contextual digital-government data. Analysis was conducted thematically through iterative coding, data reduction, category development, and triangulation between sources. The results show that digital service platforms and formal policy commitments are in place. However, service implementation still operates in a hybrid manner, ranging from online registration with manual verification, physical filing, and parallel data input. Apparatus adaptation is driven more by informal learning, peer mentoring, problem-solving through instant messaging applications, and leadership monitoring, rather than by systematic training. Leadership supports digital adoption through daily oversight, coordination with technical units, and operational problem-solving, but hierarchical decision-making and application fragmentation limit end-to-end service integration. For citizens, digital transformation improves initial access, queue management, and administrative visibility. Still, its impact on service quality and trust remains limited by network stability, digital literacy gaps, and mandatory face-to-face verification. This research contributes to digital public administration by positioning local digital transformation as a socio-technical innovation management process, rather than simply a technology procurement project. Practical implications include the need for an integrated service architecture, continuous capacity building of civil servants, human-centered service design, and inclusive digital literacy support.

Abstract

This study examines the role of innovation capacity within inclusive public service governance by developing an integrative analytical framework. Existing literature on public sector innovation, collaborative governance, and digital transformation remains conceptually fragmented, with limited attention to how innovation capacity connects these domains. To address this gap, the study adopts a qualitative analytical approach supported by bibliometric mapping using VOSviewer to explore thematic structures and relationships within the literature. The findings indicate that innovation capacity occupies a central yet under-theorized position in governance discourse. It operates across institutional, relational, and systemic levels, enabling the integration of multi-actor collaboration, digital infrastructures, and adaptive service design. Rather than functioning solely as an organizational capability, innovation capacity emerges as a governance mechanism that transforms fragmented processes into coherent and outcome-oriented public service systems. This study contributes by reframing innovation capacity as a multi-level governance mechanism that bridges collaboration, digitalization, and inclusivity. The findings highlight the importance of systemic capacity building, emphasizing institutional coordination, digital integration, and stakeholder engagement. While limited by its reliance on bibliometric analysis, the study provides a foundation for future empirical research on innovation capacity in diverse governance contexts.
