Abstract

The SIHA application is the official platform for recording and reporting HIV/AIDS and IMS at the national, district, and provincial administrative levels. Since 2012, SIHA has been used by the health office but in its application, there are still frequent problems, especially when inputting patient data and sending reports that often experience errors. In addition, this application can only be accessed using Mozilla Firefox. At the beginning of the emergence of SIHA until 2023, there has never been an evaluation. The purpose of the study was to identify the level of acceptance of the SIHA 2.1 application among health workers in 3 (three) districts/cities in Central Java Province, namely Semarang, Jepara, and Grobokan. A cross-sectional design was used in this study and the sample selection technique used a non-probability sampling technique with an accidental sampling method. So that the number of samples that fit the researcher's criteria was 56 people. The results showed that there is a significant relationship between Performance Expectancy, Effort Expectancy, and Price Value related to health workers' interest in implementing the SIHA 2.1 application. As for Hedonic Motivation, there is no significant relationship. It is expected that the development of the SIHA 2.1 application to further improve services to minimize the occurrence of errors in the use of information systems for recording and reporting HIV/AIDS data and to simplify the filling of the SIHA 2.1 application.

Abstract

The use of Ultrasound (USG) by midwives in midwifery practice in Indonesia has become an important issue in relation to legal aspects, especially due to the absence of clear regulations governing the authority of midwives in using this technology. This study aims to review the literature on regulations, authority, and potential legal risks associated with the use of USG by midwives. The research method employed is a normative legal approach with an analysis of relevant secondary literature. The results of the study indicate that although midwives play a crucial role in maternal and child health management, the use of USG by midwives is not yet clearly regulated in the current legislation. This creates a regulatory gap that could potentially lead to legal risks for midwives. The study suggests the need for strengthening regulations, training, and clear national certification to ensure that midwives can use USG safely and in accordance with applicable legal standards in Indonesia. Abstract

Clinic Management Information System (Clinic MIS) is a technology-based system that manages administrative data, medical records, and health services in clinics, which aims to improve operational efficiency and service quality through integrated information management. Considering the importance of the Minister of Health Regulation Number 24 of 2022 for the electronic medical record (EMR) system, this research using the Technology Acceptance Model (TAM) method aims to evaluate the extent to which the Narendra Medika Clinic SIM is accepted by users and to find potential obstacles in daily implementation. This study measures four dimensions of TAM: Perceived Usefulness, Perceived Ease of Use, Attitude Toward Using, and Behavioral Intention to Use. This research method was descriptive qualitative research, where data was obtained through interviews with health workers at Narendra Medika Clinic who have used the Clinic MIS for more than 6 months. The study results indicate that Clinic MIS has provided significant benefits, especially in supporting health services in the digitalization era. However, there are several obstacles, especially related to the stability of the internet network that need to be improved to ensure smooth operations. Although the accuracy of the information in Clinic MIS is good, several improvements to the features and appearance of the system, such as grouping drug stocks and updating ICD codes, are needed to improve the accuracy and convenience of use by health workers. This study recommends improving network infrastructure and developing additional features in Clinic MIS to support more optimal clinic performance.

Abstract

This research aims to identify and mitigate security vulnerabilities in the Hospital Information System (SIMRS) using the OWASP Web Security Testing Guide (WSTG) v4.2 based testing method. With the help of the OWASP ZAP tool, various vulnerabilities were identified, such as SQL Injection, weaknesses in session management, lack of security attributes in cookies, and disclosure of sensitive information through URLs or code comments. SQL Injection was identified as the highest risk vulnerability, as it potentially allows attackers to access, manipulate, or delete sensitive data in the database. In addition, weaknesses in cookie attributes, such as HttpOnly and SameSite, and the absence of an anti-CSRF mechanism, indicate potential threats in the form of Cross-Site Scripting (XSS) and Cross-Site Request Forgery (CSRF). The implementation of a solution based on WSTG v4.2 involves steps such as the implementation of HTTPS encryption, the use of prepared statements for database interaction, the application of security headers such as Content-Security-Policy (CSP), and input validation to reduce the risk of XSS. In addition, code audits were conducted to remove sensitive comments, while hidden files or unnecessary backups were removed to minimize the potential for information leakage. Test results after the implementation of the solution showed a significant improvement in the security level of the application. This research proves that the WSTG v4.2-based approach can provide comprehensive and systematic guidance in web application security testing. With these results, organizations, particularly in the healthcare sector, can ensure better protection of patient data and comply with applicable information security standards.

Abstract

This study examines the gap between national Electronic Health Record (EHR) data security standards, established by Minister of Health Regulation No. 24 of 2022, and their implementation in Indonesia’s primary healthcare facilities. Secondary data from the Ministry of Health, BSSN, and BPJS Kesehatan (2020–2025) reveal compliance rates of 55%–70%, with significant regional disparities linked to infrastructure and staff training deficiencies. Regression analysis shows staff training intensity (β = 0.54, p = .001) and infrastructure quality (β = 0.47, p = .005) as key predictors, explaining 72% of compliance differences. The findings highlight challenges in technology, human resources, and governance. Urgent integration of technological upgrades and continuous role-based cybersecurity training is recommended to enhance accountability and secure the digital health ecosystem. These insights inform national policy for standardized cybersecurity practices.

Abstract

Penerapan Rekam Medis Elektronik (RME) merupakan kewajiban hukum bagi fasilitas pelayanan kesehatan sebagaimana diatur dalam Peraturan Menteri Kesehatan Nomor 24 Tahun 2022. Regulasi ini menegaskan tanggung jawab rumah sakit dalam menjamin keamanan dan perlindungan data pasien berdasarkan prinsip confidentiality, integrity, dan availability. Penelitian ini bertujuan untuk mengkaji secara yuridis implementasi aspek keamanan dan perlindungan data RME di RS Sumber Waras Cirebon berdasarkan ketentuan PMK Nomor 24 Tahun 2022. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan yuridis sosiologis melalui wawancara mendalam dengan petugas rekam medis, petugas teknologi informasi, dan penanggung jawab sistem RME, serta studi dokumen. Hasil penelitian menunjukkan bahwa RS Sumber Waras Cirebon telah menerapkan sebagian besar ketentuan keamanan RME, meliputi autentikasi pengguna, kontrol akses berbasis peran, pencatatan audit trail, mekanisme pengaduan, serta sistem pencadangan dan pemulihan data. Namun demikian, masih ditemukan kelemahan pada penerapan autentikasi ganda, enkripsi menyeluruh, dan stabilitas sistem. Penelitian ini menyimpulkan bahwa implementasi RME di RS Sumber Waras Cirebon telah memenuhi kewajiban hukum minimum, tetapi masih memerlukan penguatan aspek teknis dan kebijakan internal guna menjamin perlindungan data pasien secara optimal dan berkelanjutan. Abstract: The implementation of Electronic Medical Records (EMR) is a legal obligation for healthcare facilities as stipulated in Minister of Health Regulation Number 24 of 2022. This regulation emphasizes the responsibility of hospitals in ensuring the security and protection of patient data based on the principles of confidentiality, integrity, and availability. This study aims to examine the legal implementation of EMR security and data protection aspects at Sumber Waras Hospital in Cirebon based on the provisions of PMK Number 24 of 2022. The research method used is qualitative with a sociological legal approach through in-depth interviews with medical record officers, information technology officers, and EMR system administrators, as well as document studies. The results show that Sumber Waras Hospital in Cirebon has implemented most of the EMR security provisions, including user authentication, role-based access control, audit trail logging, complaint mechanisms, and data backup and recovery systems. However, weaknesses were still found in the implementation of double authentication, comprehensive encryption, and system stability. This study concludes that the implementation of RME at Sumber Waras Hospital in Cirebon has met the minimum legal requirements, but still needs to be strengthened in terms of technical aspects and internal policies in order to ensure optimal and sustainable protection of patient data.
