Abstract

Kegiatan Pengabdian Kepada Masyarakat (PKM) berupa Penguatan Sinergitas Program Pilot Project GELARI PELANGI (Gerakan Keluarga Indonesia dalam Peningkatan Kualitas Pengelolaan Ekonomi) Pokja 2 Bidang Pendidikan dan Peningkatan Ekonomi Keluarga TP-PKK Kabupaten Se-Provinsi Sulawesi Barat dan TP-PKK Provinsi Sulawesi Barat, ditujukan untuk menghasilkan : (1) Program Kerja dan Kegiatan Pokja 2 Tahun 2024 TP-PKK Provinsi Sulawesi Barat yang sinergis dan menjaga kontinuitas program kerja tahun 2023 guna mendukung penguatan program GELARI PELANGI provinsi Sulawesi Barat, dan (2) Penentuan lokus dan kegiatan pelaksanaan Pilot Project GELARI PELANGI Provinsi Sulawesi Barat yang sinergis dengan kebutuhan kontekstual lokus (desa/kelurahan, kecamatan, kabupaten yang bersangkutan) dan provinsi maupun selaras dengan indikator GELARI PELANGI yang telah ditetapkan. Adapun metode yang dilakukan yakni menerapkan 10 langkah Sistematis, yakni: Langkah 1. Orientasi Umum oleh Pj. Ketua, Langkah 2. Konsolidasi Pokja 2 pengarahan oleh Pj. Ketua, dan penguatan program oleh Staf ahli Bidang Pendidikan dan Peningkatan Ekonomi Keluarga, Langkah 3. Orientasi dan Penguatan Pemahaman tentang GELARI PELANGI kepada pengurus Pokja 2 TP-PKK kabupaten Se-Sulawesi Barat, Langkah 4. Visitasi Lapangan: Supervisi dan Koordinasi ke Kabupaten, Langkah 5. Pemberian Fasilitasi Kesiapan kepada stakeholder kab. maupun provinsi, Langkah 6. Penentuan kegiatan dan lokus Pilot Project Kabupaten, Langkah 7. Penentuan usulan pilot project GELARI PELANGI provinsi Sulawesi Barat, Langkah 8. Penetapan Final pilot project GELARI PELANGI provinsi, Langkah 9. Monitoring dan Evaluasi, visitasi lapangan, penilaian ke setiap lokus pilot project GELARI PELANGI, Langkah 10. Tindak Lanjut. Adapun hasil yang diperoleh dari 10 langkah sistematis tersebut, telah dapat mencapai tujuan PKM sebagaimana dikemukakan di atas.

Abstract

The Population Administration Law mandates that the Population Identification Number (Nomor Induk Kependudukan/NIK) serve as a single identity number for all public service administration in Indonesia. However, the implementation of this policy remains suboptimal, as public service institutions continue to rely on their own data and identification numbers rather than utilizing the NIK. This study aims to examine the implementation of the NIK in implementing population administration and public services in Indonesia. The method used in this study is a literature study, which examines various legal sources, scientific literature, journals, and relevant materials related to NIK. The main emphasis lies on Law Number 24 of 2013 concerning Amendments to Law Number 23 of 2006 concerning Population Administration, which is the legal basis for this study. The results indicate that effectively implementing this policy is crucial for establishing more efficient government governance and optimizing public services. Moreover, the single identity number policy embodies the legal ideals of the Indonesian state, grounded in Pancasila values. It aligns with the three primary objectives of law: social benefit, legal certainty, and justice. This study highlights the significant implications of adopting a unified identification system for enhancing governance and service delivery in Indonesia.

Abstract

This study critically examines the existing legal framework for personal data protection within Indonesia’s population administration system. Through a normative legal research approach, it identifies significant regulatory gaps that leave personal information vulnerable to misuse and breaches. The results show that the current legal policies remain insufficient, as numerous aspects of personal data protection have yet to be explicitly regulated in the Population Administration Law. Despite the enactment of a national personal data protection law, its effectiveness is undermined by the lack of comprehensive integration into the Population Administration Law. This research proposes reconstructing the legal framework to address essential aspects of data management—such as collection, utilization, safeguarding, exchange, and misuse prevention—while establishing clear access rights, prohibitions on unauthorized activities, and a structured system of proportional sanctions. By incorporating specialized legal provisions and aligning with international best practices, these reforms would strengthen Indonesia’s data protection framework, enhance public trust, and reinforce the government’s role in safeguarding citizens’ personal information.
