Abstract

ABSTRAK Penelitian ini mengangkat masalah implementasi kebijakan Keterbukaan Informasi Publik pada Badan Perpustakaan dan Kearsipan Daerah Provinsi Jawa Barat. Penelitian ini menggunakan pendekatan post positivist dengan metode kualitatif. Hasil penelitian ini menunjukkan bahwa (i) implementasi kebijakan KIP di Badan Perpustakaan dan Kearsipan Daerah Provinsi Jawa Barat belum berjalan efektif karena keterbatasan mempergunakan isi kebijakan dan konteks implementasi sehingga belum dapat terwujudnya keterbukaan informasi publik; (ii) untuk mendorong implementasi kebijakan KIP pada Badan Perpustakaan dan Kearsipan Daerah Provinsi Jawa Barat agar lebih efektif dapat mengacu tahapan pelaksanaan kebijakan informasi publik yang digagas oleh Open Government Partnership. Tindakan yang disarankan untuk memperbaiki implementasi kebijakan keterbukaan informasi publik adalah penyesuaian regulasi KIP di Kemendagri, penyusunan program yang jelas untuk implementasi kebijakan keterbukaan informasi publik, peningkatan kualitas pelayanan informasi publik, dan menciptakan sistem bank data dan informasi publik di Badan Perpustakaan dan Kearsipan Daerah Provinsi Jawa Barat. Kata kunci: implementasi kebijakan, kebijakan keterbukaan informasi publik.

Abstract

Penelitian ini bertujuan untuk menganalisis bagaimana peran Pemerintah Kabupaten Polewali Mandar dalam hal ini Badan Kesatuan Bangsa dan Politik dalam menyelenggarakan literasi politik berdasarkan model instruksi penyampaian informasi yang digagas oleh Vishal D. Bapte. Penulis menggunakan pendekatan induktif dengan teknik pengumpulan data Observasi, Wawancara, dan Dokumentasi dengan melibatkan 8 (delapan) informan yang dipilih secara purposive. Temuan penelitian bahwa program kegiatan literasi politik yang telah dilaksanakan pada tahun 2019 memiliki keterbatasan jangkauan serta frekuensi. Kegiatan literasi politik memiliki feedback yang tidak terlihat (intangible) dan tidak dapat dirasakan secara langsung oleh masyarakat, oleh karenanya belum menjadi perioritas khususnya pada wilayah eks daerah tertinggal mengingat APBD lebih difokuskan kepada pembangunan infrastruktur dan ekonomi masyarakat. Media sosial sebagai tools penyampaian informasi secara asynchronous yang seharusnya dapat berjalan efektif dan efisien juga belum dapat dimaksimalkan untuk meningkatkat literasi politik masyarakat. Pembinaan politik melalui instruksi secara langsung juga belum memberikan pengaruh yang signifikan terhadap perilaku masyarakat, mengingat tingkat kepedulian politik masyarakat masih rendah. Berdasarkan temuan tersebut penulis menyimpulkan bahwa penyelenggaraan literasi politik oleh Badan Kesatuan Bangsa dan Politik Kabupaten Polewali Mandar sebagai wilayah eks daerah tertinggal belum berjalan secara maksimal, karena baik dari indikator penyampaian informasi secara synchronous maupun asynchronous keduanya kurang berjalan dengan baik. Abstract

Problem Statement: The author focuses on the problem of low reading culture and the lack of awareness of the village community towards sub district literacy activities. Purpose: This study aims to know the participation of youth in the Lorong Literasi Gowa Programs in Paccinongang Sub District. Method: This study uses mixed methods. The technique of collecting data are done by survey (50 respondent), interviews (7 informant), and documentation. Result: The findings are youth participation in planning is adequate, implementation and utilization of results are quite good, although it is still constrained by the preoccupation of youth and the low level of awareness of some youth. Conclusion: Youth participation the Lorong Literasi Gowa Programs in Paccinongang Sub District has been going well because of the synergy of the local government and its youth community. In order to increase youth participation, it is recommended to optimize information technology, social media and collaborate with various components including entrepreneurs.

Abstract

Problem Statement: The author focuses on limited online library services, direct verbal communication, access to referrals, librarian resource conditions and diversity of LSFH support facilities. Purpose: This study aims to know the LSFH policy by the Library in deciding the spread of COVID-19 on IPDN Method: This study uses qualitative methods. The technique of collecting data observation, documentation, and online interviews of 10 respondents consisting of 5 LSFH librarians and 5 LSFH service recipients Result: The results showed that the e-Resources Service was the easiest to implement and improved. Scientific Publication Services had the greatest technical challenges due to constrained server and application access, while the Library Guidance Service was a challenge to the capability and quality of delivering a librarian Conclusion: The LSFH policy by IPDN Library runs quite well. The writer's suggestion to equalization of the capacity of librarians with sufficient bandwidth, librarians' capacity improvement, and improvement of applications and scientific publication server.

Abstract

Talangindah Bukit Pangonan is one of nature tourism as well as historical tour owned by Pringsewu Regency. Now in the development stage to realize the dream tour for the tourists. But in recent years visitors who come to tourist sites have decreased. It is the responsibility of Pringsewu Regency Government to formulate strategy in developing tourism object of Talangindah Bukit Pangonan.The purpose of this writing is to formulate strategy in developing tourism object of Talangindah Bukit Pangonan. Apprenticeship method that writer use is qualitative explorative method with inductive approach. Data analysis techniques using SWOT analysis techniques, namely formulating strategies using internal and external factors. The result is Strategy that can be done to develop Tourism Object Talangindah Bukit Pangonan is to add new tour package Trail Adventure; adding educational tours; and make the pond as a place of fishing; install road signs; increase community participation; to make regional regulations related to regional revenue in tourism objects; hold cultural attractions; complete the missing facilities; and discipline merchants. Abstract

Problem Statement: The high cost of e-journal subscriptions makes it difficult for universities to have several databases for scientific disciplines. Meanwhile, database subscriptions is one of the library accreditation assessment points that create prestige for universities. Purpose: This study aims to determine the ineffectiveness of e-Journal subscriptions in the IPDN Library. Method: Method: Data were collected by interviewing 13 respondents out of a survey of 90 with the Convergent Parallel Mixed Method. The obtained data were further analyzed using a technique adapted from Sin and Kim's research, which is based on the factors influencing a person's desire to use electronic journal database facilities. This technique analyzed the readiness of human resources, infrastructure, budget, and legal protection. Result: The result showed that the librarian's human resource's support is in the very good category. Furthermore, users possess very good computer and software skills, good motivation and electronic search skills, and moderate foreign language skills. However, university libraries still lack infrastructure support due to insufficient search equipment, inadequate internet network, and limited content. Although budget support is included in the lacking category, institutional support related to the legal protection is sufficient, while sharing and using e-resources are carried out with the National Library. In addition, due to the numerous academic institutions in Asia, sharing and use of e-resources have become difficult, with poor collaborations among universities within the country. Conclusion: The causes of ineffective e-journal subscriptions are budget constraints, limited supporting devices, poor internet network, limited content, as well as lack of e-resource collaboration and sharing with other university libraries. Abstract

Problem Statement: Regardless of the significant increase in the use of digital libraries during the Covid-19 pandemic, distribution of its publications has not been mapped as a form of scientific communication. Purpose: Therefore, this research aims to describe and map the information on digital libraries during the pandemic on international publications Scopus indexed. Method: The bibliometric assessment method was used to collect data from 66 publications on the Scopus database. The writer simultaneously used search keywords such as “Digital Library,” “Electronic Library,” and “Covid-19” to determine the publications from January 2020-June 2021. Results: The result showed that 23 (34.8%) out of 66 publications had high relevance to digital libraries during the pandemic, while 74% are scientific journal articles. The country with the largest contribution is the USA, while the largest publisher with only 35% open publications is Emerald. Meanwhile, the central topics in this research map include “Pandemic”, “Covid”, “Library”, and “Services”. Conclusion: The distribution of publications as a form of academic communication has not intertwined, as indicated by the absence of linkage between each author, thereby creating a high potential for studies and publications related to this topic. In addition to increasing the digital literacy of librarians and users, the transformation to high-tech virtual and digital services also stands as an adaptation effort. Abstract

Background: The creation of scientific papers is the main job of librarians, who are often neglected due to busy technical work. During the COVID-19 pandemic, the Work From Home (WFH) policy provided librarians with more free time to write scientific papers. Objective: This study aimed to determine the motivation of librarians on the Whatsapp Group "Pustakawan se-Indonesia Jilid II" in writing scientific papers during the COVID-19 pandemic. Method: The survey method was employed with a descriptive approach, using a sample of 61 from a total population of 256 persons within an 8-month study period in April-November 2020. This study was conducted when the Indonesian government was aggressively implementing the WFH and Large-Scale Social Restrictions (PSBB) policies. Results: The results showed that the highest motivation for librarians in writing scientific papers during the COVID-19 pandemic was sharing ideas and achieving higher credit or career scores at 64% and 59%, respectively. Although financial rewards were the lowest-ranked motive at 13%, they were the biggest encouragement for contract librarians to write scientific papers because of increased income. Job demands were the highest motivation for librarians in the writing/publication field, while scientific writing workshops were the highest contributing factor, followed by support from institutions, leaders, colleagues, and family. Meanwhile, the lack of free time was the biggest barrier to writing at 47.5%. Conclusion: The motivation of librarians in writing scientific papers during the pandemic includes sharing ideas, obtaining credit/career scores, self-actualization, hobbies/aspirations, improving library and information science, job demands, self-esteem/prestige, and financial rewards. Abstract

Abstract The advancement of digital technology has significantly increased the threat of cybercrime, leading to issues such as identity theft, job loss, and disruptions to critical infrastructure. Meanwhile, cybercriminals continue to develop new techniques and strategies in committing their criminal acts. The purpose to describe the extent of cybercrime threats in Indonesia. This study employs a literature review method, which involves examining and analyzing literature related to cybercrime in Indonesia. The findings indicate that there has been an evolution in publications concerning cybercrime in Indonesia, shifting from an initial focus on understanding and regulations to a greater emphasis on technology, emerging threats, and their impact on various aspects of life and business. Common cyber threats in Indonesia include malware attacks, denial of service (DoS), distributed denial of service (DDoS), and phishing. These threats are often exacerbated by a lack of awareness and education about cybersecurity and limited enforcement of cybercrime laws. In conclusion, cybercrime threats in Indonesia are currently considered serious and highly dangerous due to their potential to create national issues. Efforts to address this issue should include strengthening law enforcement against cybercrime and enhancing public education on protecting oneself from online threats.
