Abstract

Abstrak Peneliti tertarik untuk meneliti mengenai implementasi kebijakan Gerakan Nasional Percepatan Perbaikan Gizi di Kabupaten Subang, disebabkan karena implementasi kebijakan perbaikan gizi di Kabupaten Subang belum optimal. Tujuan penelitian ini adalah untuk mengetahui mengapa implementasi kebijakan Gerakan Nasional Percepatan Perbaikan Gizi di Kabupaten Subang belum optimal, dan faktor-faktor apa saja yang mempengaruhinya. Berdasarkan permasalahan dalam latar belakang maka peneliti akan menggunakan pendekatan implementasi kebijakan yang dikemukakan oleh Van Metter dan Van Horn. Model pendekatan implementasi ini dipandang tepat dengan permasalahan penelitian karena faktor penentu berhasil atau tidaknya suatu implementasi kebijakan dalam penelitian ini dipengaruhi oleh: standar dan sasaran kebijakan, sumberdaya, komunikasi antar organisasi, karakteristik agen pelaksana, kondisi ekonomi, sosial dan politik, dan sikap para pelaksana. Penelitian ini menggunakan metode penelitian deskriptif kualitatif, melalui observasi, wawancara, dokumentasi dan triangulasi. Sumber data diperoleh dari informan kunci yaitu Kepala Seksi Kesehatan Keluarga dan Gizi Dinas Kesehatan Kabupaten Subang, informan utama yaitu seksi bidang gizi di Puskesmas, kader Posyandu dan masyarakat. Hasil dari penelitian ini mengahasilkan kesimpulan bahwa belum optimalnya implementasi kebijakan Gerakan Nasional Percepatan Perbaikan Gizi di Kabupaten Subang ditentukan oleh Dimensi standar dan sasaran kebijakan, sumberdaya, komunikasi antar organisasi, karakteristik agen pelaksana, kondisi ekonomi, sosial dan politik, dan sikap para pelaksana. Kata Kunci: Implementasi Kebijakan, Gizi, Subang Abstract Researchers are interested in researching the implementation of the National Movement for the Acceleration of Nutrition Improvement in Subang Regency, because the implementation of nutrition improvement policies in Subang Regency has not been optimal. The purpose of this study was to determine why the implementation of the National Movement for the Acceleration of Nutrition Improvement in Subang District was not optimal, and what factors influence it. Based on the problems in the background, the researcher will use the policy implementation approach proposed by Van Metter and Van Horn. This implementation approach model is considered appropriate with the research problem because the determining factors for the success or failure of a policy implementation in this study are influenced by: standard and objective, resources, characteristic of the implementation agencies, quality of inter organizational relationships, disposition of response on the implementers, The economic, social and political environment. This research uses descriptive qualitative research methods, through observation, interviews, documentation and triangulation. Sources of data were obtained from key informants namely the Head of the Nutrition and Public Health Division of the Subang District Health Office, the nutrition section at the Puskesmas, Posyandu cadres and the community. The results of this study lead to the conclusion that the implementation of the National Movement for the Acceleration of Nutrition Improvement in Subang Regency is not optimal yet determined by factors of Policy standard and objective, resources, characteristic of the implementation agencies, quality of inter organizational relationships, disposition of response on the implementers, The economic, social and political environment. Abstract

Sexual violence against children constitutes a serious crime with multidimensional and long-term impacts, thereby justifying its classification as an extraordinary crime. This crime not only violates children’s human rights but also threatens the quality of human resources and the sustainability of national development. From a criminological perspective, sexual violence against children is influenced by unequal power relations, social environmental factors, and weaknesses in prevention systems and law enforcement. Indonesia has enacted various criminal law instruments and child protection policies, including Law Number 35 of 2014 on Child Protection and Law Number 12 of 2022 on Sexual Violence Crimes. Nevertheless, the persistently high incidence of sexual violence against children indicates problems related to policy effectiveness and gaps in regulatory implementation at the practical level. This study aims to analyze sexual violence against children as an extraordinary crime from a criminological perspective, to evaluate the effectiveness of child protection–based criminal law policies, and to identify gaps between the normative legal framework and regulatory implementation in Indonesia. The research employs normative legal research using statutory, conceptual, and criminological approaches. The findings reveal that, normatively, criminal law policies have recognized sexual violence against children as a serious crime through the imposition of severe criminal sanctions and the adoption of a victim protection approach. However, in practice, various obstacles remain, including weak inter-agency coordination, limited human resources, insufficient trauma-based recovery services, and a legal culture that has not fully sided with victims. Therefore, strengthening more integrated, victim-oriented, and child-sensitive policies is necessary to bridge the gap between normative law and the realities of law enforcement..
