Abstract

This research discusses the performance of supervision carried out by the Ombudsman of the Republic of Indonesia as an agency that provides public services in order to realize good governance in 2020. This study aims to analyze the effectiveness of the performance of the Ombudsman of the Republic of Indonesia whose position is to supervise the implementation of public services in realizing good governance in Indonesia in 2020. In this study, the author used a qualitative method that went through a juridical-normative approach. In collecting the data, the researcher collected data from a wide variety of legal literature, then described according to the focus of this study. This research shows the results that the Ombudsman of the Republic of Indonesia, whose position is to supervise the implementation of public services in realizing good governance, can be said to be quite effective, especially in 2020. This is shown by the realization of the settlement of public complaints against the implementation of public services that have exceeded the target in 2020, which is evidenced by community satisfaction with several indicators such as the speed of service time and the suitability of service products that are considered good by the community. The performance of the Ombudsman of the Republic of Indonesia in realizing good governance is also supported by strengthening the general principles of good governance. Abstract

Penelitian ini bertujuan untuk menganalisis bagaimana realisasi penggunaan dana alokasi khusus (DAK) nonfisik dalam bidang pelayanan administrasi kependudukan di Dinas Kependudukan dan Pencatatan Sipil Kota Semarang. Penelitian ini juga bertujuan untuk memahami bagaimana kerangka hukum peraturan perundang-undangan terkait topik yang diangkat dalam penelitian ini. Metode penelitian yang digunakan dalam penelitian antara lain yaitu metode penelitian kualitatif dengan pendekatan normatif-empiris. Penulis menggunakan tiga jenis pendekatan normatif, antara lain pendekatan perundang-undangan, pendekatan konseptual, dan pendekatan analitis Data-data dalam penelitian ini diperoleh melalui metode wawancara dengan narasumber di bidangnya serta dokumentasi laporan anggaran dari Dinas Kependudukan dan Pencatatan Sipil Kota Semarang. Hasil dari penelitian ini diperoleh bahwa pada tahun anggaran 2020, penyerapan anggaran dana alokasi khusus nonfisik di bidang pelayanan administrasi kependudukan belum mencapai titik optimal 100%, dikarenakan masih terdapat sisa lebih pembiayaan anggaran (SILPA). Penggunaan DAK nonfisik yang belum optimal tersebut mencakup pembiayaan beberapa kegiatan, seperti program pengembangan sistem administrasi kependudukan (SAK), rapat-rapat koordinasi dan konsultasi serta bimtek mengenai DAK nonfisik. Penggunaan DAK nonfisik difokuskan untuk menciptakan sistem administrasi kependudukan yang adaptif dan responsif dengan memanfaatkan perkembangan teknologi. Disamping itu, berdasarkan hasil analisis penulis, ditemukan peraturan perundang-undangan yang masuk kedalam kerangka hukum secara garis besar antara lain dari Undang-Undang Dasar Negara Republik Indonesia Tahun 1945, European Charter of Local Self-Government, berbagai undang-undang yang mengatur mengenai DAK dan keuangan daerah, serta peraturan menteri terkait. Seluruh instrumen hukum tersebut mengandung prinsip-prinsip yang tidak bertentangan dan memiliki relevansi dengan topik penulisan ini. Kata kunci: administrasi kependudukan; DAK nonfisik; optimalisasi Abstract This study aims to analyze the realization of the use of non-physical DAK in population administration services at the Semarang City Population and Civil Registration Office. This research also seeks to understand how the legal framework of laws and regulations related to the topics raised in this research. The research methods used include qualitative research methods with a normative-empirical approach. The author uses three normative approaches: a legislative strategy, a conceptual approach, and an analytical approach. The data in this study was obtained through interviews and budget report documentation from the Semarang City Population and Civil Registration Office. The results of this study showed that in the 2020 fiscal year, the absorption of the non-physical DAK in population administration services has not reached the optimal point of 100% because there is still a surplus of budget financing. The use of non-physical DAK that is not yet optimal includes financing several activities, such as the population administration system development program, coordination and consultation meetings, and technical guidance on non-physical DAK. The use of non-physical DAK is focused on creating an adaptive and responsive population administration system by utilizing technological developments In addition, based on the results of the author's analysis, it was found that laws and regulations that are included in the legal framework, in general, include the 1945 Constitution of the Republic of Indonesia, the European Charter of Local Self-Government, various laws that regulate DAK and regional finance, as well as related ministerial regulations. All of these legal instruments contain principles that do not contradict and are relevant to the topic of this writing. Keywords: non-physical DAK; Optimization; population administration
