Abstract

Pertanian merupakan salah satu sektor yang mampu memberikan dampak positif terhadap perkembangan ekonomi di Indonesia. Namun pada kenyataanya, tidak semua masyarakat Indonesia khususnya di Desa Benua Ratu, Kecamatan Luas, Kabupaten Kaur, Bengkulu memiliki atau mampu mengelola lahan pertanian. Salah satu solusi yang dapat ditempuh adalah kerjasama pertanian (akad muzara’ah) antara pemilik lahan dan penggarap dengan perjanjian bagi hasil. Penelitian bertujuan untuk mengetahui mekanisme bagi hasil pertanian (akad muzara’ah) yang terjadi di Desa Benua Ratu ditinjau dari perspektif ekonomi Islam. Adapun metode yang digunakan adalah metode kualitatif dengan jenis penelitian berupa penelitian lapangan (field research) dan pendekatan penelitian menggunakan studi kasus yang dijelaskan dalam bentuk deskriptif kualitatif. Informan penelitian ini berjumlah 5 orang, terdiri dari 3 orang pemilik lahan dan 2 orang penggarap. Teknik pengumpulan data diperoleh melalui observasi dan wawancara dengan teknik analisis menggunakan analisis isi (content analysis). Hasil dari penelitian disimpulkan bahwa mekanisme kerja sama pertanian (akad muzara’ah) di Desa Benua Ratu Kecamatan Luas Kabupaten Kaur Bengkulu telah memenuhi rukun akad muzara’ah yaitu adanya ijab dan kabul yang dilakukan secara lisan antara pemilik lahan dan penggarap. Adapun hal-hal yang berkaitan dengan syarat pelaksanaan akad akad muzara’ah diperoleh bahwa syarat yang berkaitan dengan tanaman, syarat yang berkaitan dengan tanah dan syarat yang berkaitan dengan alat-alat muzara’ah telah sesuai dengan mekanisme kerjasama pertanian dalam perspektif ekonomi syariah. Namun syarat yang berkaitan dengan bagi hasil dan waktu, masih ditemukan beberapa mekanisme kerjasama yang bertentangan dengan konsep akad muzara’ah yaitu adanya tindak kecurangan dalam bagi hasil dan kurangnya kepastian yang berkaitan dengan waktu berakhirnya akad.

Abstract

This study aims to determine the forerunner of the Islamic economic system. The research method used is qualitative research with a research approach (library research). The results of this study indicate that the Islamic economy has started since the Prophet Muhammad SAW served as head of state in Madina, then he made changes to the state's economic and financial system in accordance with the provisions of the Qur'an of the Prophet Muhammad SAW formed the Baitul al Mal, namely all results The collection of state assets is collected first, then issued according to the needs of the state. State income comes from kharaz, zakat, khusz, Jizyah, and other receipts such as kaffarah and inheritance of people who do not have heirs. As for fiscal policy in the early days of Islam, it can be seen that zakat played a very important role in achieving the objectives of fiscal policy, namely to finance government spending and to perform regulatory functions in order to achieve certain economic goals, such as economic growth and the creation of investment and employment. This is not much different from the function of taxes in modern fiscal policy. Therefore, zakat and taxes have similarities in their position in fiscal policy.

Abstract

This study aims to identify and examine local economic empowerment strategies through strengthening capital financing for Micro, Small, and Medium Enterprises (MSMEs) producing traditional Bengkulu souvenirs based on Islamic economic principles. A mixed methods approach was applied involving 120 MSMEs located in three major districts of Bengkulu, namely Central Bengkulu, Seluma, and Kaur. Primary data were collected through structured questionnaires with a validity score of 0.84 and a reliability score of 0.91, as well as in-depth interviews with business owners and representatives of Islamic financial institutions. Data analysis employed descriptive statistics, multiple regression, and thematic analysis to examine the relationship between Islamic financing factors, including musyarakah, mudharabah, ijarah, and wakalah, and business performance measured by revenue growth, job creation, and product sustainability. The results indicate that the musyarakah financing model had the most significant effect on increasing revenue (β = 0.42; p < 0.001) and job creation (β = 0.35; p < 0.01). In addition, trust in Islamic financial institutions and product compatibility with local cultural values were identified as important moderating factors. This study concludes that Islamic economic-based financing strategies, particularly through musyarakah schemes, can serve as effective instruments for empowering the local economy of Bengkulu traditional souvenir MSMEs while simultaneously strengthening the integration of socio-cultural values with ethical financial principles. The policy implications of this study include the development of specialized Islamic financing products for the traditional culinary sector and the enhancement of the capacity of regional Islamic financial institutions

Abstract

Tourism as a potential sector in empowering the local economy has attracted the attention of many parties, especially in areas that have high cultural and historical value. One place that has great potential to be developed as a tourist destination is the Red and White House in Bengkulu. This building not only holds important historical value for the Indonesian nation, but also has the potential to become a tourist attraction that can have a positive impact on the local economy. This research uses a qualitative approach with the aim of exploring and understanding more deeply the tourism potential of the Red and White House in supporting the economic empowerment of local communities. Through interviews with tourism actors, tourist attraction managers, and local communities, this research analyzes the role of the Red and White House as a local economic resource, as well as the challenges faced in its development. This research also explores how the potential for history-based tourism can create jobs, increase community income, and strengthen local cultural identity. The research results show that although the Red and White House has great potential, there are a number of challenges that need to be overcome, such as lack of promotion, limited infrastructure, and minimal training for managers and the community. With a deep understanding of the potential and challenges, this research offers recommendations for more effective development strategies in maximizing the contribution of Red and White House tourism to empowering the local economy of Bengkulu.
