Abstract

This study set out to ascertain whether the provincial governments of West Java and DKI Jakarta will adopt a performance-oriented budgeting approach. A case study using a qualitative methodology is the research technique employed. This study makes use of secondary data that is comparative-analyzed from a variety of literary sources, including government publications, news articles, and journals. The results of this exploratory inquiry demonstrate that a full paradigm shift in the issue between legislative and executive policies that result in system change is still lacking in consistency and completeness. This is because old procedures are being used, and their size and cost requirements are unclear. What is needed is an integrated monitoring system that, with the support of regional leaders and without any sectoral ego among field agents, other areas could adopt. Then, greater budget transparency must keep pushing government organizations to use faster, higher-quality electronic procurement of products and services, or e-procurement (e-proc).

Abstract

Abstract Pada abad ke-16 hingga ke-18, perdagangan rempah-rempah Aceh memainkan peran penting dalam perekonomian provinsi. Ini menghubungkannya dengan jalur perdagangan internasional melalui Selat Malaka. Sebagai perantara dalam perdagangan rempah, broker Tionghoa memainkan peran penting dalam menghubungkan Aceh dengan pasar global, termasuk China, India, dan Eropa. Penelitian ini mengeksplorasi peran broker Tionghoa dalam dinamika perdagangan rempah dan bagaimana interaksi ini memengaruhi posisi Aceh dalam perdagangan internasional Dalam penelitian ini menggunakan metode Sejarah, melibatkan analisis peristiwa sejarah melalui rangkaian tindakan yang sistematis. Dimulai dengan mengumpulkan sumber sejarah sekunder, termasuk Buku dan Artikel di Jurnal. Setelah itu, kritik sumber dilakukan untuk memastikan bahwa informasi yang diperoleh asli dan kredibel. Studi ini menemukan bahwa broker Tionghoa membantu mempercepat jalur perdagangan rempah dan memperkuat hubungan ekonomi Aceh dengan negara lain, memperkuat posisi Aceh dalam jaringan perdagangan global. Abstract From the 16th to the 18th century, the spice trade in Aceh played a crucial role in the province's economy, connecting it to international trade routes through the Strait of Malacca. As intermediaries in the spice trade, Chinese brokers played a significant role in linking Aceh to global markets, including China, India, and Europe. This study explores the role of Chinese brokers in the dynamics of the spice trade and how this interaction influenced Aceh's position in international trade. This research uses the historical method, involving the analysis of historical events through a systematic series of actions. It begins with collecting secondary historical sources, including books and journal articles. After that, source criticism is carried out to ensure that the information obtained is authentic and credible. The study finds that Chinese brokers helped expedite spice trade routes and strengthen Aceh's economic ties with other countries, solidifying Aceh’s position in the global trade network.
