Abstract

Budaya Minangkabau sebagai suatu indentitas dari etnis masyarakat Sumatera Barat haruslah dilestarikan dan dijaga keutuhannya. Pelestarian budaya Minangkabau sudah menjadi tanggungjawab dan peran bagi seluruh elemen masyarakat terutama para pemangku adat seperti ninik mamak dalam menjaga agar budaya tersebut tidak hilang ataupun pudar oleh perkembangan zaman. Penelitian ini bertujuan untuk mendeskripsikan peranan kepemimpinan ninik mamak dalam pelestarian budaya Minangkabau di Nagari Kayu Tanam, Kabupaten Padang Pariaman, Sumatera Barat, Faktor yang menyebabkan pudarnya budaya Minangkabau, kendala yang dihadapi dalam pelestraian budaya serta solusi dalam mengatasi pudarnya budaya Minangkabau. Penelitian ini menggunakan pendekatan kualitatif deskriptif analisis dengan pengumpulan data berupa wawancara kepada informan serta melalui observasi atau pengamatan peneliti. Hasil dari penelitian ini menunjukkan bahwa peranan ninik mamak sebagai tokoh adat di Minangkabau memiliki peran yang sangat penting dalam menjaga kelestarian dan keaslian budaya Minangkabau. Ninik mamak berperan dalam memberikan perhatian dan nesehat terhadap pelaksanaan budaya agar kebudayaan itu tetap ada dan terjaga sebagaimana mestinya. Key words: Peranan, Ninik Mamak, Pelestarian, Budaya Minangkabau

Abstract

This article aims to discuss GNP and GDP as the main indicators in measuring community welfare. The research method used in writing this article is library research or literature study. The research results show that GNP reflects the total value of services and goods obtained by citizens, both inside and outside the country, while GDP only calculates the value of production within a country's geographical boundaries. Furthermore, in considering production factors, GNP measures the total production produced by a country's citizens, both within the country and abroad. Meanwhile, GDP only includes production that occurs within the country itself. In terms of the influence of income from abroad, GNP also takes into account the income earned by citizens from abroad and reduces the income received by foreign citizens residing in the country. In contrast, GDP does not consider the income received by citizens from abroad.

Abstract

Generation Z (Gen Z) constitutes a significant segment of the electorate in Indonesian general elections; however, their political participation in regional head elections remains consistently low. This limited engagement is likely influenced by factors such as exposure to inaccurate information, low political self-efficacy, and insufficient depth of digital literacy. The study aims to examine the influence of social media campaigning, digital literacy, and political efficacy on the political participation of Gen Z voters in the 2024 Pilkada in the City of Padang. A quantitative approach with a survey design was employed, involving 100 purposively selected Gen Z respondents residing in Padang. Data were analyzed using multiple linear regression to test the research hypotheses. Inferential analysis demonstrated that social media campaigning (β = 0.320, p < 0.001), digital literacy (β = 0.280, p < 0.01), and political efficacy (β = 0.410, p < 0.001) partially and simultaneously exerted positive and statistically significant effects on Gen Z’s political participation, collectively explaining 68.5% of the variance in participation. Political efficacy emerged as the strongest predictor, followed by digital literacy, which also significantly contributed to increased electoral engagement among young voters. These findings enrich the scholarly understanding of youth political participation dynamics in the digital era and offer practical implications for the General Elections Commission of Indonesia. Specifically, they underscore the need for more effective digital interventions, such as integrated social media campaigns combined with targeted digital literacy education to enhance Gen Z's active participation in future regional elections and thereby strengthen local democratic processes.

Abstract

This study aims to understand the role of regional financial management policies and their implications for regional governance. This study uses a literature review method by examining various scientific articles discussing regional financial policies, budget management, and governance practices. The results of the discussion indicate that regional financial management policies not only function as technical guidelines for budget management but also as an important instrument in building orderly and directed governance. The quality of budget planning, flexible yet controlled implementation, and effective oversight are key factors influencing the accountability and efficiency of regional financial management. Furthermore, consistent policy implementation encourages transparency and strengthens the institutional capacity of regional governments, despite the challenges of differences in resource capabilities and regional fiscal conditions. Overall, regional financial management policies play a strategic role in strengthening regional governance and supporting public interest-oriented governance.
