Abstract

For the agenda of generalization of local development and districtexpansion which is aimed to improvement of human resource creativity and levying of supporting facilities for requirement of public, the extension of Klepu district Semarang Regency is donewith Government Regulation of Republik Indonesia number 48 year of 1996 about forming of Pringapus district in Semarang Regency Central Java Province area. The purposes of this research are: to know and describe theimplementation process of Law Number 25 year of 2009, the factors or the resistances arising in implementation process of Law Number 25 year of 2009, and the efforts which are done by Head or officer of Bergas District Semarang Regency in maximizing the implementation process of Law Number 25 year of 2009.To reach the purposes, this research used qualitativedescriptive research method. That the public service in Bergas District office have been as according to Law number 25 year of 2009 and Government Regulation number 96 year of 2012. The factors or resistances for example policy of implementation regulation and technical regulation with tempo ± 3 yearsperiod (in policy side).The limitation of good human resource as according to activity type of publicservice; supporting facilities, infrastructure and publication/socialization of implementation program of public service. The effort of District government officer with all the limitations is keep implementthe Law number 25 year of 2009 with result of assessment of service performance in same category between service implementer and receiver.Researchersuggests service standard and service communiqué must be publicizedto public as service receiver, place the service implementer officer must have behavior and settlement of service counter space in level ofsub-district must be equalized and also coordination and communication need to be improved the implementation, so that public service can be enjoyed by service receiver.

Abstract

Bureaucracy political rights neutrality still needs to be done to see attitude and behavior of bureaucracy who impartial to one of candidate in Local Leaders Election at execution of Regional election of regent and vice regent on  December 9th, 2015 has well and safety held with winner polling is incumbent candidates as regent and vice regent of Semarang. General election as supporting facilities for democracy has arranged bureaucracy political rights neutrality, either to political party and also candidates (president, governor, Regent/Mayor), General Election Laws Number 32 Year of 2004 section 86 and section 76 and section 79, and Government Laws number 6 year 2005 section 61 and section 62, also with Laws Number 5 year 2014 section 87 article 4 item c. The purpose is: 1) To know candidates who entangles bureaucracy (functional and structural official in state official as participant and campaign expert in general elections of regent and vice regent of Semarang year 2015. 2) To know political rights neutrality in execution of regional election of regent and vice regent of Semarang year 2015. To reach the purpose, this research used qualitative descriptive method. Data analysis of Civil Servants Neutrality and involvement of bureaucracy official (Civil Servants) that becomes cause existence of opportunity to do collision in regional election for example: regional leader authority lifting, mutation, and discharge from and in 2nd echelon at local government specified by a regent after consulting to Governor (see government laws number 96 year 2000 and Laws Number 32 year 2004 section 130 article 2), then prohibition of candidates and neutral attitude of political rights  have been arranged in the law and regulation with management of officer applies merit system bureaucracy. Research result which can be generalized collision of prohibition of involvement in campaign happened not done by Civil Servants and bureaucracy functionary in service country and position of politics rights of Civil Servants at neutral.

Abstract

The Constitutional Court as the judicial authority is responsible for maintaining the constitution directly and participates in  strengthening the rights of human rights. This is drawn directly from the nature of the understanding that the constitution itself as a political document that protects the rights of human rights of every citizen and people who live in the country. The constitutional functions are the first, limiting the powers contained in the constitutional scheme of a nation, and second, to formulate protection constitutional rights of the citizens and the rights of human as a whole. That is why the role of the Constitutional Court directly correlated with the significance of the role of enforcement agencies of human rights in terms of “norms control”. Embodiment of constitutional and judicial review is examining through compliance with the norms of the constitution messages that cannot be separated from the universality of normative messages of human rights.
Public Satisfaction to District Integrated Administration Services (PATEN) at Bancak District, Semarang Regency Fakih, Moh.

Abstract

In the context of developing and optimizing the role of districts in regional autonomy through improving public services, it is expected that create equitable regional development and provide quality services and public satisfaction. Integrated District Administrative Services (PATEN) as a policy submitted to the district government to improve the quality of public services that must be according to the needs and satisfaction of the people in public service standards. Public satisfaction has been determined by 9 service elements as a measure of the quality of public services. Purpose of this research is to identify the PATEN given by Bancak District, Semarang Regency and satisfaction level of Bancak District people about PATEN in 2019. To achieve the purpose, this research used descriptive qualitative research methods. In achieving the quality-of-service performance at Bancak District cannot be separated from the constraints and efforts made to adjust to the requirements (substantive, administrative, and technical). Public satisfaction from the survey results based on 9 service elements in Public Satisfaction Index shows good service performance and good service quality (B) and also average of satisfaction index to services 3.242. The value of the public satisfaction index after converting is obtained 81.053 (satisfying). Suggestions for increasing public satisfaction include: policies on delegation of authority related to substantive requirements need to be added and reinforced, support and guidance of Human Resource personnel in implementing PATEN, coordination between work units, and PATEN implementers as a whole in charge of the main duties and functions of PATEN.
