Abstract

Indonesia National Sports Games (PON XX) has been successfully held far away from the capital city Jakarta. Located in Papua, PON 20th became the first national sports event hosted in the far east of Indonesia’s province. The agenda is more than just a quadrennial sporting event for the Indonesian Government. The event has become an instrument strategy of soft diplomacy that aimed to deal with domestic and international issues in Papua. This research aimed to discuss the relations between The National Sports Week (PON) XX in Papua and the sports diplomacy for the Indonesian Government to understand development agendas in eastern Indonesia better. The author uses a qualitative study case method to discover how far the sports event can contribute positively towards domestic and international issues of the country. The data source will be gathered from secondary resources, including journals, articles, news, and documents for analysis purposes. The author argues that the National Sports Event (PON) Papua 20th has positively impacted the Indonesian national effort to develop eastern Indonesia.

Abstract

Purpose: The delimitation of territory is an important issue during the era of regional autonomy implementation in Indonesia. Territorial boundaries must be established in order to explore the potential of each region. Therefore, territorial boundary affirmation is important for preventing territorial conflicts that can cause both material and non-material losses. One way to minimize territorial boundary conflicts is to create a map of regional boundaries based on applicable laws and regulations (administrative order). Mapping administrative boundaries to the RT/RW level can improve the quality of governance and as a form of village/village development. This educational activity was conducted to increase public awareness of the orderly administration of regional boundaries, especially in the Rukun Masyarakat area. The service activity involves three stages: preparation, implementation, and evaluation. Methodology/approach: This service activity is in the form of socialization, in which the service team collaborates with Sungai Jawi Village in Pontianak City. As a result, community members in Sungai Jawi Village became more aware of the division of administrative areas in their neighborhoods. Results/findings: This socialization provides a clearer understanding of the duties and functions of Rukun Masyarakats as well as the administrative boundaries of each RW, thereby minimizing the potential for conflict and misunderstanding regarding regional boundaries. Limitation: Focuses on maximizing the role of the community in the orderly administration of the Rukun Warga area boundaries Contribution: It is hoped that education through socialization, awareness, and active participation of the community in maintaining the administrative order of regional boundaries will increase.

Abstract

Kebutuhan masyarakat terhadap pelayanan kesehatan semakin meningkat sehingga inovasi pemerintah dalam mengelola pelayanan sangat diperlukan. Pelayanan kesehatan yang diberikan pemerintah saat ini berupa Jaminan Kesehatan Nasional (JKN). Program ini dilaksanakan oleh Badan Penyelenggaraan Jaminan Sosial (BPJS) mulai 1 Januari 2014. Seluruh fasilitas kesehatan milik pemerintah wajib berpartisipasi dalam program ini, salah satunya Rumah Sakit Umum Daerah (RSDU) Sultan Syarif Mohammad Alkadrier Kota Pontianak. Namun, dalam pelaksanaan program ini masih terdapat keluhan dari masyarakat terkait pelayanan seperti tidak tersedianya stok obat, keterlambatan dokter dalam pelayanan, dan kurangnya informasi terkait kepesertaan JKN. Peneliti menggunakan pendekatan kualitatif dengan memaparkan permasalahan atau objek yang diteliti. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah observasi, wawancara, dan studi dokumentasi. Hasil penelitian ini menunjukkan bahwa pelaksanaan program pelayanan kesehatan bagi pelanggan JKN di RSUD Sultan Syarif Mohammad Alkadrie kota Pontianak dipengaruhi oleh sembilan faktor yaitu kepentingan dipengaruhi oleh kebijakan; jenis manfaat yang akan dihasilkan; kisaran perubahan yang diinginkan, posisi pengambil keputusan, pelaksana program, sumber daya manusia yang disediakan, kekuatan kepentingan dan strategi aktor yang terlibat, karakteristik lembaga dan otoritas, serta kepatuhan dan daya tanggap.
