Abstract

Indonesia National Sports Games (PON XX) has been successfully held far away from the capital city Jakarta. Located in Papua, PON 20th became the first national sports event hosted in the far east of Indonesia’s province. The agenda is more than just a quadrennial sporting event for the Indonesian Government. The event has become an instrument strategy of soft diplomacy that aimed to deal with domestic and international issues in Papua. This research aimed to discuss the relations between The National Sports Week (PON) XX in Papua and the sports diplomacy for the Indonesian Government to understand development agendas in eastern Indonesia better. The author uses a qualitative study case method to discover how far the sports event can contribute positively towards domestic and international issues of the country. The data source will be gathered from secondary resources, including journals, articles, news, and documents for analysis purposes. The author argues that the National Sports Event (PON) Papua 20th has positively impacted the Indonesian national effort to develop eastern Indonesia.

Abstract

Pemilu serentak tahun 2024 mendatangkan sebuah fenomena baru dalam mekanisme pemerintahan di Indonesia, khususnya pemerintahan daerah, yakni terdapatnya 271 kekosongan kepala daerah sebab habisnya masa jabatan. Sebagai langkah mengatasi permasalahan tersebut maka pemerintahan pusat, melalui Kemendagri melakukan penunjukan pejabat kepala daerah untuk mengisi kekosongan tersebut. Namun, penunjukan oleh Kemendagri rupanya mendapat pertentangan dari masyarakat akibat mekanisme yang tidak jelas. Pejabat yang ditunjuk juga tidak sesuai dengan ketentuan dan ketetapan putusan MK hingga potensi-potensi penumpang gelap berupa kepentingan politik dalam penunjukan tersebut. Padahal saat ini penunjukan baru terjadi pada beberapa daerah yang sudah memasuki akhir masa jabatan kepala daerah, dimana mayoritas daerah tersebut merupakan kawasan dengan potensi konflik yang tidak tinggi tetapi hal tersebut sudah mendatangkan gejala konflik. Sesungguhnya dinamika apa yang akan terjadi di daerah dampak dari berlakukanya pemilu serentak 2024 tersebut? Lalu apakah yang akan terjadi jika penunjukan tersebut dilakukan pada daerah yang memiliki latar sebagai kawasan rawan konflik? Potensi dinamika apa saja yang akan hadir menyertainya? Oleh sebab itu, dalam menganalisis dinamika yang akan terjadi sebab pemilu serentak 2024 dan dampaknya terhadap daerah rawan konflik jika penunjukan pejabat daerah dilakukan maka digunakanlah pendekatan konflik, demokrasi dan primordialisme. Pengunaan pendekatan ini memudahkan kita untuk menganalisa bagaimana proses dan latar belakang sebuah konflik serta kemudian mengkelompokan aktor-aktor dalam konlfik. Pada akhirnya kita dapat melihat bagaimana aktor yang terlibat dalam konflik sebagai penguasa politik membentuk isu-isu politik dan primordial untuk mempermudah perjuangan mereka dalam mempertahankan kekuasaan politiknya. Kita dapat juga melihat bagaimana pengabungan isu-isu politik dan primordialisme sebagai sebuah bahan baku solidaritas politik sebagai bentuk tekanan politik dan potensi dampak dari pengabungan isu tersebut dalam kehidupan berbangsa dan bernegara.

Abstract

Simultaneous elections in 2024 are a democratic party agenda that is held every five years. This research aims to describe how political party strategies are preparing for the 2024 elections. In 2017, PDIP and PKB were the two winning parties in the singkawang city regional head election. These two parties each have a large mass support base in Singkawang city also more important were the 1st and 2nd winner of general election 2024 that will be the object of this research that will be the object of this research. By using a qualitative approach, namely through in-depth interviews for primary data and and using secondary data sources such as news, journal articles and documentation to obtain complete data. Data analysis is carried out by filtering information and validating data by triangulating sources with the aim of increasing the validity and reliability of research results. The author found that both parties have their own strategies in an effort to win the 2024 elections, namely through offensive and defensive strategies. Offensive strategies are strategies that focus on expanding the voter market while defensive strategies are more about internal party strengthening and coordination.

Abstract

When it comes to palm oil, Indonesia dominates the global market. However, the European Union Parliament’s Renewable Energy Directive (RED) policy created roadblocks for the Indonesian palm oil industry’s European exports because the product did not adhere to sustainability principles. In 2009, Indonesia adopted the Indonesian Sustainable Palm Oil (ISPO) policy in response to the European Union’s RED. This policy aims to promote sustainable practices on oil palm plantations. The government of Indonesia is likewise working to increase ISPO’s visibility abroad. Regarding Indonesian provinces, West Kalimantan has the third-largest area dedicated to oil palm plantations. However, only a few palm oil producers have obtained ISPO certification. This study aims to determine why the ISPO policy was ineffective in West Kalimantan by examining the challenges of enforcing the policy through the lenses of sustainable development and policy implementation. A descriptive qualitative method was applied, with data gathered through in-depth interviews, observation, and documentation. Non-specific policy substance, information restrictions, governmental policies not supporting implementation, and probable distribution problems among the parties engaged in execution were only a few factors this study cited impeding the ISPO policy implementation in West Kalimantan.

Abstract

Many countries have deported and repatriated migrants to reduce the spread of the Covid-19 virus. Global pandemic has effect health, economy and human rights of migrant workers. Indonesia  implement to closing all gates of the country,  including Entikong as on of the  Border State Post area, in West Kalimantan to overcoming the impact of the pandemic. However, the policy has not been effective enough to protect security in Entikong, same as the right for social welfare and health insurance in Indonesian immigrant workers. The purpose of this study is to explore how the government and stakeholders implement the handling and protection of Indonesian migrant workers, especially in the Entikong, West Kalimantan during the Covid-19 pandemic. This paper will be explained with descriptive qualitative through the theoretical framework of border governance and AGIL Talcot Parsons with data collection techniques through interviews and literature studies obtained from journals and research report. The results of this study will emphasize the importance of the synergy carried out by the central government with local governments in the Entikong border area to mitigate Indonesian migrant workers in the Covid-19 pandemic situation for the sake of creating the security and welfare of migrants by paying attention to adaptability and adapting to the needs of the community, mutual understanding between the central and regional governments, integration of interests between stakeholders, and maintaining a pattern of good relations in achieving the interests of overcoming and mitigating Indonesian migrant workers. Keywords: Cross Sectoral, Mitigation, Indonesian Migrant Workers, Entikong. AbstrakBanyak negara yang melakukan deportasi maupun pemulangan bagi para migran demi menekan angka persebaran virus Covid-19. Pandemi global ini telah memberikan ancaman bagi kesehatan, ekonomi maupun hak asasimanusia para pekerja migran. Indonesia telah melakukan serangkaian kebijakan penutupan di seluruh gerbang masuk negara termasuk di wilayah Pos Lintas Batas Negara Entikong, Kalimantan Barat dalam mengatasi dampak dari pandemi tersebut. Namun, implementasi tersebut belum cukup efektif untuk melindungi keamanan, serta hak atas kesejahteraan sosial maupun jaminan kesehatan bagi para pekerja imigran Indonesia. Tujuan dari penelitian ini yaitu untuk mengeksplorasi bagaimana implementasi penanganan dan perlindungan pekerja migran Indonesia khususnya di Perbatasan Entikong Kalimantan Barat oleh pemerintah dan para pemangku kepentingan selama masa pandemi  Covid-19. Tulisan ini akan dijelaskan dengan deskriptif kualitatif melalui kerangka teori border governance, AGIL Talcot Parsons dengan teknik pengumpulan data melalui wawancara serta studi pustaka yang didapatkan dari jurnal dan laporan penelitian. Hasil penelitian ini akan menekankan bahwa pentingnya sinergi yang dilakukan pemerintah pusat dengan pemerintah daerah di kawasan perbatasan Entikong untuk memitigasi pekerja migran Indonesia pada situasi pandemi Covid-19 demi terciptanya keamanan dan kesejahteraan migran dengan memperhatikan kemampuan adaptasi dan menyesuaikan dengan kebutuhan masyarakat, saling memahami antara pemerintah pusat dan daerah, integrasi kepentingan antara stakeholder, dan menjaga pola hubungan baik dalam pencapaian kepentingan penanggulangan dan mitigasi pekerja migran Indonesia. Kata Kunci: Lintas Sektoral, Mitigasi, Pekerja Migran Indonesia, Entikong.
