Abstract

The purpose of this research is to find out how the effectiveness of development meetings in Batupoaro District, Baubau City, regarding the implementation of infrastructure development results in 2020, and to formulate key indicators for the effectiveness of Musrenbang, Batupoaro District, Baubau City. The research was carried out in a qualitative and quantitative descriptive manner using data analysis methods, namely Interpretative Structural Modeling (ISM) and Important Performance Analysis (IPA). The sample used was 70 respondents who were determined by simple random sampling. The results showed that the implementation of the results of the Musrenbang on Batupoaro sub-district infrastructure was categorized as not yet/ineffective. While the key indicators driving the effectiveness of the Musrenbang Batupoaro District are: (1). Right on target, (2) Community needs, (3) Right program, (4) Budget availability, (5) Fairness, (6) Transparent, (7) Representative, (8) Accountability, (9) Responsiveness, (10) Participation, (11) Legal compliance, (12) Supervision, (13) HR implementation of Musrenbang, (14) Leadership commitment, (15) DPRD recess together with Musrenbang, (16 ) Policy formulation.

Abstract

Empowering farmers is an important thing amid many agricultural problems and farmers powerlessness to expand their agricultural business. It is hoped that a development of sago agroindustry can increase farmers’ potentials and in turn improve their welfares. This study aimed to: analyze the empowerment of farmers who process the sago; analyze the level employment in the development of sago; analyze the level of incomes earned by the sago- processing  farmers. The study was conducted in the village of Tinengi, at the district of Tinondo in East Kolaka Regency. Population of the study was farmers who processed sago. Sampels were determined using a purposive method. Results of the study show that an association of sago-processing farmers is made up several groups of non-formal sago-processing business. In actuality, the number of employment created in the sago processing business is 493 HOK/ha/years, whereas if the sago land area is increased to 2 hectares, the amount of labor that can be absorbed is 1120 HOK /year. Sago processing farmers' income on a land area of 1 hectare is Rp 1.170.438,-/month, but if the sago land area is increased to 2 hectares, the income increases to Rp 5.521.533,-/month..Keywords: empowering; development of sago; employment; income

Abstract

This study was conducted from October to November 2016 at the sub district of Wundulako in Kolaka regency. It aimed to analyze the finansial feasibility of hand-traktor operation at the sub district of Wundulako in Kolaka regency and to analyze the number of optimal hand-tractor needed to cultivate farm lands at the sub district of Wundulako in Kolaka regency. The study used a simple random sampling method involving 65 out of 180 farmers who owned a hand-tractor. Data were analyzed usingthe cost ratio revenue analysis (R/C ratio) and analysis of machinery needs. Types of data used were primary and secondary data. Results of the study showed that the financial feasibility of farmers who awn a hand-tractor to rent the showed an R/C ratio of 1,,46, so renting hand-tractor in the research site was beneficial with an R/C ratio of > 1. The results of a needs analysis conducted engine then obtained optimal machine to meet the needs of tractor engines with an average of 7.74 hectares of paddy processed that as many as 13 units of the machine with the efficient level of work machine 62%, and if the level of efficiency of the engine increases to 100% then tractor optimal requirements needed 7 units with the same processing area, while the increase in the work efficiency of 200% is obtained tractor engine 4 units. Further, if all tractors work the land with a total of 503 hectares processed at the rate of efficiency of 62%, 100%, 200%, the tractor is needed to optimize the needs of the 811, 503 and 251 units.Keywords : renting of hand-tractor, needs for hand-tractor.
