Abstract

Abstract: Drug abuse in Indonesia is increasing from year to year, causing very detrimental consequences for individuals or society, especially the younger generation. can result in greater danger to the life and cultural values of the nation which in the end will be able to weaken national security. Drug abuse is currently the main topic of discussion in Indonesia. Where the government has a policy to form an institution that can prevent or overcome drug abuse. Guidance to restore and develop positive behavior in rehabilitation patients. The purpose of this research is to find out the role of the Indonesian Bhayangkara Narcotics Abuse Prevention Rehabilitation Institute (LRPPN-BI) for drug addicts. It is hoped that this research can add to knowledge in discussing the role of rehabilitation institutions in dealing with drug abuse problems and can provide positive input for the government of Medan City in making decisions related to drug abuse. The research method used in this study is descriptive qualitative which explains the phenomenon in depth through data collection. This study uses the theory presented by Agus Dwiyanto with performance indicators which include policy measures and objectives, productivity, service quality, responsiveness, accountability, accountability.Keywords: drug addict; rehabilition; LRPPN-BI Abstrak: Penyalahgunaan narkoba di Indonesia semakin meningkat dari tahun ketahun, menimbulkan akibat yang sangat merugikan bagi perseorangan atau masyarakat khususnya generasi muda. dapat mengakibatkan bahaya yang lebth besar bagi kehidupan dan nilai-nilai budaya bangsa yang pada akhimya akan dapat melemahkan ketahanan nasional. penyahlagunaan narkoba yang sedang menjadi topik pembahasan utama di Indonesia. Dimana pemerintah memiliki kebijakan untuk membentuk sebuah lembaga yang dapat mencegah atau menaggulangi penyalahgunaan narkoba tersebut. Bimbingan memulihkan dan mengembangkan tingkah laku positif pada pasien rehabilitasi. Tujuan dalam pelitian ini adalah untuk mengetaui bagaimana Peranan Lembaga Rehabilitasi Pencegahan Penyalahgunaan Narkotika Bhayangkara Indonesia (LRPPN-BI) Terhadap Pecandu Narkoba. Penelitian ini diharapkan dapat menambah pengetahuan dalam pembahasan mengenai Peranan lembaga rehabilitasi dalam menangani masalah penyalahgunaan narkoba dan dapat memberikan masukan positif bagi pemerintah Kota Medan dalam pengambilan keputusan yang berhubungan dengan penyalahgunaan narkoba. Metode penelitian yang digunakan dalam penelitian ini adalah kualitatif deskriptif yang menjelaskan fenomena secara mendalam melalui pengumpulan data. Penelitian ini menggunakan teori yang disampaikan oleh Agus Dwiyanto dengan indikator kinerja yang meliputi ukuran dan tujuan kebijakan, produktivitas, kualitas layanan, responsivitas, responsibilitas, akuntabilitas.Kata kunci: pecandu narkoba; rehabilitasi; LRPPN-BI

Abstract

Abstract: The Deli Tua traditional market relocation policy is a policy based on Deli Serdang Regency Regent Regulation No. 688 of 2012 concerning Management of Traditional Markets, Shopping Centers and Modern Stores. The purpose of the Deli Tua market relocation is for spatial planning and building a new market building that can provide a sense of comfort and security for traders and buyers. The method used is a descriptive method with a qualitative approach. Data collection techniques were carried out by means of interviews, observations and documentation related to the implementation of the Deli Tua traditional market relocation policy, Deli Serdang Regency. The results showed that the implementation of the Deli Tua Market relocation policy experienced problems due to the refusal by traders. Therefore, the researcher analyzes the implementation of the Deli Tua Market relocation policy using the Van Meter and Van Horn implementation model which includes standard and objectives, resources, communication among implementers, attitude of implementers and social, economic and political conditions. The researcher found that the obstacles occurred in human resources who lacked knowledge about market relocation, then there was no socialization to traders so that traders were not involved in the construction of new market.Keywords: policy implementation; relocation; traditional market Abstrak: Kebijakan relokasi pasar tradisional Deli Tua merupakan kebijakan berdasarkan Peraturan Bupati Deli Serdang Nomor 688 Tahun 2012 tentang Pengelolaan Pasar Tradisional, Pusat Perbelanjaan dan Toko Modern. Tujuan relokasi pasar Deli Tua adalah untuk penataan ruang dan pembangunan pasar yang dapat memberikan rasa aman dan nyaman bagi pedagang dan pembeli. Metode yang digunakan adalah metode deskriptif dengan pendekatan kualitatif. Teknik pengumpulan data dilakukan dengan wawancara, observasi dan dokumentasi. Peneliti menemukan kendalan terjadi pada SDM yang kurang memiliki pengetahuan tentang relokasi pasar, kemudian tidak adanya sosialisasi kepada pedagang sehingga pedagang tidak dilibatkan dalam pembangunan pasar baru. Hasil penelitian menunjukan bahwa pelaksanaan kebijakan relokasi pasar tradisional Deli Tua menggunakan model implementasi Van Meter dan Van Horn yang meliputi standar dan tujuan, sumber daya, komunikasi antar pelaksana, sikap pelaksana, dan kondisi sosial, ekonomi dan politik.Kata kunci: implementasi kebijakan; relokasi; pasar tradisional

Abstract

Model Kewirausahaan Sosial merupakan konsep kewirausahaan (entrepreneurship) yang mengutamakan kegiatan sosial dengan memberdayakan masyarakat yang berada di lingkungan sekitar kita. Keterlibatan Usaha Mikro, Kecil & Menengah (UMKM) menjadi bagian dari Social- entrepreneurship, untuk mendukung program pembangunan sosial ekonomi masyarakat. Guna mendukung program tersebut, Universitas Sumatera Utara melalui program pengabdian masyarakat (Abdimas) bersama mitra CV. Canthing Kreasindo melakukan program kewirausahaan sosial pengadaan air berkalori hasil inovasi pemanfaatan limbah pesisir menjadi produk kalsium organik yang diaplikasikan menjadi air berkalori. Pendekatan rekayasa sosial (social engineering) dilakukan untuk aplikasi kinerja program dalam meningkatkan taraf sosial ekonomi mitra serta warga di lingkungan Kelurahan Suka Maju, Kecamatan Medan Johor, Sumatera Utara. Sebenarnya mitra belum pernah terlibat dalam kegiatan inovasi, namun setelah program Abdimas dilakukan, mitra dapat melaksanakan kegiatan kewirausahaan sosial inovasi produk kalsium organik, kepada warga Kelurahan di lingkungan mitra. Tujuan pengabdian masyarakat dilakukan untuk mentransfer pengetahuan dan teknologi agar mitra UMKM dapat menjadi bagian dari social entrepreneuship berbasis inovasi produk limbah pesisir. Metode pengabdian dilakukan secara knowledge sharing melalui literasi, FGD (Focus Group Discussion), pelatihan, briefing dan pendampingan, guna mewujudkan kinerja program kepada mitra di lingkungan Kelurahan Suka Maju. Pelaksanaan Abdimas kepada mitra sebelumnya juga sudah melalui observasi, serta wawancara. Hasil kegiatan pengabdian menunjukkan keseriusan mitra dalam membantu program pemerintah daerah guna antisipasi penyebaran Covid’19. Tim Abdimas membantu pendampingan sepenuhnya kepada mitra khususnya pengadaan air berkalori, untuk warga, serta mendampingi mitra sebagai event organizer kegiatan sosialisasi inovasi produk kepada warga Kelurahan Suka Maju. Mitra sudah memiliki konsep ide maupun kreatifitas dalam mengembangkan usaha inovasi baik dari segi promosi maupun packaging produk, hal ini terlihat dari inovasi produk yang dikembangkan. Pada dasarnya komunitas UMKM inovasi binaan tim Abdimas USU mendukung keberadaan kewirausahaan sosial berbasis kalsium organik, guna mendukung Program Pemda (Pemerintah Daerah) dalam mengantisipasi penularan Pandemi Covid’19 di Kotamadya Medan, yang telah ditetapkan sebagai kawasan zona merah. Keberhasilan dan keberlangsungan program kewirausahaan sosial harus di dukung keterlibatan pemerintah, pengusaha, masyarakat melalui pendampingan secara berkelanjutan dengan dukungan kebijakan yang berpihak kepada UMKM.

Abstract

This study aims to determine the quality of service and public compliance in paying Motor Vehicle Tax at the Samsat Stabat office, Langkat Regency, as well as analyzing the effect of service quality on public compliance in paying Motor Vehicle Tax by testing Rahayu theory who said that there was an effect of service quality on tax compliance. The type of research used is associative research (relationship) using quantitative data analysis. The population and sample in this study were taxpayers who were registered at the Samsat Stabat office in Langkat Regency were totaling 100 people. The research instrument used a questionnaire with a Likert scale. Data analysis was performed using Structural Equation Modeling (SEM) using Partial Least Square (PLS) program. SEM consists of 2 models such as measurement model (outer model) and structural model (inner model). Both models test the validity, reliability and research hypotheses. The results showed that the service quality was in the high or appropriate category. Compliance with paying Motor Vehicle Tax is in the high category. and the quality of service has a positive and significant effect on public compliance in paying Motor Vehicle Tax (PKB) at the Stabat Samsat Office of Langkat Regency. The coefficient of determination R Square is 0.869 indicating the magnitude of the effect of service quality on compliance with paying Motor Vehicle Tax (PKB) 86.9% and 13.1% influenced by other factors not examined in this study.

Abstract

The lack of public trust in a leader is the root of the existing problems, the decline in public awareness to pay Taxes on Land and Buildings (PBB) is caused by a lack of socialization and efforts given by the government to the people in PBB. The lack of public awareness of paying PBB is evidenced by the PBB realization data which does not reach the target every year. Where from 2020 to 2022 it was recorded that the Medan Amplas District in the realization of PBB revenue did not reach the target. This study aims to analyze and describe the efforts of the Camats leadership in increasing public awareness to pay PBB. The research method used is descriptive with a qualitative approach. Data collection was carried out through interviews, observation and documentation. The data obtained were then analyzed qualitatively using the Trust and Leadership Theory of Stephen P. Robbins. The results showed that the sub-district heads lack of effort in providing counseling to the community,the sub-district heads figure was not good in the eyes of the community, The value of integrity shown by the camat is not so good, The character of the Camat in terms of benevolence is still not maximally felt by the community. Finally, the camats ability to influence the community is still minimal.

Abstract

Fishermen empowerment programs have thus far failed to sustainably improve the socio-economic conditions of fishing families. According to data from Statistics Indonesia (BPS) in 2023, the national poverty rate remains at 9.36%, far from the 0% poverty target set for 2024, with 70% of the poor population residing in coastal areas, most of whom are engaged in fishing. This failure is attributed to the government's lack of preparedness in understanding the actual conditions of coastal communities, as well as the absence of coordination with innovative university research in the design of empowerment programs. The gap between key actors has rendered intervention efforts less effective. This study aims to integrate the Triple Helix collaboration model as an innovative approach to improve the performance of socio-economic empowerment programs for traditional fishing families by utilizing local waste potential into calcium-based product innovation. The research was conducted in two hamlets of Nelayan Village, Medang Deras Subdistrict, Batubara Regency, North Sumatra, using a social engineering approach through the Participatory Action Research method over one year. The intervention involved mentoring and knowledge transfer through socialization, focus group discussions (FGDs), and training for fisher households. The findings show that the majority of fishers live in conditions of structural poverty, with daily incomes below IDR 50,000 and trapped in debt cycles with middlemen. The training and mentoring intervention on coastal waste processing into calcium-based product innovation successfully led to the formation of innovation-based fisher groups, formalized through the signing of an Institutional Arrangement (IA) with the subdistrict government, which was subsequently adopted as a policy. This study not only presents a contextually relevant collaborative model but also offers a prototype of an empowerment system that is collaborative, circular, and rooted in local needs and potential.
