Abstract

Electronic signatures are an innovation of the population acceleration program, aimed at making population documents more efficient without having to meet face-to-face. There are still damaged documents in the issuance of family cards and the limited number of employees who understand services through electronic signatures are problems. The purpose of the study was to determine the effectiveness of family card issuance services through electronic signatures, obstacles and efforts to overcome them. The method used is descriptive qualitative inductive approach. Data collection techniques were carried out by triangulation which included in-depth interviews (10 informants), observation and documentation. In this paper, an analysis of the effectiveness of family card issuance services through electronic signatures is carried out with the indicators studied, namely (1) Production or productivity, (2) Quality, (3) Efficiency, (4) Flexibility, and (5) Satisfaction. (Gibson and Steers in Sumaryadi (2005:107)).The results showed that the effectiveness of family card issuance services through electronic signatures had been implemented quite well, but still needed improvements in efficiency indicators. Barriers to the effectiveness of family card issuance services through electronic signatures, namely (1) Unstable Network Connections, (2) Lack of Human Resources, (3) Lack of supporting facilities. Efforts are being made to overcome obstacles, namely (1) repairing the server network that is experiencing disruptions, (2) Involving existing employees in training or technical guidance, (3) Adding supporting facilities. Suggestions from the research: (1) reform the system related to optimizing the central network as the organizer of the Electronic Signature policy, (2) increase the number of employees and (3) improve infrastructure facilities. Abstract

Administration of government in improving welfare described in the policy is expected to create good coordination in the Implementation of Structuring Policies in Regional Secretariat Organizations. This study aims to analyze how the implementation of policies on organizational management of the Regional Secretariat of Depok City, West Java Province. The method used in this study is descriptive with a qualitative approach, where data collection techniques are carried out through interviews, observation and documentation. And the factors that influence policy implementation using Edward III’s theory are the dimensions of communication, dimensions of resources, dimensions of disposition and dimensions of bureaucratic structure. The results of the research conducted show that the implementation of organizational structure on performance has not been followed up by equalization of positions in the preparation of SK and Tusinya. Efforts that can be made by the Depok city government are issuing a mayoral regulation regarding work mechanisms or equalization so that employees can work according to their scope of work

Abstract

This research examines the competency of Civil Servants (PNS) in implementing the e-Performance application within the context of preparing and assessing Employee Performance Targets (SKP) at the Donggala Regency Village Community Empowerment Office. The e-Performance application is intended to streamline the management and monitoring of employee performance, thereby enhancing the effectiveness and efficiency of performance evaluation processes. Using a descriptive qualitative method, this research analyzes PNS competencies across five dimensions: Motives, Traits, Self-Concept, Knowledge, and Skills. The findings reveal that civil servants demonstrate adequate competency in the areas of Traits, Self-Concept, and Knowledge, while deficiencies remain in Motives and Skills. The main obstacles identified include low employee motivation, limited understanding of the e-Performance application, and insufficient outreach and technical training. To address these challenges, the research suggests increasing employee motivation, providing internal mentoring, and allocating budgets for outreach and technical training programs.

Abstract

This community service activity aims to enhance the capacity of village government administrators in Banjaran Village, Maja District, Majalengka Regency, West Java Province in realizing more effective village governance, particularly in administrative management and the utilization of the Village Information System (SID). The main issues identified include the limited understanding of village officials, the Village Consultative Body (BPD), and other village institutions regarding regulations and administrative procedures, low work motivation, and insufficient information technology competencies, such as computer operation and digital data management. To address these challenges, the assistance activities were carried out using lecture methods, participatory discussions, and hands-on practice in computer use and SID operation. The implementation of the program showed significant outcomes, including improved understanding among village officials regarding their institutional duties and functions, increased motivation and awareness of the importance of professional work ethics, and enhanced basic skills in using SID as a tool to support public services and administrative transparency. Overall, this capacity-building initiative successfully strengthened the capability of village government administrators and is expected to contribute to improving the quality of governance and public service delivery in Banjaran Village.
