Abstract

This study aims to measure community membership in rural institution and analyze its benefits in rural development after Indonesian decentralization. To do so, a case study was conducted in Serang, Kedarpan and Sumilir village of Purbalingga District, Central Java Province. Respondents of this study consist of 232 people, and data are analyzed both qualitatively and quantitatively. Findings of this study present that diverse community groups exist, and most households become active members in one to two rural institutions. Neighbourhood, religious and farmer groups are the most active institutions in term of membership and carrying periodic meeting. Membership in rural institutions improves access to financial, physical and natural capital, but less in improving human capital. While most villagers are member of neighbourhood, farmer and religious groups, the village government does not build intensive interaction with these institutions in meetings to formulate village decision. Thus, the empowerment process is not optimally delivered, and the institutions cannot optimally help their members in addressing their livelihood problems. Some initiatives are performed by the institutions, but without government support, they result only limited benefits for the members. Thus, this study recommends the government to involve more institutions in village decision making, especially by improving the participation of neighbourhood, religious and farmer groups.

Abstract

Programmable Logic Controller (PLC) pada dasarnya adalah sebuah komputer yang khusus berisi fungsi kontrol dari berbagai jenis dan level secara kompleksitas, yang dipergunakan untuk mengotomatiskan sistem kontrol pada mesin-mesin maupun proses. PLC dapat diprogram, dikontrol, dan di opersikan bahkan oleh seorang yang tidak begitu mahir dalam pengoperasian Komputer. Dalam penelitian ini, simulasi generator tiga fase dan PLC yang digunakan untuk men-start secara otomatis generator tiga fase yang dirancang dan disimulasikan, meliputi cara pemograman PLC untuk kebutuhan kontrol, dan pembuatan program dalam bentuk ladder diagram yang kemudian ditransfer ke modul PLC untuk menjalankan perintah sesuai dengan setting-an yang telah dirancang. Sistem ini bekerja secara otomatis ketika suplai listrik dari PLN terputus, maka PLC mendapat signal untuk menjalankan Genset. Jika keadaan ini terjadi maka sistem start otomatis akan aktif sesuai waktu starter yang telah ditentukan pada program, sampai beban mendapatkan suplai listrik.

Abstract

The concept of Industry 4.0 is one of the topics discussed a lot for researchers and academic practitioners. This article presents and discusses the opportunities and challenges of Revolution Industry 4.0 in governance in Indonesia. The era of Industrial Revolution 4.0 brought the consequence of increasing demands for accountability and transparency of government organizations and high and fast responsiveness, this brought about a change in the organizational design paradigm. Therefore, government organizations must carry out major reforms to be able to successfully carry out their duties and functions in the current era of the Industrial Revolution 4.0. The 4.0 industrial revolution not only brings great benefits but also challenges.

Abstract

Semenjak pelaksanaan kebijakan desentralisasi pada tahun 2001, struktur dan tata kelola pemerintahan Nagari telah mengalami perubahan yang cukup mendasar. Nagari telah menjadi arena dimana prinsip–prinsip tata kelola organisasi modern mencoba diterapkan pada struktur adat masyarakat Minangkabau, dengan tujuan untuk menciptakan budaya organisasi pemerintahan yang mendukung demokratisasi dan pemberdayaan masyarakat. Studi ini berupaya menganalisa  proses pembentukan budaya organisasi pemerintahan Nagari, dengan menggarisbawahi pada upaya menerapkan prinsip-prinsip manajemen organisasi modern pada struktur pemerintahan Nagari. Melalui studi kasus di Nagari Koto Tinggi Kabupaten Agam Provinsi Sumatera Barat, ditemukan bahwa proses pembentukan budaya organisasi pemerintahan telah dilakukan dengan mensinergikan peran lembaga adat, lembaga perwakilan masyarakat dan lembaga eksekutif dalam penyelenggaraan pemerintahan Nagari. Studi ini menemukan bahwa tidak semua tradisi bisa diakomodasi dalam mekanisme pemerintahan dan terinternalisasi dalam budaya organisasi. Dinamika interaksi antara lembaga adat, lembaga perwakilan dan lembaga eksekutif berlangsung sangat dinamis. Dalam proses transformasi yang belum sepenuhnya stabil, upaya untuk membentuk budaya organisasi pemerintahan sangat tergantung kepada kapasitas kepemimpinan lokal yang akomodatif dalam mengelola perubahan. Studi ini merekomendasikan pemerintah daerah untuk memberikan pendampingan dan peningkatan kapasitas bagi para Wali Nagari.

Abstract

Terjaminnya kebutuhan pangan dalam negeri merupakan kewajiban pemerintah yang diamanatkan oleh konstitusi. Oleh karena itu, jika pasokan pangan domestik tidak mampu mencukupi kebutuhan pangan nasional, maka langkah yang dapat ditempuh oleh pemerintah adalah melakukan kebijakan impor pangan, salah satunya impor sapi dan daging sapi dari Australia. Riset ini diarahkan untuk melakukan kajian terhadap kebijakan keamanan pangan Indonesia. Kebijakan ini khususnya terkait dengan impor sapi dan daging sapi dari Australia pada periode 2013-2017. Pendekatan kualitatif dan pengumpulan data menggunakan studi dokumentasi dipilih untuk riset ini. Kebijakan impor sapi dan daging sapi dari Australia bertujuan untuk menjamin terpenuhinya tiga variabel keamanan pangan di Indonesia, yaitu ketersediaan pangan; keterjangkauan akses pangan; keterjangkauan harga; dan juga aspek politik.

Abstract

Budaya organisasi merupakan determinan utama dalam efektivitas pelaksanaan tugas satuan polisipamong praja Kota Bandung. Penelitian ini dilakukan untuk mengetahui: 1) isi budaya, 2) kemampuan adaptasilingkungan eksternal dan 3) keutuhan internal budaya organisasi. Penelitian dilakukan dengan menggunakanmetode deskriptif-kualitatif. Sumber data diperoleh dari informan dengan teknik wawancara, observasi dan telaahdokumentasi. Hasil penelitian menunjukkan bahwa budaya organisasi belum kondusif karena belum mampumelakukan adaptasi terhadap perubahan lingkungan eksternal, seperti : belum dikembangkannya secara adaptifrumusan visi dan misi, tujuan organisasi, strategi organisasi, sarana prasarana, pengembangan pengukuran kinerjadan perbaikan kelembagaan. Belum efektifnya keutuhan integrasi internalnya, seperti : penguatan kebersamaandan konsensus anggota, hubungan antar anggota, mekanisme penghargaan dan hukuman.

Abstract

The purpose of this study is to describe comprehensively and provide recommendations from the results of this PPIP research program. This study uses the theory of Edward III. This research is a qualitative research using descriptive methods through a deductive approach. The technique of collecting data is done by interviews, observation, and documentation. Based on the results of the study, it is known that the PPIP Program Implementation in Lopana Satu Village has not run optimally. This causes the Village Development to proceed slowly. Then the community has distrust in the implementation of the program due to the failure of development in the previous program period. This program also has problems in managing funds that are a resource in this program. For this reason, the Regional Government should pay more attention to matters, namely approaching the community for the smooth running of the program and improving management problems and the PPIP funding budget Keywords: Policy Implementation, Rural Infrastructure Development Program, and Adequate Infrastructure

Abstract

The purpose of this study is to describe the factors causing the decline of women's involvement in the legislature in West Sumatra. The method used in this study is a qualitative method with descriptive type. The findings of this study indicate that the decline in representation of women in the West Sumatra DPRD from 7 people in the 2014-2019 period to 4 in the 2019-2024 period. This is due to (1) The perspective that considers the strong patriarchal paradigm in most Indonesian people, (2) Women have a multi-dual role to take care of domestic and public life, (3) People's mindset that tends to idolize brave men and bears to be elected, (4) Women do not choose women, meaning the low awareness of women to choose women legislative candidates, (5) Political organizations do not really have full commitment to empower women. Comprehensively, the role of women is very limited in policy making and decision making and leadership positions that are still held by men due to socio-cultural conditions which make it difficult for women to be fully involved in it.

Abstract

The implementation of government organization requires a lean and flexible bureaucracy to provide quality and non-rigid public services. The research aims to analyse the steps in simplifying government organization and implementing simplification of organizational structures in Minister of Administrative and Bureaucratic Reform. The method used in this research is qualitative descriptive by collecting data through interviews, observations, and documentations according to the theme studied. The result shows that the steps conducted by the Minister comprises regulatory preparation activities, arrangement for position map formations and socialization to all employees in the minister environment. In implementing of simplifying the organization in Minister of Administrative and Bureaucratic Reform, well-implemented policy are produced from food communications, adequate resources, well-conducted disposition, and available bureaucratic reform.
