ABSTRAKPerkembangan zaman menimbulkan alih fungsi lahan yang berjalan seiringan dengan kondisi kebutuhan masyarakat. Upaya alih fungsi lahan memiliki hubungan yang erat dengan pemilik dan atau penguasa tanah. Berkurangnya minat pemuda sebagai petani menjadi ancaman pertanian Indonesia. Hal ini menimbulkan permasalahan mengenai bagaimana kedudukan penguasaan tanah dalam upaya alih fungsi lahan dan bagaimana dampak alih fungsi lahan pertanian terhadap petani serta upaya pengendaliannya. Penelitian ini menggunakan metode penelitian hukum normatif dan menggunakan bahan pustaka. Berdasarkan hasil penelitian, hak kepemilikan dan penguasaan tanah perlu diberikan pembatasan agar tidak terjadi kesewenang-wenangan dalam menggunakan tanahnya. Rencana tersebut dapat mendorong dilakukannya alih fungsi lahan pertanian. Berkurangnya minat petani milenal dapat mengakibatkan mudahnya para petani untuk mengalihkan fungsi lahannya. Upaya kerja sama pemerintah dengan perguruan tinggi dalam memberikan beasiswa kepada anak petani untuk kuliah dibidang pertanian dapat memberikan dampak peningkatan minat petani milenial. Hal ini dapat mendorong petani untuk mempertahankan lahannya dan sebagai upaya agar alih fungsi lahan pertanian terkendali. Transfer of land function efforts have a close relationship with land owners and or authorities. The reduced interest of youth as farmers is aa threat to Indonesian agriculture. This raises the problem of how the position of land tenure in an effort to change the function of land and what is the impact of the conversion of agricultural land on farmers and control measures. This research uses normative legal research methods and uses library materials. Based on the results of the research, it is necessary to limit land ownership and control rights so that there is no arbitrariness in using the land. The plan can encourage the conversion of agricultural land functions. The reduced interest of millennial farmers can make it easier for farmers to change the function of their land. The government’s collaborative efforts with universities in poviding scholarship to farmer’s children to study in agriculture can have an impact on increasing the interest of millennial farmers. This can encourage farmers to maintain their land and as an efforts to control the conversion of agricultur land.keywords: Authorities, Farmers, Transfer of land function

Mawar Mekar Village is one of the villages located in Pulau Petak District, Kapuas Regency where agriculture is the main sector of the village economy. The main agricultural products of this village are rice, rambutan, chili, and other commodities. With a land area of 20 hectares, rambutan commodity can potentially increase the economy of rural communities. However, the knowledge of the villagers is limited to the use of rambutan fruit, only the flesh of the fruit, thus causing waste in the form of seeds and skin. Therefore, there is a need for reprocessing measures to reduce the waste. Community service activities are carried out through a Real Work Lecture (KKN) approach by Sebelas Maret University students who are members of the National Community Service Program. Departing from these problems, KKN students innovate to make products from rambutan skin and seeds that have high economic value. The community service program is packaged through real work lecture activities and is expected to provide benefits in the program. Through this program, he hopes to be able to provide the role of academics in devoting themselves to the community, as well as opening up opportunities for Village MSMEs that will help the village economy.

The purpose of writing this journal is to provide analysis and research on a land registration system that provides legal certainty of land rights for owners of land rights. Whereas for legal certainty which is a manifestation of the Safe Principle, a positive publication system is needed that is supported by the role of village officials. This Positive Publication System will later protect legal subjects written in the land book complete with floor plans in order to avoid land dispute conflicts. However, in the event of a dispute, in this positive publication system, the legal subject whose name is listed in the land book even though they are not entitled to the land will still be protected while the injured party will be given compensation in other forms. Here the role of Pamong Desa is needed, in addition to assisting the community, but based on PP no. 24 of 1997, it has a task, one of which is to provide legal protection and certainty to land rights holders as well as to collect data on ownership of rights in the apartment system. This is certainly related to the Obligation of Land Owners to Report their Land Ownership to the Village so that it is properly inventoried as an asset used, not as an absentee item.
