Abstract

A clear and clean government bureaucratic order is a priority in realizing structured, coordinated, organized and integrated institutions to improve relations between organizations, lower levels and target groups. This study aims to explain the implementation of institutional strengthening and the determinants of successful implementation towards a clear and clean bureaucratic order, as well as examine the determining factors of a successful implementation of government institutions. Types of phenomenological research qualitative approach. The research was conducted in the scope of government for two months by interviewing informants in depth scientifically, experience and historical traces in the field of government. The netting of data and information is obtained from primary and secondary data sources using triangulation techniques. Data analysis uses information reduction, presentation, verification and drawing conclusions based on the validity of the data. The results of the study found 1) institutional strength between organizations produces organizational structure, cooperation, interests and achievement of goals; 2) lower-level institutional strength produces coordination, counseling, monitoring and evaluation; and 3) the institutional strength of target groups results in advocacy, maintenance, simulation and participation

Abstract

The Tanami Tanata Movement in Makassar City is a public administration innovation that integrates organic waste management with urban farming practices. This study uses a qualitative descriptive approach with data collection techniques through interviews, observations, and documentation. The results of the study show that this movement is able to significantly reduce the generation of organic waste while strengthening family food security. Public administration innovations can be seen through multi-actor collaboration, participatory governance platforms, the implementation of local circular economy, and the digitization of services through the "Sampah Tukar Sayur" program. The integration of waste management with urban farming results in a sustainable cycle from waste to productive resources, which provides ecological, social, and economic benefits. In addition, this program encourages the birth of micro businesses based on urban agriculture and increases public awareness of the principle of zero waste. This study emphasizes the importance of collaboration-based public administration innovation in addressing urban challenges while supporting the achievement of sustainable development goals.

Abstract

This study examines the influence of competence, technological innovation, and Islamic work culture on educators’ performance and its implications for educational quality in madrasahs. The research employs a quantitative explanatory approach with a survey method. The population consists of Islamic School teachers in Makassar City, including Madrasah Ibtidaiyah, Tsanawiyah, and Aliyah, with a sample of 88 respondents selected using the Slovin formula. Data was collected through questionnaires and analyzed using multiple linear regression and path analysis with SPSS. The structural model analysis shows that competence, technological innovation, and Islamic work culture simultaneously contribute 76.4% to the performance of teaching and education staff, with technological innovation as the most dominant determinant, underscoring the importance of digital adaptation for work efficiency in the modern era. Furthermore, the integration of these three independent variables with performance provides a significant simultaneous contribution of 79.6% to the quality of education, where Islamic work culture emerges as the most dominant factor, confirming that the internalization of spiritual values is the main foundation in realizing quality education services. Through path analysis, performance is proven to play a significant role as a mediating (intervening) variable, indicating that the acceleration of achieving educational quality in madrasahs cannot stand alone but must be realized gradually through optimizing the actual performance of teachers and staff first.

Abstract

The study aims to analyze the influence of public services and organizational behavior on community welfare, with social capital serving as a mediating variable. Despite extensive research on public services and community welfare, limited studies have examined the mediating role of social capital in local government contexts. This study employed a quantitative approach with an explanatory research design. Data were collected through a Likert-scale questionnaire administered to 280 public service users across 14 sub-districts in Makassar City. The data were analyzed using path analysis to examine direct and indirect relationships among variables. The findings reveal that public services have a positive and significant effect on both social capital and community welfare, whereas organizational behavior has a negative and significant effect. Social capital positively influences community welfare and mediates the relationship between public services, organizational behavior, and community welfare. This study contributes to the public administration literature by highlighting the strategic role of social capital in strengthening community welfare outcomes. The findings suggest that improving public service quality, organizational behavior, and social capital is essential for enhancing community welfare and supporting sustainable development.
