Abstract

The development of electric motor vehicles in Indonesia is a follow-up to Presidential Regulation No. 55/2019, which aims to maintain environmental sustainability, energy security, and be surprised at reducing the impact of CO2 emissions. In relation to the tourism sector, this step is an initiative in creating clean and environmentally friendly air quality, as well as maintaining natural and environmental conditions to remain sustainable. The legal analysis is shown to explain various regulatory derivatives that support the policy of developing electric motor vehicles and the policy of implementing the development of low-carbon transportation in the tourism sector. This research uses qualitative methods with a desk study approach and a statutory approach (statue approach). The results of the analysis obtained from the procurement policy for official and operational vehicle procurement for the government, the electric vehicle conversion policy, the incentive policy for ownership of electric vehicle loans, the subsidy policy for electric vehicle owners, the battery standardization policy, and the governance policy for used batteries, are a series of programs to accelerate the development of electric motor vehicles in Indonesia. In relation to the tourism sector, these policies can be in line with the concept of sustainable tourism as stated in various regulations and policies such as Law No. 17/2007, Law No. 10/2009, Government Regulation No. 50/2011, Regulation of the Minister of Tourism and Creative Economy No. 9/2021, and Presidential Instruction No. 7/2022 related to the use of electric motor vehicles in tourism destinations throughout Indonesia. The results of the research are expected to encourage an acceleration program for the use of electric motor vehicles in all tourism destinations, with the aim of realizing Indonesian tourism to meet sustainable principles in environmental, economic, and socio-cultural aspects.

Abstract

Many countries already have efforts to accelerate tourism recovery (including the Government of Indonesia). One of the issued policies is facilitating investment in the tourism sector, which is expected to encourage economic growth and create sustainable jobs. This study uses a qualitative desk study approach or literature research to analyze the implications of implementing the golden visa policy to encourage investment development in the tourism sector. Besides, this study elaborates explicitly 3 (three) things: existing policies related to visa applications and the context of tourism investment, benchmarking of golden visa policies in some countries, and strategic policy implications.  Based on the analysis, a comprehensive approach is needed in formulating appropriate and relevant policies to support sustainable tourism investment, manifested in regulations along with adequate and effective implementation supervision. Related to the efforts to attract foreign investors to invest in Indonesia, and referring to the example of the application of the Golden Visa that has been carried out by several countries, existing policies in Indonesia can be added with several requirements in the prerequisite of golden visas aimed, so the goal of national economic development to prevent harmful excesses can be reached.

Abstract

Tourism contributes to increasing global and national Gross Domestic Product (GDP) growth. However, there are also negative impacts on tourism activities. One of the implementations to minimize negative impacts can be carried out by applying the carrying capacity of the destination (tourism carrying capacity/TCC). This study aims to determine the implications of the role of tourism carrying capacity in sustainable tourism development, which focuses on the causality relationship between tourism destination governance policies and tourism carrying capacity (TCC). This study uses a qualitative library/desk study method with a Driving Forces, Pressures, State, Impacts, and Responses (DPSIR) framework analysis approach. The five dimensions of the carrying capacity of tourism destinations used in the DPSIR framework are territorial, governance, economic, social, and environmental. As a result, three framework findings and strategic analysis implications were obtained. First, it required the restoration of natural resources, environment, and ecosystems; second, carrying out integrated planning in land use, economic growth, strengthening socio-demographics, and a sustainable environment; third, educating tourists to transform the attitude, behavior, and ethics of tourists. The overall strategic analysis framework aligns with various tourism development programs to maintain natural, economic, social, and environmental balances that apply sustainable tourism by implementing stakeholder cooperation.
