Abstract

Abstrak. Risiko kontraktor akibat penyediaan dan pengelolaan tenaga kerja merupakan tantangan pada international joint venture (IJV) pada proyek karena tenaga kerja domestik dan asing dengan latar belakang dan pola pikir yang berbeda harus bekerja sama di dalam aliansi yang baru untuk mencapai tujuan proyek. Makalah ini membahas persepsi terhadap faktor risiko penyediaan dan pengelolaan tenaga kerja melalui suatu studi kasus pada suatu proyek pembangunan infrastruktur di Indonesia yang dilaksanakan oleh dua mitra yang bergabung di dalam suatu IJV. Data dikumpulkan dengan melakukan survei melalui suatu kuesioner yang diisi oleh tenaga kerja kedua mitra tersebut. Hasil penelitian mengenai persepsi ini mengindikasikan bahwa terdapat perbedaan antara masalah penyediaan dan pengelolaan tenaga kerja yang dihadapi oleh mitra asing, mitra domestik serta berbagai level manajemen dalam IJV. Perbedaan ini terutama terdeteksi melalui persepsi mereka terhadap permasalahan yang terkait dengan peraturan dan perizinan, pengetahuan dan pengalaman kerja, serta kompensasi/reward. Adanya indikasi perbedaan persepsi antar mitra dan antar level manajemen mengenai faktor risiko yang berpeluang merugikan kontraktor dapat mempengaruhi kinerja joint venture yang harus dicerminkan oleh kualitas kerja, produktivitas kerja, dan hubungan kerja. Identifikasi persepsi responden ini selanjutnya dapat dimanfaatkan untuk merancang mitigasi terhadap risiko kerugian yang dihadapi IJV pada proyek akibat pengadaan dan pengelolaan tenaga kerjanya. Abstract. Contractor’s risk involved with the recruitment and management of workers is a challenge in project based international joint ventures (IJV) as domestic and foreign workers with different backgrounds and diverse mind set have to collaborate in a new alliance and face a dynamic situation in a relatively short period to achieve the project’s objectives. This paper analyzes the perception of the contractors’ workers on this risk through a case study of an infrastructure project executed by an IJV in Indonesia. A questionnaire is completed by the IJV partners’ workers to collect data. The results indicate that the foreign and domestic partners in the IJV as well as its management levels face different problems of workers recruitment and management. This is mostly revealed through their different perceptions on problems related to regulations, work knowledge and experience, as well as compensation/reward. Meanwhile, it is also shown that consolidation, communication, language, and work environment are perceived as the main important factors to achieve the expected project’s performance. Perception differences among the joint venture partners and management levels have the potential to influence performance. This perception identification can be further used in decision making by an IJV to mitigate the risk involved with workers procurement and management.

Abstract

Land acquisition process in the Indonesian toll road project has a high level of uncertainty. Several previous studies mainly discuss the risks involved in toll road projects and their mitigation measures, but the effect of existing risks on land acquisition scheduling is rarely reviewed. This research aims to develop a model for land acquisition productivity performance for toll road projects. The performance of productivity was modelled based on a predefined duration mentioned in Indonesian Act. No. 2/2012, compared to the actual duration from 6 toll road projects using montecarlo simulation. The validity of model was tested using the Section II of Cisumdawu Toll Road project. The simulation productivity result was 23.13 km/year, with a standard deviation of 6.704 km/year. Meanwhile, the actual productivity was 20.50 km/year, which was still within the range of the simulation's standard deviation. Hence, the models could reasonably describe the reality of the project. The most important activities that could affect land acquisition productivity performance were payment of compensation, the determination of compensation value, settlement of claims for the forms of compensation, and the identification and inventory of land ownership data.

Abstract

Abstrak Beton precast yang digunakan pada proyek konstruksi rawan dari permasalahan cacat produk seperti crack, chipping, honeycombing, ataupun bleeding. Oleh karena itu, diperlukan manajemen kualitas dengan standar kualitas dan metode yang tepat, salah satunya adalah Six Sigma. Penelitian ini bertujuan untuk mengetahui tingkat penerapan prinsip manajemen kualitas, tingkat kualitas proses produksi, dan menentukan potensi penerapan prinsip produksi berdasarkan konsep Six Sigma. Penelitian mengambil studi kasus pada satu perusahaan beton precast di Indonesia, dilakukan dengan menelaah tingkat penerapan prinsip manajemen kualitas dan melakukan pengukuran kualitas proses produksi. Dalam penelitian dilakukan identifikasi standar beton precast dari berbagai negara untuk dipilih dan digunakan pada kuesioner pengukuran kualitas proses produksi. Selanjutnya, studi menunjukkan bahwa prinsip manajemen kualitas belum sepenuhnya diterapkan di perusahaan terkait karena ada kekurangan pada beberapa indikator penting. Berdasarkan pengukuran kualitas proses produksi, perusahaan memiliki frekuensi permasalahan kualitas produk dengan kategori “Sangat Rendah” dengan proses produksi perusahaan “Baik” dan adanya penerapan standar beton precast dengan kategori “Sangat Mudah”. Selain itu perusahaan juga dinilai sebagai “Potensi Tinggi” dalam penerapan konsep Six Sigma yang didukung dari kondisi kesiapan dan kondisi eksisting perusahaan. Namun, dalam hal ini perusahaan perlu memperdalam penggunaan alat bantu manajemen kualitas terutama alat bantu statistik. Kata-kata Kunci: Six sigma, manajemen kualitas, beton precast. Abstract Precast concrete used in construction projects is prone to product defects such as cracking, chipping, honeycombing, or bleeding. Therefore, quality management is needed based on the appropriate standards of quality and methods, one of which is Six Sigma. This study aims to determine the level of application of quality management principles, the level of quality of the production process, and determine the potential application of production principles based on the Six Sigma concept. The study took a case study on a precast concrete company in Indonesia, carried out by examining the level of application of quality management principles and measuring the quality of the production process. In this study, the identification of precast concrete standards from various countries to be selected and used in the questionnaire for measuring the quality of the production process was carried out. Further, the study shows that the principles of quality management have not been fully implemented at the company because there are deficiencies in several important indicators. Based on the measurement of the quality of the production process, the company has a frequency of product quality problems with the "Very Low" category with the company's production process "Good" and the application of precast concrete standards with the "Very Easy" category. In addition, the company has graded as "High Potential" in the application of the Six Sigma concept which is supported by the readiness and existing conditions of the company. However, in this case the company needs to deepen the use of quality management tools, especially statistical tools. Keywords: Six sigma, quality management, precast concrete.

Abstract

Abstrak Konstruksi merupakan salah satu sektor yang secara signifikan mendukung Produk Domestik Bruto (PDB) di Indonesia. Aktivitas konstruksi di Indonesia meningkat seiring dengan besarnya volume pembangunan infrastruktur. Tingginya aktivitas konstruksi otomatis berdampak pada kebutuhan kinerja proyek, tidak terkecuali terkait kinerja keselamatan konstruksinya. Faktor utama pembentuk kinerja keselamatan konstruksi adalah budaya keselamatan. Indonesia saat ini belum mencapai budaya keselamatan pada tingkat yang tertinggi. Untuk mencapai budaya keselamatan dengan tingkatan tertinggi, penyelenggara konstruksi di Indonesia perlu memenuhi beberapa langkah yang diukur melalui leading indicator (langkah proaktif dan preventif) dan lagging indicator (langkah reaktif dan korektif). Artikel ini memiliki tiga tujuan mendasar sebagai berikut: 1) mengidentifikasi seluruh indikator keselamatan konstruksi melalui pendekatan leading indicators dan lagging indicators; 2) menganalisis tingkat urgensi setiap indikator; dan 3) menganalisis hubungan indikator dengan peningkatan budaya keselamatan konstruksi Indonesia. Studi literatur, Desk Research dan Relative Importance Index (RII) menjadi salah satu metode dalam menemukan indikator yang dibutuhkan dan menganalisis tingkat urgensinya. Terdapat total 9 leading indicator dan 2 lagging indicator yang merupakan ukuran dalam meningkatkan budaya keselamatan konstruksi di Indonesia. Jumlah kecelakaan kerja merupakan indikator terpenting dalam menggambarkan kinerja keselamatan. Sementara itu, rutinitas toolbox talks di proyek konstruksi merupakan indikator dengan tingkat urgensi terendah apabila budaya pelaksanaannya masih bersifat normatif. Seluruh indikator digunakan untuk menggambarkan keberhasilan pemenuhan langkah-langkah peningkatan budaya keselamatan yang meliputi: 1) penerapan reward dan punishment; 2) membentuk lembaga khusus untuk pengawasan K3; 3) melakukan evaluasi kinerja K3 secara rutin; dan 4) penerapan manajemen risiko. Kata-kata Kunci: leading indicator, lagging indicator, budaya keselamatan, konstruksi. Abstract Construction is one of the sectors that significantly supports the Gross Domestic Product (GDP) in Indonesia. Construction activity in Indonesia is increasing in line with the large volume of infrastructure development. The high activity of automated construction has an impact on the kinerjance needs of the project, including the construction safety kinerjance. The main factor shaping construction safety kinerjance is safety culture. Indonesia has not yet reached the highest level of safety culture. To achieve the highest level of safety culture, construction operators in Indonesia need to fulfill several steps measured through leading indicators (proactive and preventive measures) and lagging indicators (reactive and corrective steps). This article has three basic objectives as follows: 1) to identify all construction safety indicators through leading indicators and lagging indicators approach; 2) analyze the level of urgency of each indicator; and 3) analyze the relationship of the indicators with the improvement of Indonesia's construction safety culture. Literature studies, Desk Research and the Relative Importance Index (RII) become one of the methods in finding the required indicators and analyzing the level of urgency. There are a total of 9 leading indicators and 2 lagging indicators which are measures to improve construction safety culture in Indonesia. The number of work accidents is the most important indicator in describing safety kinerjance. Meanwhile, routine toolbox talks in construction projects is an indicator with the lowest level of urgency if the implementation culture is still normative. All indicators are used to describe the successful fulfillment of safety culture improvement measures which include: 1) application of rewards and punishments; 2) establish a special institution for the supervision of OHS; 3) conduct regular OHS kinerjance evaluations; and 4) implementation of risk management. Abstract

Abstract: The public right of way is a place for utility infrastructure facilities such as clean water pipes, electicity cable, and telecommunication fiber optic cable involving multi-independent stakeholders. Indonesian cities in general have no utility ducting system along its roads, thus utility facilities are placed in and adjacent to the public right of way as overhead and underground line. Stakeholders activities during operational and maintenance phase of the existing road potentially damage nearby infrastructures, causing repeated repair all over the year, and lead to service disturbance, traffic disruption, and users complaint due to lack of communication skill and lack of stakeholders coordination. This paper describes inter-public infrastructure management using soft system based interface management to reduce the effect of poor communication and coordination amongst stakeholders. Managing interface is conducted within four stages of concept and procedure, namely: interface identification, interface simplification, interface priority, and interface matching. The result of discussion concluded that the road authority needs to pay more attention to user/community complaint toward service disturbance by improving coordination and communication system among stakeholders in order to reduce infrastructure damage.Keywords : coordination, communication, interface management, public infrastructures, soft system.Abstrak: Ruang milik jalan (rumija) menjadi tempat infrastruktur utilitas seperti air bersih, kelistrikan, dan telekomunikasi yang melibatkan multi-stakeholders yang berasal dari organisasi-organisasi yang independen. Kota-kota di Indonesia pada umumnya belum memiliki fasilitas bersama untuk infrastruktur utilitas sehingga diletakkan di sepanjang jalan baik sebagai saluran udara maupun saluran bawah tanah. Kegiatan pekerjaan utilitas terjadi sepanjang masa operasional dan pemeliharaan jalan berpotensi merusak infrastruktur lain yang ada didekatnya, menyebabkan perbaikan terus menerus sepanjang tahun, dan mengakibatkan gangguan pelayanan, kemacetan lalulintas, dan keluhan masyarakat akibat dari lemahnya komunikasi dan koordinasi antar stakeholders. Paper ini bertujuan untuk mendeskripsikan pengelolaan inter-public infrastructure system rumija dengan interface management system berbasis soft system thinking sehingga dampak dari lemahnya komunikasi dan koordinasi dalam interfaces dapat dikurangi. Pengelolaan interface dilakukan dengan empat langkah konsep dan prosedur, yaitu; identifikasi interface, penyederhanaan interface, prioritas interface, dan interface matching. Hasil pembahasan menyimpulkan masalah interface yang harus diberi perhatian lebih yaitu terjadinya keluhan masyarakat terhadap gangguan pelayanan dengan memperbaiki sistem koordinasi dan komunikasi antar stakeholders sehingga kerusakan infrastruktur dapat dikurangi.Kata kunci : interface management, infrastruktur publik, komunikasi, koordinasi, soft system.

Abstract

BIM (Building Information Modeling) is a 3D model simulation that connects planning, design, construction, and operational information to increase construction effectiveness and efficiency. However, BIM adoption in Indonesia is relatively slow. Therefore, the identification of BIM implementation conditions is carried out to determine the direction of its development. Optimal BIM implementation is based on two factors: BIM functions maturity and implementation of supporting facilities. Based on research, most BIM is used in the project phases: Construction, Design, and Planning using the applications: REVIT, Navisworks, and BIM 360. The main benefits of using BIM are: Collaboration Team Building, Communication, and Clash Detection. Rules (Preparation, Regulations, and Contracts) are the main factors inhibiting BIM Implementation. Regulations need to be drawn up regarding applications that are often used by construction implementers. The development for BIM implementation is formulated into 8 Proposals which are divided into 3 stages: Short, Medium, and Long. BIM implementation has the potential to develop traditional DBB (Design-Bid-Build) Project Delivery into DB (Design-Build). There are as many BIM implementations with DBB type as DB, showing that the use of BIM can facilitate the use of DB. The involvement of a BIM Engineer is essential in implementing projects with BIM.
