Abstract

This study aims to determine political behavior and political actors in winning empty squares in eight villages in Wonosobo District in the 2020 Wonosobo Regional Head Election (Pilkada). The research method used in this research is a qualitative research method with a descriptive approach. The theory used in this research is the theory of political behavior and the theory of political actors. From the research conducted, it is known that the winning of empty squares in the eight villages was caused by several factors, namely (1) voters did not know a single candidate pair, (2) voters were apathetic towards election results, (3) voters did not like a single candidate pair, (4) voters want leaders from bureaucrats, (5) the existence of political actors in the form of empty box volunteers and members of the DPRD Wonosobo Regency.

Abstract

Tujuan dari penelitian ini adalah untuk mengevaluasi efektivitas komisi pemilihan kepala desa di Desa Banyubang, Kabupaten Lamongan, dan untuk mengidentifikasi hambatan dan faktor pendukung penerapan undang-undang pendaftaran pemilih baru. Dengan menggunakan data primer dan sekunder, metodologi penelitian ialah deskriptif-kualitatif penulis diterapkan dalam penelitian ini. Data tersebut kemudian ditelaah secara deskriptif dan kualitatif, yaitu seluruh fakta yang berhasil penulis kumpulkan sebelum disajikan dalam bentuk kalimat sesuai hasil wawancara dengan beberapa informan yang telah diidentifikasi sebelumnya. Temuan penelitian ini menunjukkan bahwa meskipun pelaksanaan kepala desa di desa Bangyubang sudah efektif, namun masih belum sepenuhnya. Penduduk yang seharusnya terdaftar untuk memberikan suara dalam suatu pemilihan tetapi tidak menerima pemanggilan untuk melakukan pemilihan, begitu pula sebaliknya, jumlah pemanggilan yang diberikan kepada orang yang lokasinya di suatu daerah tidak diketahui oleh penduduk setempat, sehingga pemanggilan menumpuk begitu saja dan tidak dibaca. Data Kependudukan Potensi Pemilih Pemilihan (DP4), Kurangnya Partisipasi Masyarakat, Anggaran, dan Daerah masing-masing sebagai Faktor Pendukung dan Penghambat. Sumber Daya Manusia (SDM), Loyalitas anggota dan staf PPDP, dan Kerjasama.

Abstract

Local elections constitute a crucial arena for democratic accountability because local governments control public services, welfare distribution, public expenditure, bureaucratic appointments, and access to state resources. Yet local incumbents sometimes lose despite possessing the structural advantages of office. This systematic review synthesizes 48 studies identified through Scopus and related bibliographic checking to explain why such defeats occur. Using a mechanism-based qualitative synthesis, the review integrates evidence from studies on economic voting, patronage and clientelism, party organization, candidate selection, opposition coordination, electoral integrity, institutional trust, and democratic alternation. The synthesis shows that local incumbent defeat is rarely caused by a single factor. Economic voting matters when citizens can attribute unemployment, welfare retrenchment, fiscal choices, crisis response, or service delivery to incumbents. Patronage may protect incumbents when networks remain credible and morally legitimate, but it may also generate backlash when voters associate distributive politics with corruption, arrogance, exclusion, or manipulation. Party conflict and candidate selection may weaken incumbents before the general election, especially when nomination rules, factional competition, elite bargaining, or opposition coordination reduce campaign capacity. Ultimately, incumbent defeat becomes democratically meaningful only when electoral institutions are credible, losing actors concede defeat, and transitions preserve governmental continuity. This review provides an integrated framework that treats local incumbent defeat as both an electoral outcome and a governance process.
