Abstract

The paradigm of community development so far presumed, has posed communitydevelopment program as an additional development cost which highly depends on the charity of mining industries. Constitutionally, the mining industries are established for people?s welfare. Therefore, community development as a means to raising people?s welfare, especially for those residing around the mining plant, should become an integral part of the plant establishment goals. In order to improve its effectiveness, community development should be redefined from cost-burden paradigm to profit-advantage one. This shift of paradigm should be transcribed into a policy framework readily put into practice.

Abstract

Abstract

This research was conducted to analyze the performance of governance in implementing BLUD and provide recommendations for financial governance at Al Ihsan Hospital, West Java Province. This research uses a post-positivism paradigm using a balanced scorecard (BSC) approach using primary data and secondary data obtained from interviews and documentation studies. The analytical tools used are for financial performance including financial ratios and operational cost ratios to operational income (BOPO) as well as compliance aspects of financial management. Meanwhile, service performance includes customer aspects, internal business processes and learning and growth aspects. So, this research will depict the transformation conditions of BLUD management in the field in terms of financial and service performance aspects. The research results show that the growth and learning perspective has the best value compared to the other four perspectives. Therefore, in order for RSUD's to be able to implement better BLUD governance so that they can improve performance, this can be done through adjustments to regional regulations to accommodate the flexibility needs of BLUD's and implementation conditions that continue to develop in the field.

Abstract

The Warehouse Receipt System (WRS) is one of the tools available for farmers to combat commodity price instability that often happens during harvest season. The WRS Program, complemented by the WRS Subsidy Scheme, has already been implemented in Indonesia for almost fourteen years with minimum participation from the farmers. This research uses a model based on the Theory of Planned Behavior to understand factors affecting the intention level of paddy rice farmers in Demak to participate in the WRS Program. This research employs a quantitative approach, collecting data using surveys to sample farmers from Demak and Dempet Subdistricts and analyzing it using descriptive analysis and SEM-PLS. This research found a small yet positive intention of paddy rice farmers in Demak to participate in the WRS Program. All direct and indirect determinants of intention based on the TPB positively affect farmers' intention to participate in the WRS Program. This research also suggests improving farmers' intention to participate in the WRS Program. The government is advised to build more facilities in the WRS Program warehouse to make it easier for farmers to store their commodities in the WRS warehouses, increasing their perceived behavioral control. The government needs to focus on and increase the frequency of information-sharing sessions regarding the WRS Program to improve farmers' attitudes, subjective norms, and perceived behavioral control. The government can also explore other policy instruments besides the WRS Subsidy Scheme, such as the Nudge to improve farmers' participation In the WRS Program.

Abstract

This study examines the implementation of grant proposal policies through electronic grant systems in DKI Jakarta Province. The purpose of this study is to determine the implementation of grant proposal policies through electronic grant systems in DKI Jakarta Province and to examine the factors that influence it based on communication variables, resources, dispositions and institutional structures. The research method used is a qualitative method with a post-positivism approach, the research model is descriptive. Data collection through observation, interviews and documentation. Data analysis techniques are carried out by data reduction, data presentation, data verification and drawing conclusions. Data validity is carried out using triangulation techniques. The results of the study indicate that the implementation of the grant proposal policy through the electronic grant system in DKI Jakarta Province has been running quite well, but consistency between regulations is still lacking, the quantity of policy implementing staff is still lacking. Technical instructions (juknis) for implementing the policy specifically have not been made, and the SOP still uses the old SOP. Communication factors , resources, disposition and institutional structure influence the implementation of this grant proposal policy and each of these variables influence each other

Abstract

Regulatory Impact Analysis (RIA) is an important instrument for policy designers to master in order to calculate the costs that may be borne and the benefits that can be obtained in implementing policies. RIA is important to assist policy makers in the decision-making process. One of the government policies that can be implemented by RIA analysis is the policy of implementing odd-even rules on a number of arterial roads carried out by the Special Capital Region (DKI) Jakarta Government. This policy limits motorized vehicles based on vehicle registration numbers as a solution to dealing with pollution problems in the capital. Alternative policies has emerged, such as Electronic Road Pricing (ERP) which will be analyzed using RIA with the Cost-Benefit Analysis (CBA) method demonstrating high Benefit-Cost Ratio (BCR) than other alternatives in the long term. Thus, if the ERP policy is implemented, the goal of reducing air pollution problem in DKI Jakarta will be achieved.

Abstract

The proliferation of private vehicle ownership and the associated increase in traffic volume hasprompted the government to introduce an Electronic Road Pricing (ERP) policy to managecongestion and mitigate air pollution in the Special Region of Jakarta (DKI). This study seeks todelve into the application of collaborative governance in the Jakarta ERP policy's execution bygiving prominence to the historical aspects of problem identification, planning review, systemcontext study, dynamic elaboration, collaborative actions, and resulting outcomes, to fulfill thegovernment's objectives for the ERP plan. The research methodology employs a literature reviewand case study, qualitative descriptive methods, and secondary data. The findings reveal acollaborative governance process within the Jakarta ERP policy's implementation, particularlyconcerning system context, collaborative governance regime, collaborative dynamics,collaborative actions, and their associated outcomes. Moreover, based on the study's findings, theDKI Provincial Government is urged to sustain the engagement of community and privatestakeholders in formulating draft regional regulations about electronic traffic control and toenhance the management and governance of transportation infrastructure in Jakarta, all aimedat guaranteeing the inclusiveness, effectiveness, quality, and acceptance of this policy up until itsfuture execution.

Abstract

Sebagai ibukota negara, Jakarta memiliki jumlah penduduk terpadat dan tingkat mobilisasi tinggi penduduknya, sehingga meningkatkan jumlah kepemilikan kendaraan bermotor di DKI Jakarta. Hal tersebut mendorong Pemerintah Daerah untuk semakin menggali potensi penerimaan pajak kendaraan bermotor di DKI Jakarta. Realisasi penerimaan pajak kendaraan bermotor di DKI Jakarta dalam kurun waktu tahun 2019 sampai dengan 2023 cenderung meningkat setiap tahunnya. Tujuan dari penelitian ini adalah untuk mengetahui laju pertumbuhan pajak kendaraan bermotor di DKI Jakarta tahun 2019 sampai dengan tahun 2023 dan juga untuk mengetahui sebesar apa kontribusi pajak kendaraan bermotor terhadap pendapatan asli daerah di DKI Jakarta. Penelitian ini menggunakan pendekatan penelitian deskriptif kuantitatif. Hasil dari penelitian ini diketahui bahwa laju pertumbuhan penerimaan pajak kendaraan bermotor di DKI Jakarta cenderung meningkat setiap tahunnya dan kontribusi pajak kendaraan bermotor di DKI Jakarta cukup berkontribusi, sehingga pajak kendaraan bermotor dapat dianggap komponen yang signifikan dalam penyumbang pendapatan asli daerah di Provinsi DKI Jakarta yang digunakan untuk kepentingan penyelenggaraan Pemerintahan Daerah.

Abstract

The development of the global digital economy has encouraged the emergence of digital sovereignty issues, especially related to cross-border data transfer. In this context, the trade agreement between Indonesia and the United States announced in July 2025 includes Indonesia's commitment to open access to data transfer abroad. This commitment has strategic implications for national data governance and the protection of citizens' digital rights. This article aims to analyze Indonesia's readiness to implement these commitments using the policy capacity framework, which includes the government's technical, administrative, and political capacity. This study found significant limitations in all three dimensions of capacity, ranging from surveillance infrastructure to cross-agency coordination and political legitimacy. The analysis confirms the need for structured measures to strengthen institutions, procedures, and oversight so that the liberalization of data transfers does not come at the expense of digital sovereignty. This article contributes to the digital public policy literature by showing the application of the policy capacity framework in the issue of cross-border data transfer, which has been studied more from legal and economic perspectives.
