Abstract

The significant losses in the transportation sector, especially the inter-city, with-in-province bus (AKDP) and the inter-city inter-province bus (AKAP) operating at the Purabaya Bus Station during the COVID-19 pandemic, mostly because less bus operated due to a significant decrease in passengers' numbers. This situation is the impact of implementing the Large-Scale Social Restrictions (PSBB) policy in the Surabaya Metropolitan Area from April 28th to June 8th, 2020. The COVID-19 case is still increasing, but the economy needs to be saved; therefore, Indonesia has begun to enter a New Adaptation Period. During this period, bus movements' increase is less than 5%, while passengers are less than 2% of the typical Purabaya Bus Station's normal situation. The 24 (twenty-four) hours bus station operational services is following health protocols. They have a tight schedule for site sterilization by spraying disinfectants, checking passenger temperatures with a thermal camera, checking health documents for passengers and fleet crews, providing handwashing and disinfecting booths before entering the waiting room, and applying physical distancing between passengers. However, online ticket purchases are currently only for AKAP buses, while for AKDP buses, the passengers still apply on bus payment to the bus crew.

Abstract

ABSTRAK Teman Bus di Provinsi Bali disediakan oleh Kementerian Perhubungan untuk mengurangi kemacetan lalu lintas. Salah satu alasan yang mempengaruhi keputusan masyarakat untuk bertransportasi menggunakan angkutan umum atau tidak adalah persepsi masyarakat. Dalam penelitian dilakukan evaluasi kinerja dan analisis kualitas pelayanan berdasarkan persepsi masyarakat terhadap operasional Teman Bus Koridor 2B GOR Ngurah Rai – Bandara Ngurah Rai – PP. Evaluasi kinerja operasional menggunakan standar Departemen Perhubungan (2002). Pada penelitian ini menggunakan metode Customer Satisfaction Index (CSI) dan Importance Performance Analysis (IPA) untuk menganalisis kualitas layanan berdasarkan persepsi publik. Evaluasi kinerja angkutan menggunakan data sekunder dari PT. Satria Trans Jaya dan data primer merupakan hasil survei kuesioner berdasarkan persepsi publik. Hasil analisis kinerja operasional menunjukkan jarak perjalanan angkutan dan tingkat konsumsi bahan bakar memenuhi standar yaitu 266,4 km/hari dan 5 km/ltr. Hasil analisis kualitas pelayanan menunjukkan waktu tunggu, waktu perjalanan, dan kecepatan memenuhi standar. Waktu tunggu pada Halte GOR Ngurah Rai yaitu 4 menit, Halte Bandara Ngurah Rai yaitu 4,25 menit, dan pada Halte Central Parkir yaitu 5,75 menit. Waktu perjalanan sekitar 90 menit dan kecepatan mencapai 22,2 km/jam. Skala CSI menunjukkan indeks kepuasan pengguna jasa sebesar 80,45% yang memiliki arti bahwa kualitas pelayanan bus Baik (Good). Atribut pelayanan yang menempati prioritas utama menurut hasil IPA yaitu ketepatan informasi pada aplikasi Teman Bus. Atribut pelayanan prioritas rendah ditempati oleh lokasi Bus Stop mudah dijangkau dengan kendaraan pribadi/umum. Kata kunci: kinerja operasional, kualitas pelayanan, Teman Bus, koridor 2B.

Abstract

 According to data published by the World Health Organization (WHO, 2018), approximately 1.35 million people die annually due to road traffic accidents. This equates to one life lost every 25 seconds. In addition to the loss of life, road traffic accidents also cause profound psychological trauma for victims and families who lose loved ones. This research aims to identify road vulnerabilities and characterize traffic accident incidents in Karangasem Regency while addressing the research gap through a geospatial-based accident hotspot analysis using QGIS. This approach has not been comprehensively conducted in previous studies to support the development of more targeted and effective road safety policies in line with SDG 9. The primary data for this research involved geospatial analysis of high-risk locations, including the Tebola, Budakeling, and Tulamben highways, as well as other road sections. Furthermore, geoinformatics analysis using a quantum geographic information system (QGIS) was conducted to map the distribution of incidents and identify accident-prone areas as secondary data. The evaluation showed that the severity of road accidents is closely related to driver behavior and the physical condition of the road. From 2018 to 2022, 1,613 traffic accidents were recorded, with motorcycles accounting for the largest proportion, at 80.47%. Side-impact collisions were the most common type, with 384 reported. Mondays saw the highest number of accidents, with 222 incidents. In total, there were 1,648 injuries and 168 deaths. Evaluations show that the severity of traffic accidents is closely related to driver behavior and road conditions.
