Abstract

Penelitian ini bertujuan untuk mengetahui implementasi kebijakan pendidikan terhadap kebijakan publik. Implementasi kebijakan pendidikan dan kebijakan publik saling mempengaruhi dan berhubungan erat dalam rangka mencapai tujuan-tujuan pendidikan dan kebutuhan masyarakat secara keseluruhan. Jenis metode yang digunakan dalam artikel ini adalah literatur review. Penulisan literatur review ini mengadopsi artikel-artikel nasional yang dimuat pada berbagai platform penyedia jurnal dengan skala nasional yang membahas tentang implementasi kebijakan pendidikan terhadap kebijakan publik. Hasil penelitian menunjukkan bahwa Implementasi kebijakan pendidikan dan kebijakan publik saling terkait dan memiliki hubungan yang erat. Kebijakan pendidikan merupakan salah satu bentuk kebijakan publik yang dihasilkan oleh pemerintah dan institusi publik untuk mengatur dan memajukan sistem pendidikan dalam rangka mencapai tujuan-tujuan pendidikan tertentu.

Abstract

Penelitian ini bertujuan untuk mengetahui analisa kebijakan publik terhadap UMKM. UMKM adalah usaha yang memiliki jumlah karyawan, jumlah aset, dan omzet yang terbatas. UMKM dapat dijalankan oleh individu atau kelompok kecil dengan modal yang relatif kecil. Pemerintah dan organisasi internasional memperhatikan UMKM karena kontribusi mereka terhadap perekonomian, termasuk penyerapan tenaga kerja, peningkatan pertumbuhan ekonomi, dan mengurangi kemiskinan. Jenis metode yang digunakan dalam artikel ini adalah literatur review. Penulisan literatur review ini mengadopsi artikel-artikel nasional yang dimuat pada berbagai platform penyedia jurnal dengan skala nasional yang membahas tentang analisa kebijakan publik terhadap UMKM. Hasil penelitian menunjukkan bahwa Untuk melihat tingkat akurasi implementasi kebijakan pelatihan UMKM, di telaah dengan menggunakan pendekatan teori 5 tepat, yaitu tepat kebijakan, tepat pelaksana, tepat target, tepat lingkungan dan proses yang tepat untuk menerima efektivitas kebijakan sebagai misi bersama terjadi di kedua lembaga terlepas dari faktor sejarah sebelumnya dan juga kerjasama antar lembaga. Inefisiensi muncul ketika masalah pelatihan dicurigai karena pihak selain Dinas Perindag dan Dinas Koperasi dan UMKM tidak berperan. Sementara jika memperhatikan dimensi-dimensi Implementasi Kebijakan menurut Edward III sebagai berikut : dimensi komunikasi, dimensi sumberdaya, dimensi disposisi, dan dimensi birokrasi.

Abstract

He development of increasingly sophisticated technology influences elements of people's lives, such as government governance in creating public services, such as policy licensing services used by the government or regional governments to control the negative impacts of social and economic activities. Online Single Submission (OSS) is a business permit issued by the ministry to carry out permits such as business development permits, etc. This research uses descriptive, qualitative methods, with data collection techniques in this research namely observation, interviews and documentation methods. Based on the research results, the implementation of OSS still has shortcomings such as the absence of a research permit feature for students or academic staff, practice permits for doctors and staff. other health problems, problems that prevent OSS from running perfectly, the emergence of non-OSS licensing innovations in the Padang City DPMPTSP, the SINOPEN application is the provision of legality for its intended purpose, not a specific business/activity. This application contains various licensing service features that are not available in OSS services, such as research permits for students or other academics, as well as practice permits for doctors and other health workers throughout the city of Padang.

Abstract

This research aims to determine conflict management in controlling street vendors (PKL) in Padang Beach area. This research was conducted using qualitative methods with the data source derived from verbal interviews with street vendors who were directly affected by efforts to implement the Padang City Regional Regulations, Law Number 3 of 2014 concerning the Arrangement and Empowerment of Street Vendors, and observation. The indicators contained in this research are the factors that cause conflict, the impact of conflict, and conflict resolution. Based on the results of this research, it can be concluded that conflict resolution between street vendors and the government has not run optimally. This conflict also has a positive impact on the city's spatial management, but it has a negative impact on street vendors due to reduced income generated

Abstract

In this era of globalization, the development of technological systems greatly influences company business processes. E-Government is a solution to overcome the problems of a public service system which is known to be slow and expensive. This research aims to determine the development of the Digital Governance model to improve PLN's operational efficiency at PT. PLN (Persero) UP3 Padang. The research method used in this research is a qualitative approach with descriptive research type. Data collection techniques are carried out through observation. The results of this research show the development of a digital governance model at PLN providing digital services known as PLN Mobile as well as other programs such as the Yantek Optimization program. In its implementation, of course these services have obstacles such as a lack of public understanding of existing technology. Therefore, PLN is overcoming this by providing counters at PLN service offices which are available 24 hours and the public can contact them by telephone at number 123.

Abstract

Implementing e-government makes government work more efficient, effective, transparent and less difficult. E-government also makes communication between the government, the general public, and the private sector easier. The aim of this research is to understand the implementation of increasing BPJS Employment Membership through the KCP Jamsostek (JMO) Application. West Pasaman: Facilitating Access to E-Government Services. The research method used in this research is a qualitative deductive approach. Data collection techniques use field observation. The results of this research show that the JMO Application displays all BPJS Employment programs and benefits. Because the system is still new and in the development stage, it sometimes experiences problems. The solution provided when JMO problems occur is by adding a menu of criticism and suggestions to the JMO application, and every service officer at BPJS Employment is obliged to resolve every complaint experienced by participants regarding the JMO application. As well as evaluating the effectiveness of JMO in increasing participation. It can be seen from the report how many participants use the JMO application, both those who register as participants and those who submit benefit claims.

Abstract

The Pariaman City Government decided to apply technology in public services to improve efficiency and quality of service to the community. This is done to meet society's increasing demands for fast, effective and efficient services. This research uses a descriptive qualitative approach. The qualitative descriptive approach is a research approach where the data collected is in the form of words, images and not numbers. This data can be obtained from interviews, field notes, photos, video tapes, personal documentation, notes or memos, and other documents. The aim of public services is to provide fair, equitable, timely, effective, efficient and transparent services to the community. Regional financial management involves several stages, such as planning, budgeting, implementation, accountability and supervision of regional finances. In regional financial management, there are several applications and systems used. For example, SISMIOP and Sipakbumibana are used to manage Land and Building Tax (PBB), SIMBPHTB are used to manage Land and Building Rights Acquisition Fees (BPHTB), and SIMPADA is used to manage regional income. There are three important elements in regional financial management, namely BAPPEDA, BPKPD, and DISPECTORATE, each of which has its own responsibilities. several regulations governing regional financial management, such as PP 12 of 2019, Permendagri 70 of 2020, and Law 1 of 2022.

Abstract

This e-Government plays an active role in distributing government services to the community or the government works with the private sector and the community through technology to realize public policies and services. One of the government's innovations. The Padang City Population and Civil Registration Service is one of the government agencies that initiated digital-based service innovation, namely in the form of creating a service-based application related to civil registration called Sirancak. The method used in this research is a descriptive qualitative approach by collecting data through direct observation in the field. The aim of the research was to determine the effectiveness of using the Sirancak application in Padang City Dukcapil Disdukcapil services. With the Sirancak application, applicants for population documents can submit their applications and monitor the processing process anytime and anywhere via smartphone, without needing to come to the office. The Sirancak application is also useful for increasing the accuracy and speed of the population data verification process. The Sirancak application is a means of monitoring employee performance and evaluating Disdukcapil services. Based on a Sirancak user survey, as many as 72% of respondents stated that this application really helps save time and costs in processing documents. However, there are obstacles in implementing the Sirancak application, such as the community's low level of technological literacy, technical problems, and attention to data security that need to continue to be considered and improved.

Abstract

The Regional Financial Management Agency (BPKD) of Padang Pariaman Regency is tasked with managing the Padang Pariaman regional finances. One of the archives managed is the Fund Disbursement Order (SP2D). SP2D archives must be maintained properly because in some cases they can be used as authentic evidence. Problems often arise when managing and searching SP2D archives because there are no records of where the archives are stored. Therefore, a system is needed that can support this process. This system was built using the Laravel and Vue.JS frameworks. Laravel has various features that make the system development process easier, and Vue.Js is used because it allows the page display to be more responsive. This system uses QR codes to store SP2D archive location information. System development begins with data collection, system and database design using data flow diagrams (DFDs) and entity-relationship diagrams (ERDs), as well as implementing these diagrams into the system. The result of this development is a system that supports the process of managing and retrieving SP2D archives at BPKD Padang Pariaman Regency. Analysis of obstacles and solutions in issuing SP2D, to obtain information regarding the system and procedures for issuing Fund Disbursement Orders (SP2D) to Regional Financial Agencies, or Regional Financial Management Officials (PPKD), as Proxy of Regional General Treasurer (BUD). This SP2D is a letter used to disburse funds through the designated bank after the Payment Order is received by the BUD Attorney. The procedure starts from RKA-SKPD, DPA-SKPD, KAS-SKPD BUDGET, SPD, SPP, SPM and then SP2D is issued.

Abstract

Analysis of the Application of SIMDA in Preparing Financial Reports at the Regional Financial Management Agency of Padang Pariaman Regency. The Financial Regional Management Implementation System (SIMDA) is an application program used to assist local governments in the field of financial management. The aim of this research is to find out how SIMDA is implemented in the Regional Financial Management Agency (BPKD) of Padang Pariaman Regency. This research is qualitative research with descriptive methods. The data in this research was collected through interviews, observation and documentation. As well as knowing employees' understanding of implementing SIMDA Finance and the obstacles faced in its implementation. There were two respondents in the study, data was collected through direct interviews with respondents. The results of the interviews and data collected were analyzed descriptively using a phenomenological approach. The research results show that employees generally understand the meaning of financial SIMDA and an overview of its implementation regarding input and output data. Obstacles faced in implementing the SIMDA Finance application: SIMDA expires quickly, the network is often offline, there is no documentation regarding summary flow diagrams showing cash flow data, the data management system is weak, procedures for viewing incidental data still take too long, office space is still limited. inadequate and the occurrence of human error
