Abstract

Penelitian ini bertujuan untuk mengetahui dan menggambarkan proses Pemberdayaan Ekonomi Masyarakat Melalui Badan Usaha Milik Desa (Bumdes) Di Desa Waturambaha Kecamatan Lasolo Kepulauan Kabupaten Konawe Utara dan faktor yang menghambat Pemberdayaan Ekonomi Masyarakat Di Desa Waturambaha Kecamatan Lasolo Kepulauan Kabupaten Konawe Utara. Penelitian ini menggunakan metode kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dokumentasi. Informan penelitian berjumlah enam orang terdiri dari kepala desa, ketua bumdes, bendahara bumdes, dan pelaku nasabah yang ditentukan secara purpose. Hasil penelitian ini menunjukkan bahwa pemberdayaan ekonomi masyarakat melalui badan usaha milik desa (Bumdes) yang meliputi Usaha simpan pinjam, Usaha Nelayan, Usaha sembako tidak berjalan dengan baik. Pengelolaan Bumdes ini masih banyak kekurangan dimana dari pihak pengelola itu sendiri dan dari pihak nasabah. Kata kunci : Pemberdayaan, Bumdes, Waturambaha, Ekonomi Masyarakat

Abstract

Penelitian ini bertujuan untuk mengetahui efektivitas E-government SIMANTAP yang dilakukan oleh BKPSDM Kota Kendari. Penelitian ini merupakan penelitian dengan jenis deskriptif jenis deskriptif kualitatif. Teknik pengumpulan data adalah observasi, wawancara dan dokumentasi. Adapun analisis data yang digunakan adalah pengumpulan data, reduksi data, penyajian data dan penarikan kesimpulan. Hasil penelitian ini menunjukan bahwa efektivitas e-government SIMANTAP terhadap pelayanan pada BKPSDM Kota Kendari belum efektif dikarenakan terdapat dua dari empat indikator yaitu produksi, kepuasan, kelangsungan hidup yang belum terpenuhi. Abstract

Ethics is a foundation or guideline for human behavior in interacting with other humans. Apart from that, ethics as a standard of values in regulating human behavior is very important to apply in government administration. These ethical values ​​are expressed juridically in the form of a code of conduct that must be adhered to by every state administrator. KPK as one of the state administrators also has a code of conduct that regulates the behavior of each member of the Commission. However, as time went by, there was a shift in the ethical values ​​carried out by the KPK leadership. This research aims to describe the shift in ethical values ​​carried out by the KPK leadership. This research was conducted using library research methods. Based on the analysis carried out, it shows that repeated deviant behavior occurs due to the loss of a culture of shame and a lack of sense of responsibility towards the mandate that is carried out. As a result, this behavior has an impact on organizational performance which tends to become less agile, responsive and less accountable.

Abstract

Village governments as the vanguard of regional government should be able to demonstrate the best performance in carrying out government duties and functions. However, the Tombawatu Village Government has not been optimal in carrying out its duties and functions. As a result, there were casualties among the community which could have been anticipated if the village government had played a maximum role in reducing the risk of natural disasters. The problems in this research are analyzed using the concept of roles which are divided into three indicators, namely the role of government as a regulator, the role as a dynamic agent and the role as a facilitator. By using qualitative research methods and data collection techniques through interviews, observation, documentation, and literature studies. The results show that the role of the village government has not been optimal in minimizing disaster risks in Tombawatu Village. The direction and development policies of Tombawatu Village have not identified various internal and external organizational factors and have not been included in village regulations, the village government has not been able to mobilize the community to maintain various facilities that have been attempted by the village government, the formation of a disaster volunteer team has not been supported by the village revenue and expenditure budget. To overcome this, the village government needs to collaborate with universities in formulating development directions and policies, motivating and mobilizing the community to participate in maintaining existing facilities through active community participation in every stage of development, preparing regulations that support development directions and policies based on internal and external factors of the organization.
