Abstract

ABSTRAKPenelitian ini dilatar belakangi dengan belum optimalnya Koordinasi Antar Lembaga Dalam Proses Sertifikasi Halal Melalui Jalur Self Declare (Studi Kasus Di Kabupaten Ciamis). Hal tersebut terlihat dari belum efektifnya komunikasi dan penyampaian informasi serta belum adanya kesepakatan bersama yang dilakukan antar lembaga. Penelitian ini bertujuan untuk mengetahui Koordinasi Antar Lembaga Dalam Proses Sertifikasi Halal Melalui Jalur Self Declare (Studi Kasus di Kabupaten Ciamis). Metode penelitian yang digunakan yaitu metode kualitatif dengan pendekatan studi kasus. Teknik pengumpulan data berupa observasi, wawancara, studi kepustakaan dan dokumentasi. Sumber data terdiri dari data primer dengan 6 orang informan dan data sekunder. Sampel yang digunakan yaitu purposive sampling. Berdasarkan hasil penelitian diketahui bahwa Koordinasi antar Lembaga Dalam Proses Sertifikasi Halal Melalui Jalur Self Declare yang diukur dengan tujuh dimensi, belum dapat berjalan optimal. Hal tersebut terjadi karena masih terdapat hambatan dalam proses pelaksanaannya seperti belum adanya struktur kerja yang jelas sehingga berakibat pada tidak efektifnya pola komunikasi, koordinasi serta sharing informasi, terdapatnya lembaga yang memiliki egosentris terhadap tugas dan wewenangnya sehingga lembaga lain tidak dilibatkan dalam proses penetapan kesepakatan, tidak adanya sanksi dan dokumen insentif koordinasi serta masukan yang diberikan antar lembaga yang terlibat untuk meningkatkan kualitas pelaksanaan proses sertifikasi halal belum sepenuhnya ditindak lanjuti.Kata kunci: Koordinasi antar Lembaga, Sertifikasi Halal, Self Declare.ABSTRACT The background of this research is the not optimal coordination between institutions in the process of halal certification through the self-declaration route (Case Study in Ciamis Regency). This can be seen from the ineffectiveness of communication and information delivery and the absence of collective agreements made between institutions. This study aims to determine Inter-Agency Coordination in the Halal Certification Process through the Self-Declaration Line (Case Study in Ciamis Regency). The research method used is a qualitative method with a case study approach. Data collection techniques are in the form of observation, interviews, literature study, and documentation. Data sources consist of primary data with 6 informants and secondary data. The sample used is purposive sampling. Based on the research results, it is known that the Coordination between Institutions in the Halal Certification Process Through the Self-Declaration Line as measured by seven dimensions, has not been able to run optimally. This happens because there are still obstacles in the implementation process such as the absence of a clear work structure which results in ineffective patterns of communication, coordination, and sharing of information, there are institutions that are egocentric towards their duties and authorities so that other institutions are not involved in the process of establishing an agreement, not there are sanctions and coordination incentive documents as well as input provided between the institutions involved to improve the quality of the implementation of the halal certification process have not been fully followed up.Keywords: Inter-Agency Coordination, Halal Certification, Self Declare.

Abstract

ABSTRAK Penelitian ini dilatar belakangi oleh belum optimalnya Strategi Dinas Perpustakaan dan Kearsipan dalam Menumbuhkan Budaya Literasi di Kabupaten Ciamis. Hal tersebut terlihat dari indikator-indikator yaitu: masih kurangnya sumber daya manusia, kurangnya pemahaman terhadap program kerja serta belum optimalnya sosialisasi program kerja,. Metode penelitian yang digunakan dalam metode penelitian kualitatif. Sumber data terdiri dari data primer dengan jumlah 7 informan dan data sekunder dengan empat macam dokumen. Teknik pengumpulan data dilakukan dengan studi kepustakaan (literatur/dokumentasi), studi lapangan (observasi dan wawancara), serta triangulasi. Teknik analisis data dilakukan dengan reduksi data, penyajian data, dan penarikan kesimpulan.Berdasarkan hasil penelitian dan pembahasan, diketahui bahwa Strataegi Dinas Perpustakaan dan Kearsipan dalam Menumbukan Budaya Literasi yang diukur dengan 3 (tiga) dimensi dan terdiri dari 9 (sembilan) indikator, diketahui bahwa 2 indikator sudah berjalan optimal, sementara 7 indikator belum berjalan secara optimal. Hal tersebut terjadi karena masih ada beberapa hambatan yang meliputi: masih kurang pahamnya terhadap program kerja; kurang optimalnya dalam memanfaatkan peluang; kurangnya sumber daya manusia sehingga adanya kekosongan jabatan; masih kurangnya sumber anggaran; serta masyarakat yang kurang mengetahui setiap kegiatan yang ada di perpustakaan daerah karena kurang pekanya masyarakat terhadap literasi. Adapun upaya-upaya yang dilakukan yaitu; melakukan kerja sama kepada setiap instansi baik dinas dan pusat – pusat pendidikan; mengajukan anggaran dana untuk penunjang program kerja; serta menyediakan kotak saran baik secara langsung maupun tidak langsung yaitu melalui sosial media dan website. Kata Kunci:Strategi, Perpsutakaan Daerah, Budaya Literasi ABSTRACT  The background to this research is the Library and Archives Service's non-optimal approach to promoting a literacy culture in Ciamis Regency. This can be seen from the indicators, namely: there is still a lack of human resources, a lack of understanding of work programs and not yet optimal socialization of work programs. The research method used in quantitative research methods. Data sources are primary data with a total of 7 informants and secondary data with 4 types of documentation. Data collection techniques were conducted using literature (literature/documentation), fieldwork (observations and interviews), and triangulation. Data analysis techniques are carried out by data reduction, data presentation, and drawing conclusions.Based on the results of the research and discussion, it is known that the Strategy of the Library and Archives Service in Cultivating a Literacy Culture is measured by 3 (three) dimensions and consists of 9 (nine) indicators. It is known that 2 indicators have been running optimally, while 7 indicators have not been running optimally. This happened because there were still a number of obstacles which included: lack of understanding of the work program; less optimal in taking advantage of opportunities; lack of human resources so that there is a vacancy; there is still a lack of budgetary resources; as well as people who do not know about every activity in the regional library because the community is less sensitive to literacy. The efforts made are; cooperate with every agency both service and educational centers; submit a budget of funds to support the work program; as well as providing suggestion boxes both directly and indirectly through social media and websites. Keywords: Strategic, Regional Libraries, Literacy Culture.

Abstract

The focus of this study is the various challenges faced in managing village finances through the Siskeudes application, especially those related to frequent system errors. This is because operators do not understand how to operate the application because they do not receive sufficient training. The main objective of this study is to assess the effectiveness of the village financial system in Bendasari Village, located in Sadananya District, Ciamis Regency. Using a qualitative descriptive approach, this study collected data through observation, interviews, and documentation. The results of initial observations showed several problems in the use of the SISKEUDES Application. One of them is the inability to understand the data input process due to the short training time (only two days) and unstable internet connections, which cause frequent errors. In addition, additional problems include problems with the database, the need for password updates that hinder application validation, and mismatches between income and expenses entered into the system. This mismatch causes budgeting errors due to debit and credit imbalances. This causes errors in village financial recording.
