Abstract

Abstrak : Budaya organisasi yang telah diyakini sebagai sumber kekuatan baru dalam meningkatkan kinerja organisasi, telah menjadi tumpuan pada pengembangan setiap organisasi termasuk pada organisasi publik, dan telah dimulai oleh Andrew Pettigrew (1979) di awal tahun 1980an, dan Peter and Waterman, Jr. (1982), sehingga dalam pengembangan organisasi tidak bisa lagi hanya bertumpu pada perangkat keras organisasi semata, seperti strategi, struktur dan sistem, tanpa memperhatikan budaya organisasi. Penelitian ini dilakukan pada 30 LPMP di seluruh Indonesia sebagai populasi sekaligus sampel (saturation sampling) dan digunakan pendekatan kuantitatif dengan 99 informan yang terpilih dari 129 pejabat IV pada LPMP di seluruh Indonesia. Data penelitian dikumpulkan menggunakan kuesioner yang disebarkan melalui website http://survei.lamansur.net dan diuji dengan uji korelasi Kendall’s tau_b dengan bantuan SPSS for windows versi 19. Temuan penelitian menunjukkan bahwa karakteristik budaya organisasi berhubungan positif sangat kuat dan signifikan dengan kinerja organisasi (𝜆  = 0,728 & α =0,000). Hasil uji secara terpisah, diketahui bahwa agresivitas dan orientasi pada Tim sangat kuat dan signifikan hubungannya dengan kinerja organisasi, sedangkan perhatian pada hal – hal rinci, inovasi dan keberanian mengambil resiko, dan orientasi pada hasil dalam kategori kuat, dan orientasi pada orang dalam kategori positif sedang. Sedangkan stabilitas berhubungan positif tapi lemah dan hanya signifikan pada level 0,1.Kata kunci : Budaya, Organisasi, Kinerja, Karakteristik, LPMPAbstract : Organizational culture has been believed as the new source to improve the performance of the organization. It becomes the foundation of the organization development including public organization which was initiated by Andrew Pettigrew (1979) in 1980 and Peter and Waterman, Jr.(1982). As result, most scholars articulate that developing organization no longer merely rely on hardware organization such as strategy, structure and systems without considering the organizational culture. This research was conducted at 30 LPMP throughout Indonesia as well as the sample population (saturation sampling) and used a quantitative approach with 99 informants selected from 129 officers in LPMP IV throughout Indonesia. The research data were collected using questionnaires distributed through the website http://survei.lamansur.net and tested with Kendalls correlation test tau_bwith the help of SPSS for windows version 19. The study findings suggest that the characteristics of organizational culture is strongly positively associated with organizational performance and significant (λ =0.728 and α=0.000. The result of divided test shows that aggressiveness and orientation on team are very strong and their relationship with performance organization is positively significant. On the other hand, attention to the detailed things, innovation and courage to take risks, and orientation on the results in the strong category, and orientation for internal officials are in medium positive category. Additionally, the stability has positive relationship but in weak level with only significant at 0.1 level.Key words : Culture, Organization, Performance, Characteristics, LPMP

Abstract

Improving teacher competency is essential for enhancing the overall quality of education. Teachers play a strategic role in implementing effective learning processes. To support this, a training program was held from October 5th to 7th, 2024, at the Manise Hotel, Ambon City, Maluku Province. The training aimed to develop research, writing, and publication skills among teachers and educational personnel. The event was attended by 50 participants, including two education personnel and members of the Maluku Province Teacher Mobilization Team. The instructors for this training were Mr. La Mansur, Mr. Deni Hadiana, Mr. Misbah Fikrianto, Mrs. Rini Anita Putri, and Mr. Alfi Hasan. This initiative was supported by the Maluku Provincial Teacher Mobilization Centre, which mobilized the Mobilizing Action Community (KORA-KORA), known for its strong commitment to improving educational services, strengthening quality, and implementing various programs. The training used a combination of methods, including lectures, group discussions, collaborative learning, and project development. The goal was to make research enjoyable, encourage creative writing, and support participants in publishing their work. According to post-training observations, around 95% of the participants expressed satisfaction with the training and felt it was appropriate for their needs. Participants also hoped that similar activities would continue in the future. This continuous development of competencies ensures that teachers and educational personnel can sustain improvements in their professional capabilities.
